Virginia Railway Express (“VRE”) and Potomac & Rappahannock Transportation Commission
(“PRTC”) engaged Segal to evaluate the competitiveness of total compensation. The goal of the
project was to determine the degree to which current total compensation is consistent with
prevailing market levels.
To make these comparisons, Segal conducted a custom survey of 13 peer employers, which
included local public sector peers, rail systems, and bus systems.
Appendix B shows the detailed market salary data for each VRE benchmark and Appendix C
shows the detailed market salary data for each PRTC benchmark. These appendices are sorted
by function (e.g. customer service, maintenance, and public affairs and marketing) and then by
grade in ascending order.
Appendix D shows supplemental market analysis for two (2) VRE jobs: Chief of Staff and Chief
Development Officer.
Pay Range Analysis
Table 1 indicates that on average, across all benchmark jobs, VRE’s pay structure is market
competitive at the minimum, midpoint and maximum of the pay range. PRTC’s pay structure
overall is, on average, below market at the minimum of the pay range and market competitive at
the midpoint and maximum across all benchmark jobs.
We define market competitiveness to be within 95% to 105% of the market average at the
minimum, midpoint, and maximum. Benchmark jobs that fall within this market competitive
corridor are noted in black, jobs below 95% are noted in red, and jobs above 105% are noted in
blue.

Notwithstanding the overall market position of VRE/PRTC’s jobs, we did find variation in the
competitiveness of individual benchmark job titles, as shown in Tables 5A and 5B.
VRE Pay Range Analysis
At the midpoint of the pay range, market competitiveness for individual benchmarks ranges from
78% to 119% of the overall market average. Specifically:
 3 benchmark job titles are below market (less than 95% at the midpoint)
 8 benchmark job titles are at market (between 95% and 105% at the midpoint)
 6 benchmark job titles are above market (greater than 105% at the midpoint)
 3 benchmark job titles have insufficient market data (fewer than 3 matches)
This variation suggests that some of the current pay grade assignments are not aligned with market
pay ranges.
PRTC Pay Range Analysis
At the midpoint of the pay range, market competitiveness for individual benchmarks ranges from
85% to 111% of the overall market average. Specifically:
 4 benchmark job titles are below market (less than 95% at the midpoint)
 10 benchmark job titles are at market (between 95% and 105% at the midpoint)
 2 benchmark job titles are above market (greater than 105% at the midpoint)
 5 benchmark job titles have insufficient market data (fewer than 3 matches)
Similar to VRE pay range analysis, this variation suggests that some of the current pay grade
assignments are not aligned with market pay ranges.

Pay Practices
The survey included questions on the following pay practices:
 Pay schedule design
 Pay adjustment design
 Pay schedule adjustments for FY2012 and FY2013
 Pay progression factors
 Hiring salary
 Specialty pay
Pay Schedule Design
Like VRE/PRTC, the majority of peer employers have open range pay schedules (10 of 12
peers), as shown in Table 6. Just over half of peers have grade and step structure (7 of 12 peers).
Only two peer employers have a flat rate pay plan.
Pay Adjustment Design
VRE/PRTC uses market data and budget factors to adjust pay schedules. Like VRE/PRTC, the
majority of peer employers also use market data (7 of 9 peers) and/or budget factors (7 of 9
peers) to adjust pay schedules, as shown in Table 7. Approximately half of the peer employers
(5 of 9 peers) use the CPI index to pay schedules.
Pay Schedule Adjustments for FY2012 and FY2013
VRE/PRTC had a pay schedule adjustment of 2.0% in fiscal year 2012 and 3.0% in fiscal year
2013. Among peer employers, pay schedule adjustments ranged from 0.0%-3.0% in fiscal year
2012 and 0.0%-5.0% in fiscal year 2013, as shown in Table 8.
Pay Progression Factors
VRE/PRTC adjust individual pay based on performance assessments and budget processes. Like
VRE/PRTC, all of the peer employers use performance assessments to adjust individual pay and
approximately half of peers use budget processes/financial ability (5 of 10 peers), as shown in
Table 9. Approximately half of peers use longevity (6 of 10 peers) to adjust individual salary.
Hiring Salary
Like VRE/PRTC, all of the peer employers have policies that allow employees to be hired above
the pay range minimum, as shown in Table 10.

