The T&D projects help solve problems faced on the ground. Projects can include applications of technology such as equipment/tool development, product market searches, and technology transfer (reports, DVD’s, web sites, and training). Proposals have come from Forest Service (FS) employees at every level of the Agency. Each year hundreds of project ideas from FS employees are submitted to the T&D Centers for testing, evaluation, and/or solution. Employees who identify a particular need sometimes have a proposed solution in mind, but lack the resources to follow through. This is where the T&D Centers can help. If your proposal is selected for the T&D program of work, you will be a key contact as the work is planned and completed. Generally, funding comes from national program sponsors, not from your local budget. Visit the Missoula T&D Center (MTDC) web site, http://fsweb.mtdc.wo.fs.fed.us/, or the San Dimas T&D Center (SDTDC) web site, http://fsweb.sdtdc.wo.fs.fed.us/, for good examples of past selected projects. Prepare your proposals by completing the enclosed project proposal request form for a field problem that needs to be solved. Return the form at any time to one of the T&D contacts listed, but no later than the dates shown for timely consideration. You can earmark your proposal for one or more of the sponsoring programs or allow the T&D program to assign the proposal where it fits best. Any FS employee may submit proposals. Proposals submitted in a previous year that were not selected may be resubmitted. If you have a good idea but are too busy to fill out the proposal form, call or send an e-mail to one of the T&D contacts listed in the chart. The contact will prepare a proposal on your behalf, or you can ask a steering committee member for assistance. A complete list of committee members is on the Centers’ web sites. The T&D program is more concerned with the merit of your idea than the polish of its presentation. Most committees have representation from the Washington Office, regions, stations, and ranger district levels. Proposals are evaluated on their merit meeting FS Strategic Plan Goals and Objectives, Chief’s emphasis areas, meeting specific program goals and priorities, geographic or organizational scope of benefit, and getting work done safely, effectively, and efficiently. Each committee’s criteria for evaluating and prioritizing proposals are on the Centers’ web sites. Everyone who sends in a proposal will be notified that it has been received, and will be notified again after the appropriate steering committee has evaluated it.
