OVERVIEW
A.
The selected firm is referred to herein as either the “Consultant” or the
“Contractor.” If the firm chooses to use the services of Subconsultant(s),
they will be referred to either as the “Subconsultant(s)” or
“Subcontractor(s).”
B.
The Consultant shall provide all labor, supervision, materials, supplies and
transportation necessary to complete the Scope of Services to the
satisfaction of VRE.
C.
In the performance of this Contract, the Consultant shall comply with
ATTACHMENT U.1 – GENERAL TERMS AND CONDITIONS
included herein.
GENERAL REQUIREMENTS
A.
The Scope of Services under this Contract includes an initial or base
parking alternatives analysis (Base Task). Additional optional
environmental and preliminary engineering services (Optional Task A),
as well as optional final engineering design services (Optional Task B)
may be undertaken at VRE’s discretion contingent upon funding
availability and completion of previous tasks.
B.
For the Base Task, the Consultant shall provide planning services
necessary to assess potential surface lot and/or structured parking
alternatives to expand parking for the VRE Manassas Park Station, as well
as assess the need for and potential alternatives to consolidate public
parking with VRE parking as a means of serving the long-term needs of
the City of Manassas Park.
C.
Potential sites for parking expansion include the existing station lots, as
well as parcels owned by the City of Manassas Park and other parcels
adjacent to the station.
D.
Optional Task A shall include NEPA documentation and
engineering/architectural services to complete preliminary engineering
design for the selected parking expansion alternative.

The Consultant shall also provide, should VRE exercise Optional Task B,
final engineering design services for the proposed parking expansion.
PARKING ALTERNATIVES ANALYSIS (BASE TASK)
A.
Project Management
The Consultant shall perform the following tasks:
1.
Prepare a Project Management Plan identifying the Consultant’s
approach to managing the project and fulfilling the Contract
requirements. At a minimum, the plan shall include the following:
a.
Summary of the approach to completing the project
b.
Project schedule
c.
Proposed project organization and responsibilities
d.
Project budget by task
e.
Document control procedure and recordkeeping system to
be used for the project
f.
Quality control and quality assurance measures to be
implemented during the project
2.
Attend a project kick-off meeting with representatives from VRE
and the City of Manassas Park to review the project approach,
schedule and deliverables.
3.
Conduct a site visit with representatives from VRE and the City of
Manassas Park in order to become familiar with the station
surroundings and review the Scope of Services for the project.
4.
Attend project management meetings as requested by VRE, to be
conducted once a month at a minimum.
5.
Attend meetings with VRE, the City of Manassas Park and other
agencies, as needed, to discuss planning and design parameters, as
well as to review parking expansion alternatives.
6.
Prepare meeting minutes of all meetings pertinent to this project
for submission to the VRE Project Manager.

B.
Parking Alternatives Analysis
The Consultant shall perform the following tasks:
1.
Conduct field observations and data collection to understand the
parking and boarding activity at the VRE Manassas Park Station,
including but not limited to, pedestrian and vehicle access patterns
to discern the mode of access, parking location of riders (e.g.,
within the station parking lot or elsewhere), approximate boarding
volumes throughout the morning service period, traffic patterns
and volumes on adjacent roadways, etc.
2.
Review the City of Manassas Park and Prince William County
forecasts of population and employment, Comprehensive Plans and
pending development proposals to understand future growth plans
that may affect parking demand.
3.
Attend a meeting with VRE’s Consultant for the GainesvilleHaymarket Extension (GHX) study to review the ridership
projections being developed for the VRE Manassas Line stations,
including Manassas Park.
4.
Meet with VRE staff and visit VRE stations, if necessary, to
develop typical station parking design criteria and needs, including
future needs for security and technology. Design elements to be
considered shall include, as necessary, parking lot or parking
structure, sidewalks and grade-separated pedestrian connections to
the VRE station platform, bus and/or kiss-and-ride facilities, as
well as off-site roadway and intersection improvements. Document
the criteria in a technical memorandum.
5.
Identify the parking demand for the proposed parking expansion to
include the following:
a.
Long-term (2040) demand for the VRE Manassas Park
Station, as well as interim year demand (2020 and 2030).
b.
Potential demand for public parking associated with the
proposed City Center Redevelopment District, based on the
City of Manassas Park projections, plans and discussions
with City staff.

