TITLE III UPDATE Cathy Dickerson provided an update on the Title III grant noting that we are at the end of the second year of the five-year grant. She reported on the training and the support provided by Title III funds. Cathy also reviewed activities being provided by the Institutional Research Office staff that include providing data for the academic program reviews, enrollment and course section reporting, linking census reporting to financial planning, and administering surveys for administrative and student services program reviews. BP/AP 5500 Keith Snow-Flamer provided for first review Board Policy BP 5500, “Standards of Conduct,” and Administrative Procedure AP 5500, “Student Conduct Code and Disciplinary Procedures.” He noted this policy and procedure will replace the existing Board Policy #505, “Student Discipline Policy,” and Administrative Regulation #505.01, “Student Code of Conduct.” The existing policy and regulation have been converted to the new format and the new procedure provides a clearer process for the student complaint process. Following approval of the new policy/procedure, the information will be put into a student booklet and available on the district’s website. It will also include a table of contents and a section on frequently asked questions. Suggested changes to AP 5500 – Article VI (A) Complaint, Notice and Response, third paragraph: Change who to whom; Article XI, Definitions: List in alphabetical order. BP 4060 Jeff Bobbitt presented for first review Board Policy BP 4060, “Delineation of Functions Agreements,” which replaces existing Board Policy #113, “Classes for Adults.” Minutes-College Council April 20. 2007 Page 2 BROWN ACT Tom Harris will confirm that the College Council does not fall under the rules of the Brown Act. AP 2511 There was a discussion regarding amending Administrative Procedure AP 2511, “College Council.” Tom Harris distributed suggestions for activities and process to be considered for inclusion in the procedure. Tom clarified that policies require approval by the Board of Trustees and Administrative Procedures are provided to the Board as information only. The College Council agenda and supporting documents will be mailed to members two weeks before a meeting in order to provide ample time for review with constituent groups. Tom suggested that policies and procedures are presented to the council for a first review followed by clarifying questions. Council members will then take this information back to their constituent groups for input. There will be a second review at the next meeting to hear opinions and suggested changes. If the matters are resolved, there will be a vote to approve the policy or procedure. If there is not consensus of approval, the policy or procedure will continue through the same process of review until a consensus is reached. Although there may not be full consensus for an agenda item, members have the opportunity to provide input at the Board of Trustees meeting at the time of their review. Tom stated that if an item is approved by the Academic Senate and is mandated by AB 1725, then the item does not need to come to College Council.
