ThepresidentconcludedhisreportbycongratulatingmembersofnewlyelectedGraduateStudents’ Association(GSA)andUniversityofSaskatchewanStudents’Union(USSU)executivesontheir election,andwishingthemwellastheyrepresenttheinterestsofstudents. Commentsandquestionswereinvitedofthepresident.Amemberthankedthepresidentforallof hiseffortsoverthepastyear.Heindicatedthatanegativefactorpotentiallyaffectingthe recruitmentoffacultytotheuniversityandtheuniversity’sreputationisthatonly18%ofthe university’searly‐careerfacultymembersweresuccessfulthisyearinbeingawardedaNSERC DiscoveryGrant.ThesuccessrateisthelowestamongalluniversitiesacrossCanada,andpossibly overtherecenthistoryoftheuniversity.Heindicatedthathehadsimilarlyheardthatthenumber ofindividualsfromtheuniversityservingonselectioncommitteeswasalsodeclining,andthat thesetwodevelopmentsspeaktowhatishappeningtotheuniversity’sreputation. ThepresidentaskedKarenChad,vice‐presidentresearchtorespond.Dr.Chadannouncedthat ProfessorRonBorowsky,astheuniversity’snewNSERCleaderhasalreadyindicatedthatfocusing onnewinvestigatorswouldbeatoppriority.TheinternalreviewprocessimplementedforCIHR andSSHRCapplicantshasjustbegunforNSERCapplicants.Othersupportsystemsincludethe university’smentorshipprogramfornewresearchers.Sheacknowledgedtherecentstatisticsareof greatconcernandrecalledthatseveralyearsagotheuniversityhadthehighestsuccessrateofnew facultyawards.Suchperformancehighandlowsaretroublingwhenthedesireistoconsistently meetthenationalaverage.Dr.ChadindicatedthatanyadviceofferedbyhercolleaguesatCouncil onhowtocounterthemostrecentresultswouldbewelcomed,andthatherofficewasresponding totheresultsasapriorityitem. 6. ReportoftheProvost ErnieBarber,provostandvice‐presidentacademic,calledonPattiMcDougall,vice‐provostteaching andlearning,tomakeanannouncementonhisbehalfpriortothepresentationofhisreport. ProfessorMcDougallreportedthatProfessorJohnKleefeldoftheCollegeofLawwasthe university’smostrecentrecipientoftheBrightspaceInnovationAwardinTeachingandLearning, aninternationalawardthatrecognizesinnovationinpost‐secondaryteaching.Sheindicatedthat Dr.KleefeldjoinsProfessorsKenVanRees,SandraBassendowskiandJayWilsonasarecipientof theaward,andthattheuniversityhashadarecipienteveryyearsincetheawardwasfirst establishedfouryearsago. Dr.BarberurgedCouncilmemberstoreviewthereportandresponses.Ataskforcewillbecreated whichwillworkonachievingconsensusbyOctober15thforaplanofactioninresponsetothe review.Dr.Barberreportedthathehaddiscussedthenatureofthereviewers’reportwiththe planningandprioritiescommittee.HecommittedtokeepingCouncilinformedandengaged throughtheplanningandprioritiescommittee,asanyrestructuringoftheacademicunitsinvolved wouldproceedthroughthecommitteeandtoCouncilforapproval. ACouncilmemberindicatedthatwhatstruckhimaboutthereportwhichwasofconcernwasthe extenttowhichtheDepartmentofCommunityHealthandEpidemiologywassingledoutina villainousmanner.Inparticular,henotedthecommentarythatthedepartment’sintransigenceat notwantingtojointheSchoolofPublicHealthcreatedmanyissuesfortheschool.Heexpressedhis concernthattherecommendationsofthereportareverysignificant,andalthoughthedepartment isverymuchimplicatedintheserecommendations,thedepartmentitselfwasnotsingledoutfor review.HeaskedtowhatextentandunderwhatprocesstheDepartmentofCommunityHealthand Epidemiologywasconsultedaspartofthereview. Dr.Barberindicatedthathedidnotreadeitherthereportortheresponsefromthefacultyofthe schoolaspaintingtheDepartmentofCommunityHealthandEpidemiologyinavillainousway.He notedthereportexpressessomedisappointmentthattheschooldidnotcometogethermore whollyinasinglevision.Thereportalsomakesclearthatanumberofimportantrelationships externallyandinternallytotheuniversityrelatedtopublichealthandthescholarshipofpublic healthremainundeveloped.Dr.Barbercontemplatedthatinretrospectperhapsthereviewshould