Educational Pathways Task Force Meeting Friday March 7, 2014 9am – 10:30 SS 203 Instruction Conference Room Annotated Agenda Attendees: Bob Brown, Mark Renner, Dan Calderwood, Jay Dragten, George Potamianos, Peter Blakemore, Erin Wall, Tracey Thomas, Joe Hash, MaryGrace McGovern, Dave Bazard, Keith Snow-Flamer, Angelina Hill Strategic Approach to development of ADTs & Link to AP 4021 Process The task force discussed what the Chancellor’s Office expectations are for meeting the requirements of SB 1440: Will we be required to development more ADT than the nine we’re certified for? Can we revise the number of ADTs we’re certified to offer? It was noted that, based on the conversation President Smith had with the CCCCO, we do have the ability to revise the number of ADTs that was originally committed to. The question was raised whether we should reduce the number, keep what it originally committed to or raise it the number of ADT we will have for fall 2014. The task force also discussed the link between ADT development and the AP4021 process and what do we do with the ADTs that we have on the books that we may not need. Determining the “need or demand” of established ADT should be treated the same as any other “program” and should be reviewed in the program review and AP 4021 process. The task force also discussed the issue of how ADT are linked to “faculty job security” and agreed that it is the role of CRFO and the administration—not of the task force—to determine the messaging on this issue. The task force discussed several potential criteria/indicators faculty and administrators could use in the decision to pursue an ADT. The process for development of an ADT should follow established curriculum processes—faculty, dean/VP review and approval. Guidelines that influence the decision making process of whether to develop an ADT should include indicators used in the AP 4021 review process: If one of our main feeder CSUs (HSU, Chico State, Sacramento State) has a major and a TMC exists If approximately 75% of courses called for in the TMC already exist If courses in an ADT support enrollment in other courses/disciplines/areas (e.g. the ADT in Kinesiology supports enrollment in biology, chemistry) If the ADT has courses that “ overlap” with other degrees for multiple “on ramps and off ramps” for students to select other degree pathways If the potential ADT has a concentration of credits within a current localized degree If the FTES/FTEF, success rates, program completions (number of graduates) are projected to be above the district average If the ADT aligns with local and/or regional job market expectations If the ADT provides a broad educational “experience” that compliments an ADT for specific majors The task force agreed that a recommended list of criteria/indicators will be submitted to the Senate for review and input and the President for approval. ADTs to target for 50% or more Online The task force discussed whether the Associate Degrees or Transfer currently approved or in the approval process can be targeted for more than 50% online or hybrid once CR has the substantive change proposal approved. The task force recognized that even though a degree is targeted for online 1 development, the right of the faculty to make the final decision is sacrosanct. It’s important to note that the moratorium on approving additional courses that push a degree or certificate beyond the 50% threshold will remain in effect until the Distance Education Substantive Change Proposal is approved by the ACCJC. Potential ADTs that may lend themselves to development in online or hybrid formats include: ADT Psychology ADT ECE ADT Sociology ADT Business ADT History ADT Anthropology ADT English Next Meeting It was suggested that the Educational Pathway Task Force meet the 2nd and 4th Friday from 9:00am to approximately 10-10:30. The next meeting of the task force will be Friday, March 14 from 9am-10:00 or 10:30.