Specialty Pay
VRE/PRTC offers individual or group performance bonuses up to $500 without Board approval.
Board approval is required for bonuses exceeding $500. These bonuses are offered at the CEO’s
discretion.
VRE/PRTC also offers an organization-wide bonus for achievement of annual organizational
goals. Employee bonuses are based on days of service during the year. VRE has an incentive
program ceiling of $90,000 and PRTC has an incentive program ceiling of $130,000.
Only two (2) peer employers offer performance bonuses, as shown in Table 11.
Health Benefits
The survey collected cost-sharing information on medical, dental, vision, life insurance, and
long-term disability plans. Since respondents may maintain multiple health and welfare plans, we
asked for information relating to the plan with the highest enrollment.
Medical PPO/POS Plan Cost-Sharing
For the Aetna POS medical plan, VRE/PRTC cost-sharing percentage is slightly more generous
than the market average for Employee Only coverage and less generous than the market average
for Employee+Spouse, Employee+Children and Family coverage.
 Employee Only: VRE/PRTC contributes 90% of medical premium cost compared to the
market average of 87% of costs.
 Employee+Spouse: VRE/PRTC contributes 77% of medical premium cost compared to the
market average of 79% of costs.
 Employee+Children: VRE/PRTC contributes 77% of medical premium cost compared to the
market average of 81% of costs.
 Family: VRE/PRTC contributes 71% of medical premium cost compared to the market
average of 79% of costs.

Medical HMO Plan Cost-Sharing
VRE/PRTC offers two (2) HMO plans: Kaiser HMO and Aetna HMO. For the Kaiser HMO
medical plan, VRE/PRTC pays the full premium cost, which is more generous than the market
average employer cost-sharing percentage.
 Employee Only: VRE/PRTC contributes 100% of medical premium cost compared to the
market average of 90% of costs.
 Employee+Spouse: VRE/PRTC contributes 100% of medical premium cost compared to the
market average of 81% of costs.
 Employee+Children: VRE/PRTC contributes 100% of medical premium cost compared to
the market average of 81% of costs.
 Family: VRE/PRTC contributes 100% of medical premium cost compared to the market
average of 82% of costs.
For the Aetna HMO medical plan, like the Aetna POS medical plan, VRE/PRTC pays a larger
portion of the medical premium than the market for Employee Only coverage and a smaller
portion of the premium than the market for Employee+Spouse, Employee+Children and Family
coverage
 Employee Only: VRE/PRTC contributes 94% of medical premium cost compared to the
market average of 90% of costs.
 Employee+Spouse: VRE/PRTC contributes 80% of medical premium cost compared to the
market average of 81% of costs.
 Employee+Children: VRE/PRTC contributes 80% of medical premium cost compared to the
market average of 81% of costs.
 Family: VRE/PRTC contributes 74% of medical premium cost compared to the market
average of 82% of costs.
Tables 12-18 show the related medical, dental, vision, life insurance, and long-term disability
plan cost-sharing information.
The survey also collected information on the following medical benefit design issues:
 Cafeteria plans
 Amount of opt-out benefits
 Prescription drug coverage included in health plan costs
Tables 19-21 show the plan design information referenced above.

Retirement Benefits
The survey collected retirement benefit information on the following:
 Social Security benefit participation
 Defined Benefit retirement plan contributions
 Defined Contribution 401(a) retirement plan contributions
 Defined Contribution 457(b) retirement plan contributions
VRE/PRTC participates in Social Security benefits and offers a Defined Benefit (DB) retirement
plan and a Defined Contribution (DC) 457(b) retirement plan.
Social Security
Like VRE/PRTC, 10 of 12 peers participate in Social Security benefits.
Defined Benefit Retirement Plan
The majority of peers participate in a DB plan. VRE/PRTC’s DB plan contributions are less
generous than the market (8.0% of base pay compared to the market average contribution of
14.3%). Additionally, VRE/PRTC employees contribute a slightly higher percentage of base pay to
the DB plan than the market (5.0% of base pay compared to the market average contribution of
3.4%).
Defined Contribution Retirement Plan
The majority of peer employers (10 of 12 peers) offer DC 457(b) retirement plan and
approximately half of peer employers offer a DC 401(a) retirement plan.
Among those peers with a DC 401(a) retirement plan, employers contribute between 0% and 5%.
Half of these peer employers also make a matching contribution.
For DC 457(b) retirement plan, VRE/PRTC will match employee contributions up to $650 per
year. Only one peer employer also offers an employer match for the DC 457(b) retirement plan.
No peer employers make contributions to the DC 457(b) retirement plan.
Detailed retirement benefit information is shown in Tables 22-24.

