Sometimes the rewritten product may fall short of 1313 designs. Be not misled should you see a Metro project in such an intermediate stage.
Given enough time and enough stupefied public apathy, Metro amendments

UNIFORM LAWS
In the ultimate Metro, all laws are to be uniform over all the land.
At present, American laws differ from placevto place. That is normal and logical: American laws derive from the consent of the governed, and because people in different circumstances have differing ideas about the laws they want to live under.

A 1313 committee publishes Metro laws for introduction into your

Union pays tribute to 1313. (See Table of State Funds exhibited at the

Governments through 1313's Commission which has been grafted to your
State government. The generic name is The Commission on Interstate (or
Intergovernmental) Cooperation. Certain of your elected officials (state representatives) are appointed by Metrocrats to the 1313 Commission; whereas, you elect your representatives to function under limited government, 1313 appoints the same men to promote unlimited government.
AS CONVENTION DELEGATES. YOU NEED NOT SIT IDLE!
You are now in a political situation wherein you can and you should do something about this problem. You could, by inserting it into the
State Constitution, cut off Montana's State tribute to 1313, and while you are at It, you can abolish the expensive commission office now operating in Montana.
METRO IS ANTI-CITIZEN SELF-RULE. STOP IT NOW!
Government is at stake, Government by appointees is basic Metro strategy. Appointeeship is vital to 1313's tyrannical purpose, because citizens cannot vote appointees out of office, regardless of scandals, misuse of public funds, or the blatant stupidity of the appointees. 1313 plans to rule you through Metro appointees, and you are paving the way by opening the door for them. Keep all of our elective offices and keep our
Initiative Referendum, and the right to recall out of the hands of the legislators. Spell it all out concisely in our constitution. The career of appointed city manager was invented by Richard Childs, 1313's National
Municipal League's official. 1313's International City Manager's Asst. sponsors city manager job placements. Established in a city and armed with the sweeping powers of a Metro City Charter, a Metro-type city manager funnels Metro programs and projects from 1313 into the city he manages.

METRO-IS ANTI-REPRESENTATIVE GOVERNMENT
THE SHORT BALLOT? The "Short Ballot" movement was father d by Chiids also, of 1313's National Municipal League. A ballot becomes "short" whenever elective positions are abolished and Metrocrats are appointed to fill vital positions in your government. In the Fifth (and later the
Sixth) edition of 1313's State Constitution, the only elected administra tive official is the State Governor. Who knows when will come the day when some faceless 1313 committee will decide to appoint the governor?
Have you thought about Delegate Proposal No. 136? It would abolish the elective office of the governor! And, after all, 1313's Council of State
Governments now is the seer tariat of the Governor's Conference.
Appointed Metro hirelings look to the 1313 hand that rewards them.
If and when the Metrocrats kill off your Republican representative government and give you Metro to live under, don't expect to control your tax ceilings; don't expect 1313 public officials to listen to your gripes.
Being appointees and untouchable by your ballot vote, they don't have to listen, and you cannot censure them by voting them out of their appointed jobs.
NOW! USE THIS CONSTITUTION TO STOP ALL METRO AUTHORITY
A queer object, now on your scene of government, is the (METRO) authority form. Found at any level, the anarchic Metro authority, in practice, is found answerable only to itself (headed by appointees). The
Port of New York Authority, straddling New Jersey and New York state lines, has even defied the Congress of the United States and it has refused to open its books for Congressional review. On the Pacific Coast, the Los
Angeles Community Redevelopment Agency has flung a challenge at the courts, claiming immunity from judicial review.

NOW! WHERE DOES THE UNITED NATIONS COME IN?
The Metrocrats know just how far they can go! When implementina compulsory programs, 1313 operates under the mandate of the UnitPri harter. In the United Nations charter, you will find the vocabulary common to 1313's Metro government, such as regional agencies,; intergovernmental agreements, metropolitan areas; also, you will find languaq repeating the mandate to force all United Nations members to conform to
United Nations law. Get a copy of the U. N. Charter and read the followin sections: Regional Agencies Article, Articles 52, 53 and 54 of the U. N
Charter; Inter-governmental Agreements Article 57; Metropolitan Areas
Article 74. Also, read Articles 55, 56 and 60 and Chapter 10 of the
United Nations Charter. BEING A UNITED NATIONS MEMBER, OUR COUNTRY IS
COMMITTED TO CONFORM.
Although 1313 has drafted Metro constitutions to replace present state, county and city charters to bring American laws into relationship with U. N. law, 1313 never has, to my knowledge, drafted a national constitution to replace the Constitution of the United States. . Under
United Nation's World Government, the United States is a member state and not a "sovereign" nation. It is working knowledge that as long as the
U. N. Charter is permitted to nullify your American Constitution and this country's nationhood, 1313 will continue to go to the U. N. Charter for its mandate. (See U. N. CHARTER, Chapter VIII, Regional Arrangements, and
Chapter IX, Economics and Social Mandates).
THE FALSE "PRIVATE ENTERPRISE" AMENDMENT 1954
The false Private Enterprise Amendment, added to the old scandalridden public housing laws, produced compulsory urban renewal. The
American public had revolted to see private land confiscated for public housing; yet today, under urban renewal, private property is taken from

