PUBLIC COMMENT: None APPROVAL OF MINUTES: Motion to accept the minutes of the June 26, 2014 meeting by Mr. LaBaff, seconded by Mr. Weekes. Carried unanimously. FINANCIAL REPORTS: Mr. Kelly reviews and reports that the financial reports are uneventful. The Newton Falls Rail Rehab project expenses have been submitted to ESD. Financial Report for June 2014 accepted without further comment. REPORTS OF COMMITTEES: None STAFF REPORT: Mr. Kelly reports on the following: Agenda. Mr. Kelly briefly reviews the meeting’s agenda items. St. Lawrence Fire Training Facility. IDA Board members have been invited to attend the Facility’s Open House on Saturday, September 20. Mr. Kelly will remind board members as the event date nears. Canton Industrial Park Expansion. Work has begun on the park, clearing and grading. Marketing Update. Approximately 3,000 pieces were mailed this month to firms in Canada. We have had few responses, to date. Loan Closings. Riverside Iron, LLC, BlastBoss, Massena BDC (Rail Improvements), St. Lawrence Fire Training Facility, and Purinepharma, LLC loans have all closed since the Board’s last meeting. Newton Falls Rail Rehab Project. The project continues. Some issues with some of the crossings in Carthage have been reported. Jefferson County has yet to approve the PILOT. SLCIDA hopes to have its PILOT finalized shortly. Consolidated Funding Applications. CFAs for Gouverneur/St. Lawrence Gas Expansion and the Horton Road projects were submitted. Mr. Kelly cautioned that infrastructure projects typically can be more difficult to fund as they are not tied directly to job creation. Shared Highway Project. In response to a question from the Chairman, Mr. Peck reports that the entities are awaiting grant award results before they make any decisions regarding a shared highway department facility for the County and Village/Town of Canton. NEW BUSINESS: Resolution LDC-14-07-13: Authorizing Funds Through the St. Lawrence River Valley Redevelopment Agency (RVRDA). Mr. Kelly reports that the RVRDA’s contract with the Massena Electric Department is unchanged from last year. The RVRDA approved the resolution unanimously at its July 15th meeting. Motion to approve Resolution LDC-14-07-13 by Mr. Blevins, seconded by Mr. LaBaff. The motion is carried by unanimous vote. EXECUTIVE SESSION: LaBaff/Peck motion for Executive Session at 2:13 PM to discuss the financials of a specific company. The Board returns to Regular Session at 2:24 PM.
