FOREWORD
Air Force Design Guides (DG) provide functional guidance (i.e., defined by users and
operational needs of a particular facility type) for the US Air Force, and are intended to
supplement published DoD Unified Facilities Criteria (UFC) as referenced in the title. DG
documents are applicable only to the DoD Component(s) indicated in the title, and do not
represent unified DoD guidance. Differences in functional guidance between DoD Components
may exist due to differences in policies and operational needs.
All construction outside of the United States is also governed by Status of Forces Agreements
(SOFA), Host Nation Funded Construction Agreements (HNFA), and in some instances,
Bilateral Infrastructure Agreements (BIA.) Therefore, the acquisition team must ensure
compliance with the most stringent of the DG, the SOFA, the HNFA, and the BIA, as applicable.
DG documents are coordinated with unified DoD technical requirements and formatted to
facilitate potential future unification as an element of the DoD UFC system applicable to specific
facility types. The UFC system is prescribed by MIL-STD 3007 and provides planning, design,
construction, sustainment, restoration, and modernization guidance, and applicable to the
Military Departments, Defense Agencies, and the DoD Field Activities. The UFC System also
includes technical requirements and functional requirements for specific facility types, both
published as UFC documents and Facility Criteria (FC) documents.
DGs are living documents and will be periodically reviewed, updated, and made available to
users as part of the Services’ responsibility for providing guidance for military construction.
Headquarters, U.S. Army Corps of Engineers (HQUSACE), Naval Facilities Engineering
Command (NAVFAC), and the Air Force Civil Engineer Center (AFCEC) are responsible for
administration of the UFC system. Defense agencies should contact the preparing service for
document interpretation and improvements. Technical content is the responsibility of the
cognizant DoD discipline working group. For Air Force DG documents, recommended changes

Description: This DG provides guidance for evaluating, planning, programming, and
designing Fighter Hangar/AMU (Aircraft Maintenance Unit) Facilities. The information in
this DG applies to the design of all new construction projects, to include additions,
alterations, and renovation projects in the continental United States (CONUS) and
outside the continental United States (OCONUS). It also applies to the procurement of
design/build services for the above-noted projects. Alteration and renovation projects
should update existing facilities to meet the guidance within budgetary constraints.
Reasons for Document: This DG is the initial release to provide guidance for the
Fighter Hangar/AMU Facility. It defines the guidance for determining appropriately
sized, flexible, cost-optimized, durable, quality-designed facilities on a lifecycle basis to
support the mission. These are concepts only and are primarily intended to
communicate functional user guides. A thorough compliance check of all other
applicable criteria is required.
Impact: This DG will facilitate and standardize the design of Fighter Hangar/AMU
Facilities throughout the Air Force.

It will provide more complete and consistent project guidance and will expedite
the programming and design of facilities and reduce initial design cost.

The improved performance-based guide will reduce design-build proposals.

CHAPTER 1 INTRODUCTION

GENERAL INFORMATION
This standard facility prototype design guidance was developed to assist Air Force
planners in preparing and validating DD Form 1391 requirements and to assist
architect-engineer (A-E) design professionals with the approved project-specific design
requirements. It is a source of basic programming and functional information for the
fighter hangar/AMU facility. This standard is consistent with Air Force Corporate Facility
Standards (AFCFS) and Unified Facilities Criteria (UFC). This standard, in conjunction
with the AFCFS, is intended to define Air Force expectations for project programming
and A-E design decisions.
The standard facility prototype design program defines consistent facility requirements
across the Air Force enterprise to expedite delivery of a facility. This standard was
designed in compliance with AFMAN 32-1084. The objective is to deliver appropriately
sized, flexible, cost-optimized, durable, quality-designed facilities on a lifecycle basis to
support the Air Force mission.
This standard facility prototype represents a shift in Air Force facility design philosophy
toward maximizing the use of open office space and systems furniture. This design
approach allows maximum flexibility to reconfigure the building space as mission needs
change. Where offices require sound attenuation and physical or visual separation,
evaluate the use of systems furniture or demountable partition walls in lieu of full-height
hard wall construction. Maximizing open office space may require more systems
furniture and funding must be listed on the DD Form 1391 as a furniture, fixtures, and
equipment (FF&E) cost. Comply with the latest Air Force policy on centralized
procurement of systems and other furniture.