REVELATIONS DISCLOSED IN 1313'S LITERATURE and in actual practices common in urban renewal procedure reveal that Metro authority intends to acquire complete control of all land in the United States. While the land is held by the Metro authority (even temporarily)., land-use controls are applied by covenants running with the land. Forever after and in perpetuit, that land is subject to the Metro planners.
ASPO, 1313's American Society of Planning Officials, promotes Metro master planning, and master planning today leads to urban renewal. 1313 is attempting to pass federal Metro laws that require compulsory master planning. At present, STATES AND CITIES AND METRO REGIONS ARE QUIETLY
GAINING CONTROL OF THE POLITICAL POWER THAT WILL TELL YOU HOW TO USE YOUR
OWN PRIVATE PROPERTY until such time that an urban renewal authority will take your land from you.
Compulsory urban renewal is criticized often for its methods.
Massachusetts was thrown into an uproar following the state auditor's expose of bungling practices in the Bostorn Redevelopment Authority.
"THE PORTABLE 1313" AT WASHINGTON. D. C.
Not content with mere unregistered lobbying status, 1313 pushed federal legislation right up to the desk of the President of the United
States. Signed.by him in September, 1959, Public Law 86-380 established
1313's "portable capitol" within Washington, D. C. The twenty-six member

Att: BILL OF RIGHTS COMMITTEE
In Re: Preamble to the Constitution
Mr. Chairman and Associated Members;
In behalf of the Citizens for Constitutional Government, and other various affiliated organizations, I submit the following argument in support of our views and suggestions concerning the Bill of Rights and the Preamble:
Concerning the Preamble
The Preamble to the Bill of Rights is of utmost importance in that it is the interpreting element of the Constitution itself. There must be no chance of its being ambiguous or having a two faced meaning or intent. It should never allow governmental powers to take precedence over the rights of the people. The Preamble must, above all «lse, place the Government subservient to the rights of the people. The created must never rule the creators. •
AN "EXISTING" DANGER!
In all of the studies made, concerning the re-writing of our Montana State
Constitution, the proponents of Constitutional change have quoted from the
National Municipal League's Model State Constitution. The Model State
Constitution and other manuals, drafted by the National Municipal League and financed under the "State Constitutional Studies Project of the Ford

Foundation, have been the guiding elements of the Constitution Revision
Commission and the Convention from the very start- This includes the
Legislative Council's Report No. 25; the League of Women Voters' Report, and the Constitutional Revision Commission's Reports. It is for this reason we now quote the Preamble recommended by the "Model State Constitution" and by the proponents of Constitutional change.
THE MODEL STATE CONSTITUTION:
PREAMBLE
"We, the people of trie state of , recognizing the rights and duties of this state as a part of the federal system of government, re affirm our adherence to the Constitution of the United States of America; and in order to assure ttie state government power to act for the good order of the state and the liberty, health, safety and welfare of the people, we do ordain and establish this constitution. "
At a glance, the true impact of the above-proposed Preamble does not seem tp be a real danger. However, study it over carefully and you will get the true meaning and intent.
The government is being given absolute power over the rights of the people. The state is losing its "Sovereignty" status. This means the people wil] be subservient to the government's whims and will have only those rights as government feels to be best for the good order of the state and the liberty, health, safety and we I/are of the people. Who is to make such decisions ?
NATIONAL MUNICIPAL LEAGUE COMMENT:
"The proposed preamble contains a succinct statement of constitutional purposes: To assure that state government has power to act 'for the good order of the state and the liberty, health, safety and welfare of the people. ' The proposed preamble, moreover, is unique in expressly recognizing that existing states are not sovereign nation states but members of a federal system, and in providing positive recognition by the state of its rights and duties as a part of this system and its adherence to the Constitution of the United States. To give expression in the preamble to (he existence of the federal system serves several purposes. There is virtue in formal recognition that, states are not

