This decision is available on the Régie's website at the following link: http://www.regie-energie.qc.ca/audiences/decisions/D-2015-168.pdf. In this decision, the Régie sets January 1, 2016 as the effective date for 16 standards. The enclosed Appendix lists the standards and the applicable functions. In light of the applicable functions of these standards, entities other than the Direction – Contrôle de mouvements d’énergie d’Hydro Québec TransÉnergie (HQCMÉ) will be subject to Reliability Standards for the first time. The Régie also sets November 1, 2015 as HQCMÉ’s filing date for the final versions of these standards. The Régie intends to publish by November 6, 2015 the final versions of the standards effective on January 1, 2016, on its website on the Reliability Standard page (http://www.regie-energie.qc.ca/en/audiences/NormesFiabiliteTransportElectricite/Normes FiabiliteUlterieure.html). The Northeast Power Coordinating Council (NPCC) is currently developing the 2016 Implementation Plan for the Québec Reliability Standards Compliance Monitoring and Enforcement Program.