Methodology
Peer Employers
In collaboration with Virginia Railway Express and Potomac & Rappahannock Transportation
Commission, Segal developed a list of 13 peer employers, local public sector peers, rail systems,
and bus systems that were identified as representative of the VRE and PRTC’s competitive labor
market. We were able to collect pay, pay practice, health benefit and retirement benefit
information for all of the peer employers shown in Table 2.

Data Adjustments
To reflect the geographic differences in salaries between the peer metropolitan areas and the
VRE/PRTC labor market, we adjusted the reported salaries using the Geographic Wage & Salary
Differentials reported by the Economic Research Institute (ERI) Geographic Assessor.
Each quarter, ERI updates its Geographic Wage & Salary Differentials to reflect the different
supply and demand for labor within geographic areas. In other words, these differentials reflect
the differences in salaries among a wide spectrum of occupations and jobs throughout the
defined geographic area.
It is important to note that the Wage & Salary Differentials do not necessarily reflect the
differences in the cost of living between geographic areas. Throughout the years, ERI has found
that cost-of-living differentials (which reflect the supply and demand for goods and services) are
not a good predictor of salary levels within a particular area.
Put another way, while the cost of housing (or other goods and services) in the
Alexandria/Woodbridge, VA area may differ from the cost of housing in another city by a certain
percentage, the prevailing salaries in Alexandria/Woodbridge, VA area may not differ from the
prevailing salaries in that city by that same percentage. ERI emphasizes that – for adjusting
salaries in a market study such as this one – the Wage & Salary Differentials provide a more
accurate method of determining whether employers are paying a competitive wage appropriate to
a given geographic area.
Additionally, we applied workweek adjustments to account for differences between peer
employers’ workweek and VRE/PRTC’s workweek, as applicable.

Table 4 shows the specific geographic adjustments that we applied to peer employer market data
as well as the workweek definition of peer employers. The higher the geographic adjustment,
the lower the cost of labor for a given peer employer. Salaries are adjusted upward whenever the
geographic adjustment factor is greater than 100%.

VRE/PRTC offers individual or group performance bonuses up to $500 without Board approval.
Board approval is required for bonuses exceeding $500. These bonuses are offered at the CEO’s

Health Benefits
The survey collected cost-sharing information on medical, dental, vision, life insurance, and
long-term disability plans. Since respondents may maintain multiple health and welfare plans, we
asked for information relating to the plan with the highest enrollment.
VRE/PRTC and all of the peer employers except Maryland Transportation Authority (MTA)
have prescription drug coverage covered under their medical plans. MTA pays 75% of the cost
of the stand-alone prescription drug plan.
Medical PPO/POS Plan Cost-Sharing
For the Aetna POS medical plan, VRE/PRTC cost-sharing percentage is slightly more generous
than the market average for Employee Only coverage and less generous than the market average
for Employee+Spouse, Employee+Children and Family coverage.
 Employee Only: VRE/PRTC contributes 90% of medical premium cost compared to the
market average of 87% of costs.
 Employee+Spouse: VRE/PRTC contributes 77% of medical premium cost compared to the
market average of 79% of costs.
 Employee+Children: VRE/PRTC contributes 77% of medical premium cost compared to the
market average of 81% of costs.
 Family: VRE/PRTC contributes 71% of medical premium cost compared to the market
average of 79% of costs.
Medical HMO Plan Cost-Sharing
VRE/PRTC offers two (2) HMO plans: Kaiser HMO and Aetna HMO. For the Kaiser HMO
medical plan, VRE/PRTC pays the full premium cost, which is more generous than the market
average employer cost-sharing percentage.
 Employee Only: VRE/PRTC contributes 100% of medical premium cost compared to the
market average of 90% of costs.
 Employee+Spouse: VRE/PRTC contributes 100% of medical premium cost compared to the
market average of 81% of costs.
 Employee+Children: VRE/PRTC contributes 100% of medical premium cost compared to
the market average of 81% of costs.
 Family: VRE/PRTC contributes 100% of medical premium cost compared to the market
average of 82% of costs.

