Summary of Changes
The following document identifies all of the substantive changes that have been made to the UCL
Academic Regulations as a result of the restructuring and publication of the new UCL Academic Manual. A
full version of all the changes is also available, together with a spreadsheet detailing the new structure and
a map of where the 2014-15 regulations now sit within the new UCL Academic Manual. Redirects have

2. Structural Changes
In March 2015, Education Committee and Research Degrees Committee approved a new structure for the
UCL Academic Manual which would encompass all of UCL’s academic regulations, the previous academic
manual and a range of new regulations, policies and procedures. The new structure is as follows:
Chapter 1: Admission, Registration and Student Conduct Framework

UCL’s regulatory framework for admission to UCL, student enrolment and registration, and
student conduct whilst studying at UCL.
Chapter 2: Qualifications and Credit Framework

UCL’s regulatory framework defining the underpinning structures of all programmes leading to
taught and research Higher Education qualifications at UCL.
Chapter 3: Programme and Module Approval Framework

UCL’s regulatory framework for the development, approval and amendment of programmes and
modules.
Chapter 4: Assessment Framework for Taught Programmes

UCL’s regulatory framework for the assessment and examination of Undergraduate and Taught
Postgraduate students at UCL.
Chapter 5: Assessment Framework for Research Programmes

UCL’s regulatory framework for the assessment and examination of Postgraduate Research
students at UCL.
Chapter 6: Quality Review Framework

UCL’s regulatory framework for monitoring standards, the student experience and strategic quality
enhancement activities across UCL.
Chapter 7: Academic Partnerships Framework

UCL’s regulatory framework for the management of all UCL learning opportunities delivered in
conjunction with external organisations and which lead or contribute to the award of UCL
academic credit or a UCL qualification.
Chapter 8: Derogations and Variations

A number of UCL qualifications and programmes require subject-specific regulations which
supersede the main UCL regulations. These are detailed in Chapter 8, which is categorised by
subject area. These regulations and variations should be read in conjunction with the main UCL
regulations in Chapters 1-7.
The UCL Academic Manual includes the regulations for all University College London (UCL) students,
including affiliate, Erasmus and visiting students when in attendance at UCL.
The Academic Manual defines UCL’s overarching regulations Students should read the Academic Manual
together with the regulations for their programme and local regulations for the department/division and
Faculty housing their programme. Students should also take account of their programme’s Scheme of
Award as detailed in programme handbooks and departmental/divisional literature.

Each section includes relevant annexes of related UCL policies, procedures, guidance notes and
proformas. The UCL Policy A-Z is provided as a quick guide to finding key regulations, whilst the
regulations from previous years are located in the UCL Academic Manual Archive. A record of additions
and amendments to the regulations is also provided in the UCL Academic Manual Update Log.

The following amendments to the UCL Academic Manual for 2015-16 have been approved by Education Committee and Research Degrees Committee.

As part of the restructuring of the UCL Academic
Manual, and in order to reduce the high level of
duplication and inconsistency across the UG and PGT
regulations, the opportunity has been taken to merge
the two sets of regulations. The section has been
verified and endorsed by the Director of Student
Administration and the Director of Access and
Admissions, who have also made some minor
amendments.
In May 2015, EdCom approved new regulations for the
Recognition of Prior Learning as part of the new
Qualifications and Credit Framework. This replaces the
previous Appendices 1 and 2 and has resulted in some
updating of the admissions regulations.

Chapter 6: Quality Review Framework

Student Experience
Review’ (ASER)
The Annual Student Experience Review (ASER) process was implemented UCL-wide
in 2015-16 and has replaced the previous system of Annual Monitoring of
programmes which had been in place since 2007-8. It draws together monitoring
activities (data review, External Examiner Reports, student surveys, NSS Action
Planning) that are extended throughout the year into an annual ‘health check’
exercise for undergraduate (UG), postgraduate taught (PGT) and postgraduate
research (PGR) provision. A dataset which is analysed by Student Data Services,
discussed by a Quality Review Sub-Committee (QSRC) of Education Committee and
sent to Heads of Department, copied to Faculty Deans and Faculty Tutors. Each
year, the data will be additionally analysed in accordance with an agreed theme, such
as the achievement of Black or Minority Ethnic (BME) students or those from nontraditional academic backgrounds. Departments are expected to respond to and
explain performance in any area highlighted by the analysis conducted by the QRSC
in an evaluative report and to write a Development and Enhancement Plan. The
Development and Enhancement Plans are then discussed by the Faculty and

Augmented Annual Monitoring, UCL’s previous periodic programme review process
was discontinued from the end of the 2014-15 session.
From 2016-17, IQR will incorporate a periodic review of programmes (previously
undertaken via Augmented Annual Monitoring) based on issues identified during the

A revised External Examiners’ Report Template is on Portico where Externals will be
asked to structure their recommendations in the annual report into three categories:
Essential, Advisable and Desirable.
Academic Services, Faculty and Departmental staff members will be involved when
responding to the recommendations provided by the External. A formal departmental
response will be provided to the External in a timely manner.
A list of all appointed External Examiners’ (name and Institution) will be published on
the UCL website which will be updated annually.
For Boards of Examiners meetings taking place Summer 2015 and onwards, all
External Examiner reports and departmental responses will be made available to
students via Portico. Once the report and the departmental response are approved by
the Chair of Education Committee, they will be ‘closed’, sent to the External Examiner
as a complete formal response and made available to students.

process.

Chapter 7: Academic Partnerships Framework
Academic Partnerships are learning opportunities leading or contributing to the award of
UCL credit or a qualification that are delivered, assessed or supported through an
arrangement with a partner organisation, e.g. dual degree with another institution,
student exchange arrangement.

Chapter 8: Derogations and Variations
In previous iterations of the UCL regulations, a range of programmes were excluded due to differing structures or PSRB requirements. However, it was not
necessarily clear whether the programmes derogated from all or some of the main UCL regulations as the differences were detailed in local documentation
and not in the UCL regulations. As part of the restructuring, relevant faculties have been asked to provide the regulations which are in operation for these
programmes for inclusion in Chapter 8 of the new UCL Academic Manual. In some cases these were approved documents already in use on the programmes
and no substantive changes have been made. In other cases, new documents have been drawn up in collaboration with Academic Services.
