College of the Redwoods Facilities Master Planning Development Team 03/07/08 Team Charter Charge The charge of the Facilities Master Planning Development Team is to develop a plan for district-wide facilities that effectively support quality learning environments. Secondly, the team will develop and implement a facilities planning framework that ensures broadbased, collaborative, and data-informed decision-making. Parameters The team is working with the following operational principles: We are an ad hoc group, and will ensure that the planning process we develop is integrated into ongoing college operations; We are a fully engaged team who take our tasks seriously and will move in an efficient and effective manner; We will follow commonly-developed ground rules for effective meeting management; We will represent the thinking of our individual constituent groups, as well as others, to bring the broadest campus and community input to the process; As this initial process reaches its goals, we will act as advisors to the process as it becomes institutionalized. Develop a framework for ongoing facilities planning that will be used to complete this project (a plan to plan); 2. Develop a Project Management Timeline that lists tasks through July 2008, milestone dates, and individuals responsible for each task. By April 30, 2008 1. The outline/table of contents for the College of the Redwoods’ Facilities Master Plan; 2. The Input and research processes underway as required by the Framework; 3. A clear definition of responsibilities for facilities master planning; 4. Recommendations for integrating facilities planning into ongoing college operations and other planning processes; 5. A district-wide communications website operational and utilized for the distribution of information emanating from this team and the site for the collection of campus input. By August 30, 2008 1. Draft sections of the master plan completed and/or deadlines established; 2. A project management timeline revised to complete the draft of the master plan and strategies for vetting the plan through the college governance system and other stakeholder groups. 3. A transitional plan and deadlines for moving this process into ongoing college operations. Objectives (measurable) The facilities master plan meets the criteria with which it was developed (includes honoring past planning efforts); Increase student and faculty satisfaction with the learning environment (including ADA compliance and safety issues); Constituent satisfaction with space utilization; Effective utilization of the allocated space (reduce work orders); Effective planning of space (reduce change orders); Flexibility of the space Preservation of the campus aesthetics
