College of Education and Allied Professions Leadership Council
The CEAP Leadership Council met on Friday, October 17, 2008 at 8:30 a.m. in Killian 218.
Members present: J. Anderson-Ruff, B. Beaudet, L. Bloom, D. Carpenter, R. Corbin, M. Dougherty,
K. Elliott, E. Franklin, J. Holt, B. Houghton, K. Hunt, D. McCord, R. McCreary, L. Nickles

Guest Speaker
Beth McDonough for the Curriculum Materials Center
Beth developed activity with Terre Folger for the Curriculum Materials Center
(CMC). Space has been redesigned and groups can now have classes there.
Center has been updated and reorganized. Activity in the CMC explores the
collection. CMC has a professional practical collection to help prepare lessons.
Beth asked when to do orientation, foundations or methods? This will be
explored. Question was asked about replacing consumables. This will be
explored. Would there be continued collaboration with Reading Center? Yes
Beth gave best practice guidelines for new building and CMC . Michael
emphasized that discussion needs to be done because PE is not moving into the
new building. He gave charge to CMC committee. How will the CMC support
Distance Learning? CMC supports Distance Learning the same way as library.
Books can be mailed. Beth is working on CMC website to expand opportunities.
Does CMC contact Distance Learning students directly? No, they are given the
Hunter Library. Some instructors put contact info in course materials.
Announcements
Kim – Tom Ford, John Habel and Dave Strahan are working on a dropout grant.
Michael added that indirect costs for grants must be at maximum.
Lisa -Human Services received two resignations. Johnny Westall, DPI
Consultant for Special Education, is retiring and Eliza Dean, assistant professor
in BK.
Dale – Faculty in the science department met with high school teachers and
community college faculty for curriculum dialogue. The event was sponsored by
a Z. Smith Reynolds Grant and the Appalachian Regional Commission. The
English department also did the same event on a different day.
Kim - Added tracking chart progress asked for by GA.
Lee - There is a lot of spare equipment from Adventure of the American Mind.
Please send requests to him if you need something.

Motion and second to approve the minutes of the September 26, 2008 meeting.
Motion passed.
Dean’s Report
Michael reported the following:
Questions for interim Associate Dean: Council was advised to ask questions of
candidate.
Think about budget cuts - plan for 4 %. Michael will keep everyone posted.
Michael reminded the council to be good stewards of their budgets.
Council adjourned to attend the dedication of the new Campus Recreation
Center. Council reconvened after dedication.
Discussion
Council Members
Peak Performers: Keep, Suspend, or Modify
Michael
Michael asked if departments want to keep doing Peak Performers, do one per
year across the college or suspend completely. Discussion will continue.
Summer Session Update
Dee/Lisa
Summer session has moved from Educational Outreach to the Provost’s office.
Courses will be listed as guaranteed, contingent, or entrepreneurial (special
topic, recruit based on student enrollment). We are attempting to change cultural
move to trimesters –long term. Look at distance courses like residential. Money
would flow into college for summer. Student credit hours tie into staffing. We
are moving more toward a data driven system. Council was reminded to read
reports and check for accuracy. In the future there will be less state funding,
more external.
Advisement
Dale
How do programs assign advisees, inform advisees of advisor assignments, &
monitor effectiveness of advisement? ELMG does group advising. Several
departments indicated issues about students being given ALT Pins from other
avenues and by-passing their advisors (One-Stop, Advising Center, Athletics).
*Follow up to be done concerning the Advising Center and contact with
departments.
Background Checks and State Board of Education *
Dale
Dale asked what the council thought about replacing the 2 line statement on the
back of the teacher education application with the 3 page handout* he provided.
Candidates are called to State Board of Education before a License is issued if
something comes through on a student’s background check.

There are no programs being recommended for elimination by A&S or FPAC.
WCU Teacher Recruitment Report to GA
Kim
Kim discussed the recruitment plan as it pertains to retention and advising. Kim
indicated that Scott Cook is not only working with recruitment, but also making
contacts with students that could help with retention. Students contact him
directly because they have developed a relationship with him.
EMGE Disposition Form
Dee
Dee discussed identifying dispositions before students get to Student Teaching.
ELMG has developed a flowchart and disposition form.
