The Governing Board may consolidate its elections with the municipal elections of
the City of Los Angeles because of its status as a charter city. This Resolution provides
clarity and equity by aligning Governing Board elections with City elections after Charter
Amendment 1.
This resolution would align Governing Board election dates with those of the City
of Los Angeles beginning in 2020. Candidates elected in 2015 and 2017 would have their
terms extended to serve until the date when their successors qualify for office.
EXECUTIVE SUMMARY
The California Elections Code and the Education Code allow the LACCD
governing board elections to be consolidated with the City Charter elections. The City
Charter requires that City and Los Angeles Unified School District (LAUSD) elections be
administered together.
Prior to adoption of Charter Amendment 1, City and State elections were held in
different years. The City Charter required City elections to be held in March and May of
odd numbered years. Governing Board elections were consolidated with City elections.
State elections are held in June and November of even numbered years.
City Charter Amendment 1 provides the following:
1) changes the City's primary and general election dates to June and
November of even-numbered years beginning in 2020 so that City
elections are held on the same dates as Federal and State elections; and

provides that, in 2015 and 2017 only, candidates be elected for a
term of 5/12 years to ta'ansition to the new election dates.

Charter Amendment 1 made these changes for the LA. City elections. Charter
Amendment 2 made these changes for the LAUSD elections. Both measures required
passage in order for the changes to take effect.
The Resolution Aligning Governing Board Election Dates is straightforward and
provides the following:
1) aligns the Governing Board's primary and general election dates to
the City's elections to be held June and November of even-numbered years
beginning in 2020; and
2) aligns the terms of the applicable Governing Board seats, in 2015
and 2017 only, such that seats would have their terms extended until the
date when their successors qualify for office.
ANALYSIS
The District currently consolidates its Board member elections with the City
Council of the City of Los Angeles primary nominating elections on the first Tuesday in
March of odd-numbered years as provided in the City Charter, Education Code section
5224 and Elections Code section 1302.2(a). The elections for Board ofTmstees Seats 1

3, 5, and 7 were consolidated with the Los Angeles primary nominating election on
March 3, 2015.
Charter Amendment 1 was also approved on March 3, 2015. Charter Amendment
1 provides that commencing after the March 7, 2017 City Council of the City of Los
Angeles primary nominating elections, the City Council of the City of Los Angeles
primary nominating elections will be held on the first Tuesday after the first Monday in
June of even-numbered years. In addition, the City Council of the City of Los Angeles
general elections will be held on the first Tuesday after the first Monday in November of
even-numbered years.
Charter Amendment 1 also provides that the terms of the City Council seats
subject to the March 3, 2015 and March 7, 2017 primary nominating elections will be
extended to a onetime adjustment to a term of five and Vi years to December 14, 2020
and December 12, 2022, respectively. The impact of Charter Amendment 1 on the
upcoming City Council elections is attached hereto as Schedule 1 .

In accordance with Elections Code section 1302.2(c), the alignment of the terms of
Board ofTmstees Seats 1, 3, 5, and 7 with Charter Amendment 1 requires the terms to be
extended until a successor qualifies for office. The terms must be extended to an
appropriate date when the next governing board election may be consolidated. The
consolidation can be with either the Los Angeles Primary Nominating Election presently
scheduled to occur on June 6, 2020 or the Los Angeles General Election presently
scheduled to occur on November 3,2020.
Charter Amendment 1 and Board of Trustees Seats 2, 4, and 6
Board of Tmstees Seats 2, 4, and 6 will be subject to the Los Angeles Primary
Nominating Election presently scheduled to occur on March 7, 2017. In connection with
such election, in accordance with Elections Code section 1302.2(c), the alignment of the
terms of Board of Tmstees Seats 2, 4, and 6 with Charter Amendment 1 requires the
terms to be extended until a successor qualifies for office. The terras must be extended to
an appropriate date when the next governing board election may be consolidated.
This appropriate extension date can be the later of date when the next governing
board election is consolidated. The consolidation can be with either the Los Angeles
Primary Nominating Election presently scheduled to occur on June 7, 2022 or the Los
Angeles General Election presently scheduled to occur on November 8, 2022.
The impact of Charter Amendment 1 on the upcoming Governing Board elections
if such future elections are consolidated with the primary nominating election is attached
hereto as Schedule 2. The impact of Charter Amendment 1 on the upcoming Governing

with EMT to provide independent Grant Evaluation services, that are required
by the U S Department of Education’s grant for the Goals and Needs for
Accelerated Science (GANAS) program at East.
2. 4500181617 for CI Solutions is for the third of a five year agreement to
provide the student and employee identification card system used at East.
