College of Education and Allied Professions Leadership Council
The CEAP Leadership Council met on Friday, March 16, 2007 at 8:30 a.m. in Killian 218.
Members present: L. Bloom, D. Carpenter, R. Corbin, M. Dougherty, J. Holt, B. Houghton, K. Hunt,

Announcements
Michael is at SACS meeting this morning and will join us later.
Lisa announced that Human Services has a new office assistant, Denise Royer.
They are very pleased to have her join the department.
ELF announced that they will begin interviewing for their two open positions
beginning next week.
Janice showed the council a poster that will be given to this year's teacher
education graduates. The purpose of the poster is for these teachers to hang the
poster in their classroom to encourage students to "ask about WCU."
Ken will be placing approximately 130 students this fall for internship.
Kim announced that candidates for the Diversity Curriculum Specialist position
will be coming to campus soon.
March 30, 2007 is the last date to submit questions for the survey. Please
submit to Renee.
Lee asked that departments identify what they really want students to see on
their website. He is willing to work with departments on this. Curriculum is
backed up but he will be working on this shortly.
Jackie announced the Teaching Fellows evaluation visit is next week. The team
will arrive on late on Monday and will be on campus Tuesday and Wednesday.
Please review the handouts/material on the Teaching Fellows program.
Minutes
Motion and second to approve the minutes of the 2/16/2007 meeting. Motion
passed.
Guest Speakers
Alan Kines, Director of Admissions
Alan introduced himself to the council. He is the new director of admissions. He
explained that while we still hold an access mission, the admissions office is responsible
to identify students who can do well at the university and go out and represent the
university well. We are looking to recruit the best and the brightest to fill our classes.
Admissions is trying to be more careful about admitting students who can not handle
the course load or are not yet ready for a university setting. We want to expand our
geographic market that we recruit from and broaden where we spread the word on
Western. Admissions' goal is to build our prospect pool. This will be accomplished by
using a search firm that will identify students who are more than likely come to
Western.

The group came to address the council regarding the concerns about WebCAT. Bill
assured the council that the issues with WebCAT are being taken seriously and are
being addressed. After a lengthy discussion on the issues and the impact on both
students and faculty it was agreed that if there is a critical issue occurring first
conversations should be held on the phone instead of email. Dean Dougherty asked that
the group come to future council meetings (at the beginning of each semester) to update
the council on technology initiatives.
Dean's Report
Michael
A teacher recruitment plan is being developed to assist the college in meeting teacher
education targets. Draft copies have been sent to the college at large. Please encourage
faculty to read the plan and provide feedback to Michael.
Regarding the status of the Killian renovation request, Michael reported that the Provost
is supportive and believes that this should be accomplished this summer if at all
possible. We appreciate the support of the Provost.
SACS – you will be hearing a lot in the future on the QEP. Please be sure that you have
a sense of this.
Good News on Grants: Kim Elliott received a follow-up grant. Patricia Bricker has
received a grant for Asheville City Schools and Yancey County.

Council Members
TaskStream Update *
Dale
Some cooperating/hosts teachers are having some difficulty using TaskStream. Dale
reviewed handouts with the council regarding the requirements currently in place for the
teachers and made suggestions for simplifying the process. The PEVA and the diversity
assessment form will be deleted. The host teacher evaluation form will be revised to
include what is on PEVA. School wide diversity data will be used rather than classroom
data. One form instead of three forms will be used for early field experiences. Dale
requested that any teacher issues be referred to Ken, Lee, Renee or Dale. Michael asked
the leadership to promote TaskStream with teacher education faculty and that we
explore ways to reward/thank the cooperating teachers for working with us on
TaskStream initiative. Michael asked the SUTEP Pre-service committee to explore and
make a recommendation on how to reward cooperating teachers.
How to Implement CEAP Reorganization *

Michael reviewed the handout with the council. Bob and Lisa were asked to meet and
provide a written proposal to Michael on budget transfers with regards to the movement
of BK to Human Services.
Grant Writing and the Need to Increased Indirect Costs
Michael
External funding is important to assisting us in doing the job that we do. When a grant
is awarded indirect costs come to the university which provide funding and
opportunities to us at the college level. Michael asked the council look at grant
opportunities closely.
TPR Checklist *
Michael
The CEAP College TPR Committee expressed concern in the variance of TPR files
across departments. The committee noted the presentation of file materials could be
presented in clearer fashion. Therefore, a college-wide TPR checklist was developed by
the committee to offer additional guidance for faculty members in successful
completion of the AFE-TPR process. Michael asked for feedback on the checklist. He
requested department heads to meet to discuss revision recommendations. The
department heads will complete this task and report to Michael by April 1st.
OPT Nomination Process/Honors & Awards. *

Jackie discussed with the council that she is getting ready to print new brochures for the
OPT process. She also discussed that several teacher education faculty had expressed
an interest in revising the process. A meeting is scheduled for March 27th at 1:00 pm in
the Teaching Fellows office if anyone would like to attend. Specifically, there will be a
discussion on who can nominate a student for the OPT award. Mary distributed copies
of the honors and awards programs to department heads and asked that each department
review the program for accuracy of award description. Changes/edits in awards should
be given to Amelia by March 30th.

Major Assessment Plans

Due May 15 . Renee used the SMART board to provide the council with a visual
demonstration of what the assessment portfolio looks like on TaskStream. This system
is designed to accept up to 12 goals, make program plans more concise and allow for
reporting on plans. Renee asked the council for feedback and if there is an interest in
piloting this. The assessment committee has recommended that the college invite use of
this format and ask for volunteers to pilot the program. Renee will be sending an email
to program coordinators about this opportunity. Department heads were asked to
support this initiative. Renee also reported that data collected by the national survey
administered to seniors last year will soon be distributed to programs.

The new AA21 form was distributed which is to be submitted with all requests to bring
