Evidence of Dr. Booth, page 69: "Q. Do you adjust your estimates for the
"internationalisation" of the world's capital market? A. No. …"
(ii)
Report dated June 14, 2007 titled “A Comparative Analysis of Return on Equity
of Natural Gas Utilities” prepared for the Ontario Energy Board by Concentric
Energy Advisors of Marlborough, Massachusetts (copy attached to the present):
a) Page 58: "(9) As a result of the interplay between the Canadian and U.S.
markets, Canadian utilities compete for capital essentially on the same basis
as utilities in the U.S."
b) Appendix A: “Listing of Individuals Interviewed” (page 60)
(iii)
Answers # 44.1 and # 45.1 to Information Requests # 44 and # 45 of Gaz Métro:
“44.1 Dr. Booth fails to see any connection between this question and an
information request of Dr. Carpenter. Further he is constantly being interviewed
by consultants as well as the media, so this questions has to be much more
precise. He is not aware of any consultant asking him questions about capital
market integration."
Questions:
1)
Confirm that Dr. Booth was interviewed by consultant(s) from the firm Concentric
Energy Advisors as reported in Appendix A of reference (ii) b) for the
preparation of the report referenced in (ii).
2)
Confirm that although Dr. Booth presents himself as an expert on issues of fair
and reasonable returns for regulated utilities, he was not interviewed on the
subject of capital market integration by consultant Concentric Energy Advisors
when preparing the report referenced in (ii) as stated in answers of Dr. Booth
referenced in (iii).
3)
In the event that the answer to 2) is negative (that is if Dr. Booth was interviewed
on the subject of capital market integration by consultant Concentric Energy
Advisors when preparing the report referenced in (ii)), please explain Dr. Booth’s
answers referenced in (iii).
4)
List the issues about which Dr. Booth was interviewed for the preparation of the
report referenced in (ii).

Indicate if Dr. Booth had read the June 2007 report referenced in (ii) prepared