Dental Cost-Sharing
VRE/PRTC offers Delta Dental PPO plan. VRE/PRTC contributes the full plan cost for
employees enrolled in the Kaiser medical plan and 50% of plan costs for employees enrolled in
either Aetna medical plan. VRE/PRTC’s cost-sharing percentage for employees enrolled in the
Kaiser medical plan is significantly more generous than the market average for all coverage tiers.
VRE/PRTC’s cost-sharing percentage for employees enrolled in either Aetna medical plan is
approximately at market average for all coverage tiers.
VRE/PRTC does not offer a Dental HMO plan.
Vision Plan Cost-Sharing
While VRE/PRTC does not offer a vision plan, eleven (11) peer employers do offer vision
coverage (either as a stand-alone plan or as part of the medical plan). Among peers that do offer
a stand-alone vision plan, the market average employer cost-sharing percentage is 48% for
Employee Only coverage, 51% for Employee+Spouse, 52% for Employee+Children, and 44%
for Family.
Life Insurance Cost-Sharing and Benefit Amount
VRE/PRTC life insurance plan has a basic benefit of 2x employee’s base salary. The majority of
peers have a benefit of 1x or 2x employee’s base salary, as shown in Table 17.
VRE/PRTC pays 100% of life insurance premiums for employee only coverage and does not
contribute to Employee+Spouse, Employee+Children, and Family coverage.
VRE/PRTC cost-sharing percentage for single coverage is approximately at market. The
majority of peer employers that offer life insurance coverage also pay 100% of the premium cost
for Employee Only coverage. VRE/PRTC cost-sharing percentage is less generous than the
market average for Employee+Spouse, Employee+Children, and Family coverage.

Long-Term Disability Cost-Sharing and Benefit Amount
Like VRE/PRTC, all peer employers with long-disability benefit have a benefit of 60% of base
salary, as shown in Table 18.
VRE/PRTC pays 100% of long-term disability premiums for employee only coverage and does
not contribute to Employee+Spouse, Employee+Children, and Family coverage.
VRE/PRTC cost-sharing percentage for single coverage is more generous than the market
average. Nonetheless, the majority of peer employers that offer long-term disability coverage
pay 100% of the premium cost for Employee Only coverage.
VRE/PRTC cost-sharing percentage is less generous than the market for Employee+Spouse,
Employee+Children, and Family coverage.

The survey collected retirement benefit information on the following:

VRE/PRTC participates in Social Security benefits and offers a Defined Benefit (DB) retirement
plan and a Defined Contribution (DC) 457(b) retirement plan.
Social Security
Like VRE/PRTC, 10 of 12 peers participate in Social Security benefits.
Defined Benefit Retirement Plan
The majority of peers participate in a DB plan. VRE/PRTC’s DB plan contributions are less
generous than the market (8.0% of base pay compared to the market average contribution of
14.3%). Additionally, VRE/PRTC employees contribute a slightly higher percentage of base pay to
the DB plan than the market (5.0% of base pay compared to the market average contribution of
3.4%).
Defined Contribution Retirement Plan
The majority of peer employers (10 of 12 peers) offer DC 457(b) retirement plan and
approximately half of peer employers offer a DC 401(a) retirement plan.
Among those peers with a DC 401(a) retirement plan, employers contribute between 0% and 5%.
Half of these peer employers also make a matching contribution.
For DC 457(b) retirement plan, VRE/PRTC will match employee contributions up to $650 per
year. Only one peer employer also offers an employer match for the DC 457(b) retirement plan.
No peer employers make contributions to the DC 457(b) retirement plan.

Conclusions and Recommendations
Pay Range Analysis
We find that overall, across all benchmark jobs, VRE’s and PRTC’s pay structure is at market at
the midpoint of the pay range. However, there are a number of benchmarks that are above and
below market. In order to address this, we have proposed market competitive pay grade
assignments for non-competitive benchmark job titles (both above and below market). We define
market competitiveness to be within 95% to 105% of the market average midpoint, and the
proposed grade assignments place the non-competitive job titles in pay grade that is within this
corridor.
We evaluated whether there is a uniform labor market covering both VRE and PRTC employees.
An analysis of place of residence supports the application of uniform grade assignments for
similar jobs in both organizations.
In order to the accommodate the market data, we added additional grades to the pay scale based
on the 5.2% grade differential, as shown in Table 25.
We also recommended grades for non-benchmark jobs based on job content similarities and
differences with benchmark jobs, such as scope of responsibilities, supervisory role, and other
considerations.
Table 26 shows the recommended grade for non-competitive VRE benchmark jobs and Table
27 shows the recommended grade for all VRE jobs.
Table 28 shows the recommended grade for non-competitive PRTC benchmark jobs and Table
29 shows the recommended grade for all PRTC jobs.
