Bylaws of the Oklahoma Political Science Association Part 1, Membership A. Active membership is encouraged among all who have an interest in the rigorous study of politics through the discipline of political science. In addition to persons in academic work, membership is open to the general public and to persons who work in fields related to political science, provided such persons pay dues and adhere to the purposes, charter and bylaws of the Association. Part 2, Officers: A. The President may appoint ad hoc study committees for the purpose of making recommendations to the Executive Council or to a general membership meeting. B. The Executive Director for the Association will be hired by the President with the approval of the Executive Council. The Executive Director will be paid an annual salary determined by the Executive Council. The duties of the Executive Director will usually include being fully or substantially responsible for: keeping minutes of all business meetings, keeping membership and financial records; collecting and disbursing funds; designing, editing and distributing the quarterly newsletter; other duties as may be assigned appropriate to the executive director position; and providing close administrative and clerical support for the Associate Vice President’s coordination of the annual conference. Part 3, Business Meetings A. The President or any two members of the Executive Council may call a special business meeting of the membership. B. Notice of all Executive Council meetings and all special business meetings must be provided on the Association website and via email to the paid voting membership at least 14 days prior to a meeting. Notice must include an agenda and appropriate documentation. The agenda must list the time and place of the meeting, reports and topics to be considered. C. The qualified members present at a duly called meeting shall constitute a quorum, provided a majority of the officers must be present. D. Meetings, including binding votes, may be conducted via teleconference or email, provided that 14 days notice is given prior to the closing of a binding vote. Part 4, Annual Meeting A. The time and place of the regular annual meeting shall be determined by the Associate Vice President in consultation with the host institution. 1 B. Annual meetings are hosted by the various institutions of higher education in Oklahoma on an invitation basis. Invitations shall be accepted at least two years in advance by a majority of the membership at the annual meetings. C. Should a host institution find it necessary to withdraw its invitation or prove unable to host the annual meeting, the President and the Executive Council shall act immediately to arrange for a replacement. D. The annual meeting’s agenda shall be established by the Executive Council. Part 5, Publications A. Publications of the Association shall include a Directory of Membership, the Charter and Bylaws, a Newsletter, the annual Oklahoma Politics and other publications as appropriate. B. Preparation and publication of the Directory of membership, the Charter and Bylaws, the annual Oklahoma Politics, the Newsletter and other publications shall be the responsibility of the Executive Director. C. The Editor for Oklahoma Politics may select a Coeditor, a Review Editor, and an Editorial Board. Part 6, Awards A. The awards committee shall recommend award winners for approval at the annual meeting. The awards committee shall be chaired by the immediate past president and include other members appointed by the president. Awards may be established by a regular annual meeting, a special business meeting or the Executive Council. Awards may be revised by a majority of the voting membership of the Association. Part 7, Audit Committee A. The Executive Council shall appoint an audit committee of at least three voting members of the Association. The committee shall not include the current President, Vice President, the Editor of Oklahoma Politics or the Executive Director. The committee shall report to the general membership in the first newsletter following each annual meeting. (revised 11/12) 2
