RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
execute a Water and Sewer Service Agreement with the City of Manassas to establish
water and sewer services to the new Broad Run service and inspection building. This
authorization is being requested in an amount not to exceed $115,402.50.
BACKGROUND:
In June of 2004, the Operations Board approved a plan to shift VRE fleet maintenance
to the outlying yards. As part of this initiative, construction projects to expand capacity
and facilities at both yards were commenced. Work at the Crossroads yard was
completed last year.
Work at the Broad Run yard was initiated in November of 2006 and includes a service
and inspection building currently under construction. This building includes not only
maintenance facilities but also locker rooms and offices which require water and sewer
facilities. As such, a Water and Sewer Service Agreement is now needed with the City
of Manassas. As part of this agreement, VRE is required to pay a one-time service
initiation (tap) fee in an amount not to exceed $115,403. Through the provision of
these utilities, the service and inspection building will be available for use immediately
upon completion of construction.
FISCAL IMPACT:
Funding is included in the VRE CIP as part of the Broad Run Maintenance Facility
project. Funding is available from FY 2008 and FY 2009 federal grants. The local match
is provided using state and local funds.

WHEREAS, in June of 2004, the Operations Board approved a plan to shift VRE fleet
maintenance to the outlying yards; and,
WHEREAS, in February of 2009, the Operations Board approved construction of the
Broad Run service and inspection building; and,
WHEREAS, this building includes maintenance facilities and locker rooms which require
water and sewer facilities; and,
WHEREAS, a Water and Sewer Service Agreement is now needed with the City of
Manassas.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes
the Chief Executive Officer to execute a Water and Sewer Service Agreement with the
City of Manassas to establish water and sewer services to the new Broad Run service
and inspection building. This authorization is being requested in an amount not to
exceed $115,402.50.
