OPERATINGAGREEMENT
Mission:TheCollegeoftheRedwoods’ProgramReviewCommittee(PRC)leadsandfacilitates
authenticassessmentasitrelatestostudentsuccessandplanningattheinstitutionforall
subjectandserviceareas.ThecommitteereviewsAnnualandComprehensiveProgram
ReviewsthatprovidethestrongfoundationuponwhichCollegeoftheRedwoodsdevelops,
identifies,states,anddocumentsqualityimprovementplansandgoalsincludingprovidingthe
directionofprioritizationoffundingandsupportneedsasorganizedunderthestrategic
planningobjectives.
Vision

•PRCalsoreviewstheIntegratedPlanningModelprocessinconjunctionwiththe
InstitutionalEffectivenessCommittee
Scope
ThePRCisresponsibleforthefollowing:
•Thesequence,notificationandevaluationofComprehensiveandAnnualprogramreview
documents
•Theformatforprogramreviews,toincludeanevaluationof(1)program/unitgoalsand
purpose,(2)programdescription,(3)programeffectiveness,(4)recommendationsand
planningforprogramimprovement,(5)course/discipline/programPLOs/SLOsand
assessment,(6)studentachievementdata,and(7)actionstakensincelastprogram
review
•Theidentificationandprovisionofappropriateinstitutionalresearchdataandsupportfor
theprogramsandunitsbeingreviewed
•Thecalendarofprogramreviewactivities
•Theforwardingofprogramreviewsubcommitteesummariesandexecutivesummaries;
•TheforwardingoftheProgramReviewCommitteeexecutivesummaries,Comprehensive
andAnnual“tearouts”totheappropriateIntegratedPlanningFunctionalCommittee’s
Membership:
ThePRCisarepresentativegroupthatmakesrecommendationsaboutthecontentofAnnual
andComprehensiveprogramreviewdocumentsaswellasdisseminatesdatatothevarious
integratedplanningcommittees.ThePRCincludesacrosssectionalrepresentationof
employeegroupsaswellasstudentrepresentation(ifidentified).TheCommitteeisledbytwo
Co‐Chairs—theVicePresidentofStudentServicesandtheVicePresidentofInstructionor
theirdesignees.
ProgramReviewcommitteemembershipsoffaculty,staffandstudentsaremadeintwo‐year
alternatingappointmentstoprovidecontinuityandongoinghistoryfortheCommittee.Each
memberhastheresponsibilitytoattendeachmeetingandadheretothecommittee’srules.
Memberswith3absencesinasemestermaybereplacedbytheappropriateconstituentgroup.
Membersareresponsibletodisseminatecommitteeinformationtotheirrespective
constituents.

MembershipResponsibilityEachmemberhastheresponsibilitytoattendeachmeetingand
adheretothevaluesandrulesgoverningthecommittee’sdecision‐makingprocess.Members
with3absencesinasemestermaybereplacedbytheappropriateconstituentgroup.Members
areresponsibletodisseminatecommitteeinformationtotheirrespectiveconstituents.
Meetings
MeetingswillbesetbyconsensusbutwillnormallymeeteveryFridayfrom10:00‐12:00.The
regularmeetingcalendarfortheacademicyearwillbesetatthefirstmeetinginSeptember;
additionalmeetingswillbesetasnecessarytoensurethatplanningworkiscompleted
accordingtotheplanningcycletimeline.
DecisionMakingProcessandBasicCommitteeGroundRules
ThePRCwillmakedecisionsbasedonconsensus.Themembershipshall:
•Putstudents’needsaboveeverythingelse
•Haveanopenperspectiveaswellasdemonstratefair‐mindedness
•Expressopinionsinwaysthatpreserveintegrity,developmutualunderstandingand
promotecollaboration
•Listentoallthefactsandavailableinformationfromdifferentsourcesbeforemaking
judgmentsanddecisions
•BesureallperspectivesareheardUsetimeefficientlyandstayontask
•Takeadvantageoftheopportunitytocommunicate,tolearnfromeachotherandto
collaborate.
•Useapproachesthatareflexible,educationallysound,andevidencebased.Acceptand
supportconsensusofdecisionsvoteduponafinalwithoutongoingsubsequent
revisions.Recommendedrevisionswillbeputintoafileforperiodicupdating.
PlanningPrinciples
ThePRCembracesthefollowingplanningprinciples:
1.Theplanningprocessandtheplansthatityieldswillbelearning‐centeredandsupport
thequalityoftheCollege
2.Theplanningprocesswillbecollaborativebyoperatingwithinthecollegial
consultativestructureandensuresbroad‐basedparticipationandbyprovidingameans
forstakeholdergroupstobeheardandtoinfluencetheplan
3.Theprocesswillbuildtrustthrougheffectivecommunicationandnegotiation,by
makingitsafetoidentifyandchallengeassumptions,andbysupportingagreementson
sharedvalues
4.TheprocesswillbemeaningfulinthatitwillhelptheCollegetoestablishavisionofthe
future
5.Theprocesswillbedata‐informed,usingqualitativeandquantitativedata,routinely
reviewedastheplanisimplemented,withtheaimofcontinuousimprovement

8.Theprocess,itslanguage,itsproducts,andtheresultsoftheplanwillbecommunicated
toallemployeesinternally9.heprocesswillbetrulycomprehensive,andwillhave
clearlyassignedrolesforindividualsandgroups,includingstudents
Communication
ThePRCiscommittedtoacollaborativeprocesswithmanyopportunitiesforinvolvementby
thosewithinthecollege.Throughouttheplanningprocess,thePRCwillholdmeetings,
consultationswithkeyconstituencies,anddiscussionswithintegratedplanningcommittees,
andtheseniorleadershipteam,allofwhichcombinetoenablebroadbasedparticipationinthe
variousphasesofprogramreviewevaluationandgeneralplanning.
ThePRCwillshareitsreports,planningdocuments,andrecommendationswiththevarious
integratedplanningcommitteesaswellastheDistrict.Informationandrecommendations
generatedbytheIPC’swillbesharedwiththeCoordinatedPlanningCommitteeintheformof
annualplans.