GENERAL BUILDING REQUIREMENTS
Comply with UFC 1-200-01. UFC 1-200-01 provides applicability of model building
codes and government-unique criteria for typical design disciplines and building
systems, as well as for accessibility, antiterrorism, security, high-performance and
sustainability requirements, and safety. Use this DG in addition to UFC 1-200-01 and
the UFCs and government criteria referenced therein.
Lighting systems must meet ASHRAE 90.1; refer to UFC 1-200-02 for the ASHRAE
publication year. Note that the requirements included in this DG refer to ASHRAE 90.12010. When UFC 1-200-02 adopts a newer publication year of ASHRAE 90.1 it will
have precedence over these DG requirements.
Note: Often, the hangar bay portion of these facilities is designated as a low-occupancy
portion of the hangar. By structurally isolating the administrative or higher occupancy
area of the hangar from the low-occupancy hangar bay, the design is able to exempt the
hangar bay portion from the requirements of UFC 4-010-01.

INSTRUCTIONS
The standard facility prototype was developed by determining personnel counts,
allowable/authorized space/room sizes, adjacency diagrams between the functional
spaces and the overall facility space requirements. It establishes Air Force guidance for
the facility type. Use these guides in conjunction with other Air Force policy and
regulations such as Air Force departmental publications, and UFCs when programming
and designing this facility type. Supplement this DG with a thorough review by individual
program managers and operations staff.

Notional Site Plan
The notional site plan diagram demonstrates key site development criteria. It is not a
site-specific solution. The information represents the land requirements to construct this
facility and includes associated antiterrorism/force protection (AT/FP) standoff and
parking. Utilization of existing or shared parking is allowable and may reduce the total
acreage required for the facility. Adapt the requirements to the specific site and location
and comply with the applicable Installation Development Plan (IDP) and Area
Development Plan (ADP) for facility siting.

Composite Facility Adjacency Diagram(s)/Composite Floor Plan(s)
The composite facility adjacency diagram(s) represent ways to conceptually assemble
the functional areas (modules) into a cohesive whole. They demonstrate how the
various functional components of the facility type can be successfully placed together
into layout diagrams. Individual modules are represented by different colors. Composite

diagrams demonstrate acceptable ways the fixed modules can be placed together into
conceptual building plans. They are not intended to be definitive building designs.
Composite floor plans indicate definitive floor plans and represent the approved plan
solutions that fully satisfy all functional requirements. Effectively, the plan becomes a
“super module,” demonstrates a standard/approved building floor plan, and must be
used in total. Plan variation other than rotating, flipping, or reversing to fit the actual site
must be coordinated with and approved by AFCEC.

Modules
Spaces and rooms that are integrally related with a specific functional connection or
operational flow are grouped into a module. Modules and the associated room data
sheets identify specific criteria and additional details for each functional area of the
facility as outlined in the space programming sheets in Appendix B. Information is
provided in a standard presentation and data sheet format. The required space
adjacencies and modules are illustrated in figures.
The modules are a grouping of functional spaces and represent “Lego blocks” to be
used in a “kit-of-parts” design approach. Use the fixed modules as pre-assembled
pieces of the facility “puzzle.” Assemble them to comply with the required adjacencies
indicated in the diagrams and module plans. Arrange modules and create a
configuration/composite building layout/plan responding to the constraints and
opportunities of the specific site.
The resulting shape of the facility assembled from the standard facility prototype
modules must provide construction efficiencies obtained from building proportions and
overall configuration. The building footprint shall be organized and well composed. The
building design must comply with the Installation Facility Standards (Architectural
Compatibility Plan) and the AFCFS.