6.
Identify and assess potential parking expansion alternatives to
include the following:
a.
Parking expansion adjacent to the existing VRE Manassas
Park Station, at parcels owned by the City of Manassas
Park, other parcels adjacent to the station or a combination
of locations.
b.
Surface parking, structured parking or a combination of the
two (2), consistent with the City’s vision and guiding
principles for the City Center Redevelopment District.
c.
Work with the City of Manassas Park and VRE to identify
opportunities to incorporate new development or
redevelopment within the context of the proposed parking
expansion, including but not limited to, the inclusion of
retail/commercial uses within the proposed parking facility
or development of the City-owned portion of the existing
VRE station parking lot for other uses.
d.
Pedestrian connections between the proposed parking
facility(ies), the existing VRE station platform and a future
second VRE platform located on the north side of the
railroad right-of-way. Connections across the tracks shall
be grade-separated, ADA compliant and compliant with NS
design standards.
7.
Prepare sketch-level, site design concepts and order-of-magnitude
cost estimates for each alternative.
8.
Support development of public meeting materials and provide staff
support for the meeting, if requested.
9.
Document the alternatives analysis process in draft and final report
format. The outcome of the analysis shall be the identification of a
Preferred Alternative for parking expansion that will be carried
forward for NEPA evaluation and preliminary engineering.
10.
Develop a funding plan for implementation of the proposed
parking expansion in coordination with representatives from VRE
and the City of Manassas Park. The plan shall include the
following:

a.

Consideration of possible sources of local/regional funding
or private funding to implement the proposed parking
expansion, such as:
i.
City of Manassas Park
ii.
Northern
(NVTA)
iii.
State funding - Department of Rail and Public
Transportation (DRPT) and Virginia Department of
Transportation (VDOT)
iv.
Federal funding - Congestion Mitigation and Air
Quality (CMAQ)/Regional Surface Transportation

b.
Identification of a recommended funding approach for
consideration by VRE and the City of Manassas Park.
c.
Delineation of the portion of the project costs attributable
to satisfying VRE parking requirements versus those
attributable to the public parking requirement, if a parking
expansion alternative is advanced that includes public
parking for non-VRE uses in addition to dedicated VRE
parking. The funding plan shall delineate the specific
funding sources/approach proposed for the VRE-related
parking distinct from the sources/approach proposed for
public parking.
ENVIRONMENTAL AND PRELIMINARY ENGINEERING (OPTIONAL
TASK A)
A.
Project Management
The Consultant shall perform the following tasks:
1.
Update the Project Management Plan to address environmental
analysis and preliminary engineering design tasks.
2.
Attend monthly project management meetings.

3.
Attend meetings with representatives from VRE, the City of
Manassas Park and other agencies, as needed, to discuss NEPA
and preliminary engineering decisions.
4.
Prepare meeting minutes of all meetings pertinent to this project
for submission to the VRE Project Manager.
NEPA and Preliminary Engineering (30%) Design
1.
2.
NEPA documentation shall include the following tasks:
a.
Work with VRE to determine the NEPA class of action for
the proposed parking expansion. It is anticipated that the
project will qualify for a Categorical Exclusion (CE) or
Environmental Assessment (EA).
b.
Conduct a NEPA-compliant analysis of the potential
impacts associated with implementation of the preferred
parking expansion alternative, including documentation for
Section 4(f), Section 106, Environmental Justice and
Threatened and Endangered Species compliance, as
required.
c.
Record the analysis in a draft and final NEPA document,
consistent with the class of action. Prepare a draft Finding
of No Significant Impact (FONSI), if applicable, for the
proposed action.
Preliminary Engineering thirty percent (30%) Design shall include
the following tasks:
a.
Perform a site survey to confirm existing site conditions for
the proposed parking expansion site to include, the level
necessary, a topographic survey, identification of utility
locations and verification of property boundaries and/or
ownership. Determine property acquisition or easement
needs for parking expansion and related components.
Coordinate with utilities early on in the design process to
avoid or minimize the impacts.
b.
Perform a geotechnical investigation based on in-situ
testing, as necessary, to support the proposed parking
expansion and provide a draft and final geotechnical report
with foundation recommendations.

