AGENDA ITEM 9-D ACTION ITEM TO: CHAIRMAN MILDE AND THE VRE OPERATIONS BOARD FROM: DALE ZEHNER DATE: DECEMBER 17, 2010 RE: AUTHORIZATION TO ISSUE A TASK ORDER FOR ENGINEERING AND ENVIRONMENTAL ANALYSIS FOR THE CROSSROADS TO HAMILTON THIRD TRACK PROJECT _____________________________________________________________________ RECOMMENDATION: The VRE Operations Board is being asked to authorize the Chief Executive Officer to issue a task order to STV, Inc. for engineering and environmental services for the Crossroads to Hamilton Third Track project in the amount of $743,366, plus a 10% contingency of $74,337, for a total amount not to exceed $817,703. BACKGROUND: Construction of a third track between Crossroads and Hamilton is the last of the original MOU projects with CSX. This project is also required to facilitate the opening of the Spotsylvania VRE station by providing the needed track capacity to add this new service. Earlier this year, the Department of Rail and Public Transportation (DRPT) completed preliminary engineering for a third track from Richmond to Hamilton, including this segment. This authorization will complete the design of the approximately 2.5 miles of third track in Spotsylvania County. In addition to engineering work, this task order also includes coordination with the new Spotsylvania VRE station and environmental impact analysis as required by the Federal Transit Administration. Once complete, this segment of track will extend track previously constructed by DRPT from Fredericksburg to Hamilton. Work is expected to begin in January and take eight months to complete. Following its completion and signoff by the various stakeholders, Operations Board authorization will be sought for issuance of an IFB to initiate construction activities. FISCAL IMPACT: Funding for this project is included in VRE’s Capital Improvement Program as part of the Spotsylvania Station Third Track (Crossroads to Hamilton) project. NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes the Chief Executive Officer to issue a task order to STV, Inc. for engineering and environmental services for the Crossroads to Hamilton Third Track project in the amount of $743,366, plus a 10% contingency of $74,337, for a total amount not to exceed $817,703. 3
