MEMORANDUM FOR Designated Energy Officials of the Office of
the Secretary of Defense, Joint Chiefs of Staff,
Military Departments, and Defense Agencies
SUBJECT:
Department of Defense (DOD) Personnel Use of SelfService Retail Service Stations
PURPOSE: To promote the use of self-service gasoline stations
in lieu of full-service gasoline stations for the operation of
government-owned or controlled motor vehicles. This policy
will help reduce costs and promote energy awareness through
the use of self-service gasoline pumps, when available. This
policy applies to all users of U.S. Government national credit
cards.
The difference in price between full-service and
DISCUSSION:
self-service pumps, both nationally branded and regional and
local independent service stations, offers the Department of
Defense cost avoidance opportunities. Overall, this cost
avoidance could be substantial.
POLICY: Each military department and defense agency shall
publish regulations to reduce fuel costs in the use of
government-owned and controlled motor vehicles through the use
of self-service gasoline pumps when available.
Please provide a copy of your regulations to my office within
60 days of this memorandum.