c.
Perform a traffic analysis to document existing conditions
and forecast future traffic conditions with the
implementation of the proposed parking expansion, as well
as potential impacts to station access, public roads and
intersections. The analysis shall consider both vehicular
and pedestrian traffic and identify potential means to
mitigate impacts identified. The results of the analysis shall
be documented in a draft and final report.
d.
Modify conceptual engineering plans for the Preferred
Alternative identified in the Parking Alternatives Analysis
and/or develop plans for any other alternative under
consideration in the NEPA analysis to a level sufficient to
permit the evaluation of potential environmental impacts
and the development of mitigation strategies to address any
adverse effects.
e.
Advance a single design for parking expansion to the thirty
percent (30%) preliminary design level, addressing all
project components in coordination with VRE (including
Information Technology, Safety and Security, and
Operations Department staff) and the City of Manassas
Park based on the outcome of the NEPA analysis.
f.
Prepare a 3-D, illustrative color rendering of the proposed
design.
g.
Provide project cost estimates for the proposed parking
expansion and other project components addressing final
design cost, property acquisition and relocation, if required,
utility relocations, construction costs, equipment
(communications, signage, automatic parking counters,
etc.) and other costs necessary to begin occupancy and use
of the parking facility.
h.
Prepare an implementation schedule for the project
including a timeline to complete final design, property
acquisition, relocation, if required, utility relocations and
construction duration.
i.
Coordinate permitting and other approval requirements for
the parking expansion and other project components with
the City of Manassas Park or other applicable agencies
(Commonwealth of Virginia, NS, etc.), to include submittal
of a site and grading plan to the City of Manassas Park for
approval.

FINAL ENGINEERING DESIGN (OPTIONAL TASK B)
A.
Project Management
The Consultant shall perform the following tasks:

Update the Project Management Plan to address Final Engineering
Design tasks.
2.
Attend monthly project management meetings.
3.
Attend meetings with representatives from VRE, the City of
Manassas Park and other agencies, as needed, to review design and
construction parameters and decisions.
4.
Prepare meeting minutes of all meetings pertinent to this project
for submission to the VRE Project Manager.
Sixty Percent (60%) Design
The Consultant shall perform the following tasks:

1.
Review the Preliminary Engineering thirty percent (30%) design
plans and advance the design to the next stage. Incorporate VRE
and other comments as necessary.
2.
Produce construction specifications.
3.
Revise the project cost estimate.
4.
Consult with VRE and the City of Manassas Park to review
operational impacts and construction scheduling.
Ninety Percent (90%) Design
The Consultant shall perform the following tasks:
1.
Compile and address sixty percent (60%) design review comments
and advance the design to the next stage.
2.
Advance the construction specifications.
3.
Advance the project cost estimate.
4.
Coordinate permitting requirements with local jurisdictions and
other applicable agencies.

D.
Construction Documents (Final or One Hundred Percent (100%)
Design)
The Consultant shall perform the following tasks:
1.
Compile and address the ninety percent (90%) design review
comments and finalize the design.
2.
Finalize the construction specifications.
3.
Finalize the project cost estimate.
4.
Provide a Storm Water Management Report and Storm Water
Pollution Prevention Plan.
5.
Consult with VRE and the City of Manassas Park to review
operational impacts and construction scheduling.
