Mission, Vision & Initiatives
Mission
The Dolores Huerta Labor Institute (DHLI) educates students about workers and unions in
America. DHLI assists Los Angeles Community College District faculty in developing laborthemed courses, integrating labor themes across the curriculum, and developing other laborthemed activities. By expanding awareness of labor history and the impact of unions, DHLI
promotes critical thinking, enhances career prospects and encourages civic participation among
students.
Vision
To educate all Los Angeles Community College District students about the labor movement.
2012-2013 Initiatives
This academic year, DHLI has pursued its mission primarily through 5 different initiatives:
1. Labor Students Educating Peers (L-StEP) – Labor educational events organized by
faculty and their students
2. Voices & Images – Various labor educational events falling outside the specific
parameters of L-StEP
3. Collective Bargaining Educational Project – Roleplaying workshops to teach students
about collective bargaining and other union related topics
4. Labor Themed Courses
5. Labor Month – A commemoration of California Labor History Month through events
organized in the entire district through the month of May

DHLI: 2012-13 in Review
The Dolores Huerta Labor Institute (DHLI) had an outstanding year reaching 5836
students in 2012-13 (2640 compared to last year) in its efforts to promote labor studies. This
was achieved through different vehicles including labor courses taught (1211 students reached)
and events organized (4625 students reached). The events organized took many different shapes;
they included L-StEP events (1336 students reached) where faculty work with their students to
organize campus-wide events that promote labor studies, Voices & Images events (2561 students
reached) that are put together by faculty but do not require student involvement in the organizing
efforts the way L-StEP does, and Collective Bargaining Educational Projects (728 students
reached) where students in their classes simulate union contract negotiations and NLRB union
elections to learn about the work unions do.
This year, DHLI collaborated with 49 faculty members and administrators (31 last year),
a number that includes the Institute’s Steering Committee. DHLI worked with this faculty to put
together 111 different events both inside and outside of the classroom. These events primarily
involved bringing in guest speakers who were mostly from unions and different organizing
campaigns, but also included others such as State Controller John Chiang and LACCD trusteeelect Mike Eng. LACCD faculty was also involved in creating new labor courses such as
Philosophy of Labor at Valley and Sociology 35–The Labor Movement currently being
developed at Southwest. Our Faculty Action Committee also met at the end of each semester to
debrief and plan our work for the following semester.
DHLI was also highly successful in connecting our students with organizations from our
community. This year, DHLI connected with a total of 61 organizations (34 last year). The level
of collaboration with each organization varied. Ten organizations worked closely with DHLI by
helping organize events or even funding them; forty-six organizations were represented by
speakers (mostly unions and workers centers) at events. Lastly, ten speakers did not represent
their particular organizations, but their connection to such organizations is more than worth
mentioning. These speakers included faculty from different universities (CSULB, CSUN,
UCLA) and some elected officials (John Chiang, Mike Eng). Organizations that provided
general support including their representatives in DHLI’s steering committee were also included.
Lastly, DHLI worked closely with faculty at East Los Angeles College to commemorate
May as California Labor History Month as encouraged by Assembly Bill 2269. This special
effort produced the exhibit “One Hundred Years of Labor” (on loan from the California Labor
Federation) at the Vincent Price Art Museum, a special panel on “Labor, Immigration &
Education”, and a student labor video exhibit (an addition to the “100 Years” exhibit).

Labor Students Educating Peers (L-StEP)
Through L-StEP, DHLI collaborated with faculty to integrate Labor Studies into their courses.
Faculty worked with their students to create labor educational events open to the entire campus.
These often took the form of guest speaker events, poetry readings, film screenings, and more.
The projects of putting together these events were called L-StEP projects, and the events were
called L-StEP events. The main requirements for an L-StEP project are that:

DHLI

The L-StEP event must capture an audience beyond the class organizing the event

implementing, publicizing and executing) of organizing the L-StEP event

Voices & Images (V&I)
Voices & Images events are labor educational events sponsored by DHLI that are not subject to
the requirements of L-StEP events. As such, in most V&I events special guest speakers are
brought into classrooms to discuss issues relevant to the materials that students are learning.
However, these events have at times also been held in the formats of festivals, film screenings,
and more. They can be coordinated not just with instructors but with student groups as well.

Collective Bargaining Educational Project
DHLI collaborates with the Collective Bargaining Institute to bring role-playing workshops into
the classrooms of LACCD. Through these workshops, students simulate NLRB votes to join a
union or not, contract negotiations, and even the 1934 longshore workers strike.

Labor Month
Assembly Bill 2269 designates May as California Labor History Month in which schools and teachers are encouraged to commemorate the role of
labor unions in the US with additional exercises and activities. This year, DHLI helped organize a series of activities at ELAC.
