For FY 09 projects that have been awarded that require LEED-NC v2.2
certification and have not been registered with USGBC for LEED certification:
Communicate to the contractor that it is their responsibility to register the project. If
the project is not registered by 26 June 2009, the contractor will be responsible for the
additional costs, if any, to use LEED-NC v 3, which is mandated by USGBC after 26
June 2009.
For FY09 and prior projects that have been advertised but not awarded and
FY09 projects that have not been advertised: There are two options. Option 1:
Register the project with USGBC in-house. For MCON projects in the NAVFAC
Pacific area of responsibility (if applicable), use the Job Order Number tied to the
project’s funds for registering the project. For MCON projects in the NAVFAC
Atlantic area of responsibility, initiate a Material and Services Requisition (MSR)
using MCON P&D funds, Job Order number 5SGA00. Identify the project/buildings
to be registered on the MSR. Projects can be registered individually and paid by credit
card at time of registration online. Projects can be registered individually or a group
of projects can be registered and invoice for payment requested and paid by credit card
upon receipt of invoice. Projects have to be registered by 26 June 2009 if they are
going to use LEED-NC v2.2. Option 2: Modify the RFP to change use of LEED-NC
v2.2 to LEED-NC v3.
For FY10 projects: NAVFAC HQ will register MCON projects to use LEED-NC
v2.2 by 26 June 2009, if not previously registered. For projects procured by funding
other than MCON, the Navy or A-E must register the project by 26 June 2009 to use
LEED-NC v2.2.
For projects that have been registered by 26 June 2009, require in the RFP, projects be
designed, constructed and certified using LEED-NC v2.2.
For FY11 and beyond projects: NAVFAC HQ will register MCON projects to use
LEED-NC v3 at the time of releasing Design Authority (DA). For projects procured
by funding other than MCON, the Navy, A-E or the construction contractor will
register the project to use LEED-NC v3.
For Design-Bid-Build projects, require in the Scope for A-E Services (SAES), projects
be designed, constructed and certified using LEED-NC v3.
For Design-Build projects, require in the RFP, projects be designed, constructed and
certified using LEED-NC v3.

$450 per building. You will need the NAVFAC USGBC Corporate Access number
D5717INFNELIOFM for the corporate discount.

4. Action
This policy and implementation is effective immediately. Changes to criteria documents,
NAVFAC standard contract templates and BMS to reflect this policy will be implemented. Project
managers and contracting officers will ensure that all applicable contracts are in compliance with
this guidance.
This document has been reviewed by Headquarters, U.S. Marine Corps and is fully applicable to
all USMC installations.