havefocusedonallofpublichealthoncampusaspartofasinglereview.Heconcludedthat nonethelesstheCollegeofMedicineandtheDepartmentofCommunityHealthandEpidemiology wouldbeverymuchinvolvedindiscussionsgoingforward,andthatthereportcontainedenough informationtowarrantanapproachinvolvingacollectiveofunits. Tofurtheremphasizehispoint,thememberreadanexcerptfromthereport,andindicatedthatthe reviewers’commentsonthedepartmentwereinviolationofthebestpracticesforaunitreview,as thisunitwasnotsingledoutforreview.Hesuggestedthatperhapsafirmresponsefrom administrationwasneededtothereviewersorthattheinstructionsgivenouttothereviewers wereunclear.Dr.Barberindicatedthathewouldtakethesecommentsunderadvisement. Asuggestionwasmadebyanon‐memberofCouncilthatthereviewoftheschoolpresentsthe opportunitytolookatpositioningIndigenouspublichealth,asastrongstreamwithintheschool. AformerCouncilmemberaddressedafollow‐upquestionfromthepreviousCouncilmeetingtoDr. Chad.HeindicatedhisquestionconcernstheTri‐agencyopenaccesspolicyonpublications,which Draft until approved at the meeting. requiresthatTri‐agencyfundedauthorseitherpublishtheirworkinopenaccessvenues,orplace thesepublicationsininstitutionalrepositorieswithinadefinedtimeline.Henotedthattheprevious week,theScholarlyPublishingandAcademicResourcesCoalitionpublishedanopenletterthatwas harshlycriticalofElsevier’snewopenaccessandsharingpolicy.ThegroupclaimsthatElsevieris creatingbarrierstoauthorscomplyingwithopenaccesspolicies,andforcesa“noderivativeuse” conditiononauthorswhoplaceworksintorepositories.Theletterwasco‐signedbyanumberof groups,includingtheConfederationofOpenAccessRepositories,theAmericanLibraryAssociation andtheAssociationofResearchLibraries.HeaskedDr.Chadtodescribethespecificsofhowher officewasworkingwiththelocalsubjectexperts,includingtheUniversityLibraryandcopyright office,tohelpauthorsoncampusadapttotheshiftingsandsofopenaccesspolicies. Dr.Chadthankedthespeakerforhisleadershipinposingthequestion.Sheclarifiedthatthepolicy referredtoisthenewTri‐agencyopenaccesspolicy.Althoughthepolicyhasbeenspearheadedby NSERC,theexpectationisthatCIHRandSSHRCwillfollowsuit.Thepolicyhastwocomponents:it requiresthosewhoaregrantrecipientsofNSERCfundingtohaveanypublicationsinpeer‐ reviewedjournalsarisingfromthisfundingtobefreelyavailablewithin12monthsofthe publication,eitherthroughon‐linerepositoriesoron‐linejournals.Inaddition,thespecificdata needstobefullyaccessibleandwithinthepubicdomain.Dr.ChadnotedthisisnotaUofSspecific issue,butanationalissue.Theissueraisedisonthevice‐presidentresearchagendaacrossthe countryandwillbeaddressedasatoppriorityitembythisgroupasacollective.Specificallyon campusthefollowingstepshavebeentakentoensurecompliancewiththepolicy:online repositoryfunctionalitywillbebuiltintotheUnivRSresearchadministrationsystem;andastudy willbeinitiatedtoproactivelyassistindividualstobeincompliancewiththepolicy.Dr.Chad concludedthatensuringpolicycompliancewasatoppriorityandthatmemberscouldlookforward toaquestionandanswerbriefingdocument,whichwouldsharethestepstakentoalleviateand mitigatecomplianceconcerns. Studentsocieties 7.1 ReportfromtheUSSU GabeSenecal,vice‐presidentacademicaffairs,presentedaverbalreporttoCouncilonbehalfof JackSaddleback,USSUpresident.Mr.Senecalexpressedtheexcitementofthenewexecutiveto workwiththeuniversitycommunityandnamedthenewexecutivemembers.Sharedgoalsfor theyearincludementalhealth,sexualassault,studentengagement,andtuitionforecasting, amongothergoals.Duringthefirstfewweeks,theUSSUexecutivehasconnectedwith studentsregardingconcernsofsafety,security,residence,tuition,andconsultation.Mr. Senecalindicatedhelookedforwardtoworkingwiththeuniversitytocreateabetter experienceforstudents.Inturn,theCouncilchairexpressedthatonbehalfofCouncil,healso lookedforwardtoworkingwiththeUSSU.