Module Flexibility/Adjustments
Modules must be used as designed to the greatest extent possible and shall not be
deconstructed or altered except as indicated herein. The intent of the standard facility
prototype criteria is to avoid manipulation of the composition, functional relationships,
adjacencies, and module sizes. Modules contain fixed attributes and must not be
arbitrarily changed. However, modules may be rotated, flipped, and reversed to
accommodate an overall composition or site issue. When the fixed modules cannot be
arranged to produce a constructible floor plan due to site constraints, it is permissible to
slightly adjust a module proportion to create a constructible plan. Manipulating the
module shape must not result in an overall increase in square feet or reduce the
functionality of any module or the composite plan.
Some modules are linked to space requirements that increase or decrease in size
based on the personnel count and equipment for a particular mission. In these cases,
increase or decrease the size of the module to match the revised scope calculation.
This may sometimes require minor adjustments in other adjacent modules so that they
properly fit together to create a constructible facility floor plan. Spaces must comply with
any critical dimensions indicated on the module plans. Manipulate as few modules as

possible to create a constructible facility. The resulting composite plan must respect the
established module adjacencies and must not exceed the authorized project scope.

Room Data Sheets
Specific requirements for each room, space, or area are provided on room data sheets
that are located following their respective module. Information contained on the data
sheets defines the functional and physical requirements for each of the spaces within
the facility type.
1-4.3
Programming Sheet(s)
This tool is provided in two formats. A programming sheet is provided in Appendix B as
a reference and reflects the baseline standard facility program. The additional
interactive programming sheet provides a tool for planners and programmers. It allows
the input of authorized personnel positions and special purpose spaces. Updated inputs
are automatically calculated and provide new required square footage for each space
and the estimated overall facility size. A link is provided in Appendix B for access to the
interactive tool.

Design Drawings – BIM
This component of the standard facility prototype tool includes both a Portable
Document Format (PDF) version and Revit version of the modules and rooms. The
spaces, rooms and modules shown reflect the programming sheet linked in Appendix B.
The drawings in this DG are exact copies of the larger BIM drawings and comply with
the program scope. The BIM drawings provide a starting point for the digitization of
building data and a starting point in the design/construction of a facility. BIM and PDF
documents are found at the link provided in Appendix B.

Additions and Alterations
For additions and alterations to existing facilities, use the adjacencies, sizing/scope, and
detailed requirements contained in the site diagrams, module drawings, and room data
sheets to the maximum extent possible. The functionality and adjacency of the modules
are still valid but may require some manipulation to fit into existing spaces. This
standard may be slightly modified to accommodate the existing structure. However,
proposed adjustments to the standard must be submitted to AFCEC for functional
issues and deviations from the core requirements. Move non-structural walls to the
greatest extent possible to open up space in the existing facilities to make them more
receptive to the placement of the modules. The planner and designer shall determine
the most efficient means to balance the placement of modules within existing spaces or
as a facility addition.

Sustainability
Meet the requirements of UFC 1-200-02, High Performance and Sustainable Building
Requirements, and achieve green building certification in accordance with the current
AF Sustainable Design and Development memo. See Appendix B for interactive
Sustainability Requirements Scoresheet.

GENERAL FACILITY OVERVIEW
The Fighter Hangar/AMU Facility is typically a one-story structure but a two-story
scenario is envisioned if there are site constraints as well as a linear hangar scenario in
lieu of the tail-to-tail hangar scenario. The fighter hangar/AMU facility will serve as a
standalone facility on the flight line. This hangar houses increments of two fighter
aircraft in a tail-to-tail or wing-to-wing linear configuration. (The linear hangar scenario is
not the most desirable due to the additional area required for engine repair/replacement
and the additional travel distance to the AMU portion of the facility.) The F-22 footprint
was used as the basis of design but all fourth- and fifth-generation fighters, including the
F-15, F-16, and F-35, are being considered as possible candidates to receive this
facility type. The fighter hangar/AMU facility will consist of, but not be limited to, the
following modules: Hangar Bay Module (housing increments of two airframes; typically
six aircraft for a squadron), Hangar Bay Support Module, AMU Administration Module,
Ready Room Module, Flight Line Management Module, Engine Shop Module, Tools
and Parts Support Module, Battery Shop Module, Wheel and Tire Shop Module, Egress
Shop Module, and Building Support Module. The Battery Shop Module, Wheel and Tire
Shop Module, and Egress Shop Module will be added if there is more than one
squadron and/or if there is no separate building for these modules. There may be a
scenario where there is a standalone AMU facility without the fighter hangar component
and would consist of a Tools and Parts Support Module, AMU Administration Module,
Ready Room Module, Flight Line Management Module, and Building Support Module. A
standalone fighter hangar without an AMU component will have the same requirements
as a fighter hangar/AMU facility without the AMU-related modules.

requirements and quality standards for this facility group. This standard facility prototype
is in the Group 3 hierarchy.
Facility Users/Occupants: This facility is operated by Active Duty, National Guard, and
Reserve military personnel as well as contractor representatives from the aircraft types.
Operational Aspects: Hours of operation for this facility type are user driven and vary
up to two shifts, with approximately 30 personnel per shift.

