Promise and Potential: Project Terms of Reference
Project: Student Financial Aid

Description: To gain a comprehensive understanding of the financial resources (scholarships, bursaries, loans, and employment) provided to
undergraduate and graduate students by the University of Saskatchewan, to perform a comparative analysis, using similar data from other U15
members and to make recommendations around identified gaps and opportunities. Where available, information about funding from other
sources (research funding paid directly to students, band funding, off-campus employment income, etc.) will be incorporated.
Commitment Leaders: Trever Crowe, Associate Dean, College of Graduate Studies and Research, and Gordon DesBrisay, Associate Dean of
students, College of Arts and Science
Expected Outcomes for Project: This project will address the following questions:
(1) How much total funding do individual undergraduate and graduate students receive from the U of S?
(2) How is the funding received (i.e. scholarships, bursaries, wages, loans, other)?
(3) What are the sources of these funds (operating fund, endowment fund, outside agencies, faculty research funds, etc.)?
(4) Who are the recipients of student financial aid? What percentage of the funds goes to: Master students versus doctoral students;
thesis vs. course-based vs. project-based students; Aboriginal students; international students vs. domestic students; transfer vs. direct
entry students; and first-year vs. continuing students
(5) What are the gaps and opportunities in the existing arrangements and where should the university go in the future? What principles
should apply for allocating student financial aid in such ways as to achieve maximum impact in alignment with university goals and
strategic enrolment management priorities? What are the high-impact interventions that could be put in place?
