RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
amend a task order with STV/RWA for the Fredericksburg Station Infrastructure
Repairs project by $54,257, for a total not to exceed amount of $99,302.
BACKGROUND:
In the summer of 2007, VRE performed a Bridge and Station condition assessment and
the findings were documented in a report. The report provided various repair options
and was used as the basis for designing the renovations, which are currently underway.
The design was limited in scope due to various uncertainties that lay within the old and
deteriorated structure.
As construction is currently underway, it has been determined that the deterioration of
the bridge and station is worse than anticipated. Due to the severity of the
deterioration, STV/RWA has been required to provide additional design details to
address various portions of concrete repairs not originally included in the scope of the
project. In addition, the City of Fredericksburg has requested that the original condition
assessment report be updated based upon the findings during construction. The
updated report will identify long-term improvements to the structure that cannot be
completed with the funds currently available.
FISCAL IMPACT:
Funding for this project is included in VRE’s Capital Improvement Program (CIP) as part
of the Fredericksburg rail station project. Funding is being provided using a federal
earmark.

OPERATIONS BOARD
WHEREAS, the structure supporting the VRE and non-VRE platforms has become a
hazard for pedestrians walking below them due to falling debris; and,
WHEREAS, over a four year period, VRE will receive federal funding totaling
approximately $2.6 million for repair and rehabilitation of the station and track
infrastructure; and,
WHEREAS, through the course of the construction activities currently underway it has
been determined that the deterioration of the bridge and station is worse than
anticipated; and,
WHEREAS, additional engineering and construction support services not originally
included in the scope of the project are required for the on-going repairs and to
complete an updated condition assessment report; and,
WHEREAS, amending this task order allows the Engineer to provide the necessary
additional services.
NOW, THEREFORE, BE IT RESOLVED THAT, the VRE Operations Board authorizes
the Chief Executive Officer to amend a task order with STV/RWA for the Fredericksburg
Station Infrastructure Repairs project by $54,257, for a total not to exceed amount of
$99,302.

SUPPLY & BATTERY CHARGER (LVPS/BC) UNITS FOR GALLERY IV
CARS

RECOMMENDATION:
The VRE Operations Board is being asked to authorize the Chief Executive Officer to
purchase three Low Voltage Power Supply and Battery Charger (LVPS/BC) system
units from Transtechnik Corporation USA for the new Gallery IV cars.
This
authorization is being requested in an amount not to exceed $150,000, plus a
contingency of $15,000, for a total amount not to exceed $165,000.
BACKGROUND:
Since 2005, VRE has purchased and is operating 71 new Gallery IV cars as part of its
general fleet. Each of the Gallery IV cars contains a Low Voltage Power Supply and
Battery Charger unit that provides two separate and independent low voltage DC power
modules. The LVPS module supplies auxiliary loads on the train’s low voltage network
as a load management system and the battery charger module charges the 32 volt
vehicle battery which is used to supply power to the car’s systems, including the
emergency lighting in the cars.
The warranty period has ended for the base and option order cars (50 cars) and by next
year all 71 cars will be out of warranty. As such, VRE will be responsible for 100% of
the repair and maintenance of the LVPS/BC system. VRE currently has one spare unit
as part of its capital spare inventory. VRE needs to purchase three additional LVPS/BC
units in order to ensure an adequate spare ratio and to maintain its maintenance and
repair service schedule. If sufficient spares are not available, cars must be taken out of
service until the LVPS/BC unit is repaired.
The LVPS/BC system was designed and manufactured by Transtechnik specifically for
use in the VRE Gallery IV cars manufactured for VRE by Sumitomo/Nippon Sharyo.
There is no commercially available, off-the-shelf unit that could be purchased from
another supplier as a direct replacement for the existing unit. Another supplier would
have to reverse-engineer the existing LVPS/BC system in order to manufacture a
comparable unit, the cost of which would be borne by VRE. Additionally, VRE would
have to provide the supplier with the existing spare unit as part of the engineering
process, which would leave VRE without a spare in its inventory. Should a LVPS/BC
unit in one of the Gallery IV cars require repair or replacement while the spare parts are
being manufactured, VRE would not have any replacement spares in its inventory and
would have to take the car with the faulty LVPS/BS unit out of service.
Therefore, VRE staff is recommending approval of a sole source contract with
Transtechnik for the manufacture and purchase of the spare LVPS/BC units. The
supplier is able to provide the LVPS/BC system and any necessary product support.
FISCAL IMPACT:
Funding is available in the FY 2011 Operating Budget.

RECOMMENDATION:

purchase two Ventilation and Air Conditioning (VAC) system units from Transitair
Systems LLC for the new Gallery IV cars. This authorization is being requested in an
amount not to exceed $70,000, plus a contingency of $7,000, for a total amount not to
exceed $77,000.
BACKGROUND:
Since 2005, VRE has purchased and is operating 71 new Gallery IV cars as part of its
general fleet. Each of the Gallery IV cars contains a ventilation and air conditioning
(VAC) unit. The VAC unit continuously draws air from the return and fresh air ducts
and forces the air out into the air distribution ducts. The air circulating into and out of
the VAC is either chilled or dehumidified (conditioned) as determined by thermostatic
control.
The warranty period has ended for the base and option order cars (50 cars) and by next
year all 71 Gallery IV cars will be out of warranty. As such, VRE will be responsible for
100% of the repair and maintenance of the VAC system. VRE currently has no spare
units in its capital spare inventory. VRE needs to purchase two spare VAC units in

and overhauls. If spare units are not available, cars must be taken out of service until
the VAC unit is repaired.
The VAC unit was designed and manufactured by Transitair Systems specifically for
use in the VRE Gallery IV cars manufactured by Sumitomo/Nippon Sharyo. There is no
commercially available, off-the-shelf unit that could be purchased from another supplier
