Subject: Partial decision D-2015-168 rendered in file R-3699-2009 Phase 2
Sir, Madam,
The Régie de l’énergie (the Régie) hereby informs you that it has rendered the partial
decision D-2015-168 in file R-3699-2009 Phase 2 - Demande d’Hydro-Québec par sa
direction Contrôle des mouvements d’énergie dans ses fonctions de coordonnateur de la
fiabilité au Québec visant l’approbation du Guide des sanctions et l’entrée en vigueur des
normes de fiabilité de la phase 1. This decision is available on the Régie's website at the
following link: http://www.regie-energie.qc.ca/audiences/decisions/D-2015-168.pdf.
In this decision, the Régie sets January 1, 2016 as the effective date for 16 standards. The
enclosed Appendix lists the standards and the applicable functions. In light of the
applicable functions of these standards, entities other than the Direction – Contrôle de
mouvements d’énergie d’Hydro Québec TransÉnergie (HQCMÉ) will be subject to
Reliability Standards for the first time. The Régie also sets November 1, 2015 as
HQCMÉ’s filing date for the final versions of these standards.
The Régie intends to publish by November 6, 2015 the final versions of the standards
effective on January 1, 2016, on its website on the Reliability Standard page
(http://www.regie-energie.qc.ca/en/audiences/NormesFiabiliteTransportElectricite/Normes
FiabiliteUlterieure.html).
The Northeast Power Coordinating Council (NPCC) is currently developing the 2016
Implementation Plan for the Québec Reliability Standards Compliance Monitoring and
Enforcement Program. The Régie intends to approve and publish this plan for 2016 in
November of this year.
The Régie proposes an information session for registered entities to present the mandatory
Reliability Standards regime and the 2016 Implementation Plan on December 10, 2015
from 9:00 a.m. to 12:00 p.m. This session will take place at the Régie's head office in
Montréal. NPCC representatives will be present and simultaneous translation will be
available. It will also be possible to call-in to listen to the session, without simultaneous
translation however.
The Régie will allow entities to submit their questions prior to this information session so
that they can be addressed during the session. The Régie will also hold a follow-up

conference call on December 17, 2015 to address questions that may not have been
answered in the information session.
The Régie requests registered entities which will be subject to Reliability Standards
on January 1, 2016 to indicate to the Régie, by email to secretariat-pscaq@regieenergie.q.ca, by November 13, 2015, the names and number of representatives that
will attend the information session in person on December 10, 2015.
Entities have until October 30, 2015 to comment on the upcoming events and on the
intended calendar.

The Régie has also updated its website to reflect the setting of the January 1, 2016 effective
date for 16 standards and, at the same time, took the opportunity to update the list of the
ongoing regulatory files.