IDP and ADP.
2-2.1
Site Location and Orientation
Emphasis shall be placed on operation, function, and safety when siting the facility. The
preferred location for this facility is immediately adjacent to the flight line or in close
proximity. Other facility functions placed in close proximity may include engine
maintenance shops, squadron operations, and aircraft sunshades. Analyze and comply

with airfield clearances, building setback restrictions, and line-of-sight restrictions from
the adjacent flight line.
The preferred orientation for this facility is such that the aircraft maintenance bays and
associated hangar access aprons are provided direct access to the flight line operations
area for ease of access to the facility for aircraft, flight line vehicles, and equipment.
The approximate project area required for the fighter hangar/AMU facility is 5.0 acres,
which includes AT/FP standoff and parking.

Vehicular and Pedestrian Circulation
Convenient and safe vehicular access and circulation shall be provided for personal
vehicles and essential services, including operations, maintenance, deliveries, trash and
garbage collection, and emergency services.
Parking shall be provided to accommodate the largest shift size, plus an additional 40
percent for shift overlap.
Separate the service drives to the facility from the parking circulation areas.
Locate sidewalk networks to provide convenient and safe pedestrian circulation from
existing circulation elements of the project site to the new parking areas and doors of
the facility.

COMPOSITE FACILITY ADJACENCY DIAGRAMS
The functional adjacency diagram (Figure 2-2) is of a prototypical fighter hangar/AMU
facility for six fighter aircraft. The Hangar Bay Module, Hangar Bay Support Module,
Support Module, Engine Shop Module, Ready Room Module, and Flight Line
Management Module are required to have access to the flight line, with the Ready
Room Module and the Flight Line Management Module to have direct access (and
visual access) to the flight line. The AMU Administration Module is to be located on the
land side of the facility, with direct access from the POV and visitor parking lot. There
are multiple points of entry to the facility from the flight line to accommodate the
missions of the modules and a single point of entry to the AMU Administration Module
on the land side.

3-1.1
Function and Adjacency
The Hangar Bay Module consists of a high bay space to accommodate increments of
two aircraft, with enough clearance between wingtips and tails to accommodate storage
requirements as identified by fighter maintenance crews. The bay is designed to fit the
fighter aircraft tail-to-tail, with the nose of the aircraft facing the hangar doors. Steel
sliding hangar doors and vertical lift fabric doors are the two acceptable hangar door
options. An alternate hangar bay configuration would be a linear concept where aircraft
fit into the hangar wing-to-wing with enough space as required at the aircraft tail for
engine removal/replacement. This alternate configuration would fit a scenario where
there is limited site area for a tail-to-tail configuration. The linear configuration is not the
most desirable due to an increased hangar bay size to accommodate engine
removal/replacement; in a tail-to-tail configuration this engine removal/replacement area
is shared.

Function and Adjacency
The Flight Line Module includes a flight line management room, a maintenance debrief
room with six desks, a classified maintenance debrief room with six desks, and a
conference room. The open office has areas for specialist (six desks), weapons (four
desks), production (four desks), Air Force Engineering and Technical Services (AFETS)
(four desks), and crew chiefs (four desks) as well as space for storage cabinets and an
area for a small conference table (seats six). This module must have direct access to
the flight line.

MODULE G – TOOL AND PARTS SUPPORT MODULE
3-7.1
Function and Adjacency
The Tools and Parts Support Module includes a supply shop with a designated tool
transaction space, a supply TNB/FOM room, a HAZMAT storage space, and a supply
shop office supporting three to four personnel. The main function of this module is to
store aircraft parts and tools for distribution to the maintenance crews. TNB/FOM will
contain sensitive aircraft parts. The HAZMAT area is positioned so chemicals can exit
the bay and not re-enter. [top-right G5 in fig 3-38 is G7 in fig 3-39. G3 missing exit
