Call to Order: 9:40 a.m. II. Approval of the 9/11/2012 Agenda: Approved; however the following requests were made: A. B. C. Add “EAP & Wellness” as a standing agenda item Define what our role is Add the goals to the agenda like a “Mission Statement” to remind us what our goals are. III. Approval of the 8/14/2012 Minutes: Approved IV. Public Comments: None V. Health Benefit Unit Activities Discussion: A. The Communications Committee is scheduled to meet no later than 9/27/2012 to discuss the following items: 1. Adjuncts Open-Enrollment Total 2. Dates for Workshops 3. Revisit Process for Adjuncts - The group discussed in detail the process, problems, challenges of Annual Enrollment for Adjuncts. The District designated January for Adjuncts’ Annual Enrollment because there is already a designated enrollment period for Spring. A Task Force has been created to address the Adjuncts’ Enrollment issues and discuss possible solutions. The Task Force includes Adriana, Joanne, Amy, Leila, Armida, Phyllis and WFIS. Task Force will discuss the following items: a.) Clarify if there are Eligibility Categories - example of problem: If Adjunct was eligible 5 years ago, but never enrolled, he/she cannot enroll in August; but only in January. b.) Review/Define Eligibility Rules for Section 125 members who could only enroll during Open-Enrollment Period (except for Life Event changes). c.) Confirmation of Enrollment via Portal – reasons and timing d.) Enrollment via Portal – reasons and timing 4. CalPERS information on Medicare Part D VI. Health Care Reform Update: A. Convert the Active Balance into a Retiree HRA Account Update: refer to meeting handout: “Options Available Upon Termination of HRA (12/31/13)”. Liliana discussed in detail the 3 options below. Group will caucus after this meeting. 1. Funds are forfeited 2. District establishes a retiree HRA 3. Terminates HRA and payout balances. B. ED CODE 7000: California Law states that if a certificated employee, whether adjunct or regular, is currently active, then retirees, will have option to participate in the health plans. Committee motioned to implement ED CODE 7000. Group agreed to wait until next round of negotiations to communicate information to retirees. We learned that we are not in conflict with state code. Add this information to potential “Communication Pieces”. VII. Vision & Dental Rates/Enrollment Summary: handout reflects no increase to premiums VIII. Life Insurance Rates Update: 14% increase for basic life due to claims experience. Loss Ratio is running at 125%. For every $1 paid in premium, $1.25 is paid in claims. WFIS recommends to do an RFP (Request for Proposal) first quarter of the year so we can share mid-year with district. Committee motioned to accept the renewal and will conduct an RFP during first quarter, in order to implement in September for Open-Enrollment. IX. SHPS Call Follow Up Discussion: we have a call scheduled with SHPS, who administers the HRA and FSA, but committee voted to reschedule the call due to caucus meeting following this meeting. (Keep in mind that there is a member having difficulty prepaying his/her Long Term Care). We will keep SHPS on agenda for next month. X. Communications Committee Update: meeting is scheduled on 9/27/2012 from 10 – 11:30am here at Guild. WFIS will send out invite (excludes James and Sue). XI. Board Meeting: September 12, 2013, 3:00PM - Slides will be used for Board meeting tomorrow 9/12. XII. Wellness Report: nothing to report XIII. Adjourn: 11:45pm XIV.
