Review of Draft Strategic Planning Scope:
Bullet number one: Conduct an environmental scan (external and internal) of conditions
and trends
Modify bullet number two: Review data regarding the college’s key performance
indicators (KPI)
Modify bullet number three: Using the college’s mission, vision, and values statements
as a guide, conduct a gap analysis to determine the distance between the current and
desired state of the institution and the reality of current capacities conduct
Modify bullet number four: Identify broad, overarching goals (statements) of what the
college is desires to accomplish over a 3 to 5 year period.
Bullet number five: Identify annual objectives (actionable, measurable statements about
the end result that a service or program is expected to accomplish)
Discussion of Selected External Trends
Change in population in California: More Latino students and more nontraditional students will go to community college.
Declining birthrate = less students coming to CR (need to better meet the needs of
fewer students)
Curriculum alignment and placement tests as barriers to success
4 year institutions are determining what it means to be college ready
Current generation will have less education then their parents
Accommodate Adult learners and high school students
Some community colleges are offering a baccalaureate degree
College readiness barriers for adult learners (including technological readiness)
Discussion of Selected External Trends Continued
More accountability for diminishing resources (required education plans, first
year experience participation, mandated performance measures, employment
data)
More statewide standardized curriculum
Online classes taught by experts
Online classes listed on a website with ratings and rankings
Significantly higher percentage of students with disabilities
Tuition will continue to increase
Unsustainable financial model for higher education -- need a cost-recovery model
for delivery of education, 3 -3.5% growth is sustainable
Global Competition
Lack of internet capabilities in the region
Develop Potential Strategic Plan Goals Related to Identified Themes
Creating Endowments for CR
Develop Cost Recovery models – generating revenue outside of the State (may
include international student recruitment e.g. Asian graduates from St. Bernards)
Role of the Board of Trustees to develop long term goals for the institution and
serve as advocates for the institution
Student support model
Assess the role of the faculty member
Build organizational capacity to do things over the long-term, to minimize
disruption and chaos

The old buildings may be occupied in 2014
Former Humboldt Area Foundation executives are interested in leading a
community discussion
SB588 modified the Field Act and provides an alternate avenue of compliance