wholly independent but. rather interdependent units, and there may be an advantage in a clear recital of this kind in the interpretation of the con stitution. It is desirable, too, to emphasize that the modern state should be viewed not as a narrowly provincial self-governing unit but rather as an independently functioning though interrelated part of a national union. "
So you see? the very purpose of such a proposed preamble is to destroy the "Sovereignty" of the state; to.make the people subservient to government in all measures (including their rights).
THE RIGHT TO GOVERN OtFRSELVES?
The sole and exclusive right to govern ourselves, as our present Constit ution puts it, is absolute with the exception of those powers given to the gov ernment by the people. The "Model State Constitution" does away with this right in the Bill of Rights. These "One World" proponents of Constitutional change advocate the removal of all mention of taxes, spending and debts from the Constitution. If these things are not mentioned, they cannot be denied to government. Couple this fact with the powers of state, as granted by the same Model State Constitution, and what do you have?
POWERS OF STATE ?
THE MODEL STATE CONSTITUTION:
"Section 2.01. POWERS OF GOVERNMENT. The enumeration in this constitution of specified powers and functions shall be construed neither as a grant nor as a limitation of the powers of the state government but the state government shall have all of the powers not denied by this const itution or by or under the Constitution of the United States. "
So the final result would be: With no mention of taxes, finances and debt in our constitution; the state would have the power to make all decisions in the matter. This could be extremely detrimental to the tax-paying people.

16 the body of the Constitution. The Model State Constitution is the product of the United Nations proponents of One World Government. Rockefeller and his tax-free foundations have financed the United Nations Building; the same is true about the Building at "1313" 60th street in Chicago. This is the one which houses all the National Municipal League Fronts for the United Nations programs.
The United Nations have seen to it that is is a specification of the United
Nations Charter that the Almighty God v/ill not be mentioned in the assembly of the U. N. The Communist Party has always been out to destroy all of the
Christian principles and people. The .American Civil Liberties Union has fought to uphold the demands of the Communist Party to do awa}f with prayer in the schools. Now they are at it to do away with the mention of God in all moral principles so as to prepare the way for a One World Government. This is the only loyalty they proclaim. "The loyalty as a World Citizen".
THE MUNICIPAL LEAGUE FRONTS?
The United Nations and the One Worlders founded the National Municipal
League; they in, founded the Council of .State Governments; they in turn sent
H. R. 2519 to Washington and had it passed; The Council of State Governments then drafted a manual of prefabricated laws known as the A. C. I.R. manual.
The Advisory Commission on Iritergovernmental Relations was then created and the State Revenue Sharing program, /The $250, 000 was then given to
Montana as a carrot on a stick to commit u.s to revising our constitution.
The H. U. D, Program then took over the administering of these funds and we now must deal through them. But the program is to destroy our faith in
God; to destroy our patriotism on both state and rational levels and to moid us into world citizens under a one warld government. This Convention has bee designed point by point as outlined in the National Municipal League Manual:
"The Constitutional Convention A MANUAL on its Planning, Organization and
Operation". This has been the guideline right down to the mock conventions being held in the public schools. Who do you think drafted this manual? The following was taken word for word from the preface of that manual:
'•Emil Sady of the Technical Assistance Administration of the United Nationb, who was staff director for the Alaska convention of 1955, not only provided invaluable information concerning that convention but also helped lay the groundwork and prepare the general outlines of this manual. At every stage in its development Dr. Sady's critical insight and suggestions were valuable*T
He, being staff director for the Alaska Convention, has also used the same constitution as a guidline for Montana's Constitution drafting.
The League of Women voters give frequent reference to these National
Municipal League books as a professional authority. However, The League of
Women Voters also wrote most of the material for the books. It is like going around the rim of a coffee cup and trying to go someplace; the references just run in circles.
THE ALMIGHTY GOD?
Is this terminology so repugnant to you as to remove it from our State
Constitution? Is it repugnant to you to Think ot ?„ being higher than man? Do you feel that God has no place in our Constitution ? Do you agree with the One
World proponents that man is the almighty? Even if the Bible seems like a fiction story to you; and if it were not a true record; The philosophy, as taugh en 9

12 by the Bible is still a good sound moral way of life. If it were put to practice by all; this world would be far better to live in. Our children would be taught not to steal, there are many good things taught by Christian morality.
The mention of an Almighty God just doesn't seem repugnant enough to me as to ask that it be removed from the preamble. The groups which I represent have shown much desire to keep the mention of God in the preamble. They feel that a preamble should represent the stature and political views of the people of Montana. The people do not wish to be governed by a powerful state government with power unlimited. They wish Montana to remain a government of the people, by the people and for the people. Thus the preamble should let it be known that the people created the state government so as to have the advantages of state governme nt ( not to be governed by appointed monarchs) and not to be taxed without representation. This means that mention of taxes should remain in the constitution. It means that these people wish to keep tax limitations and debt limitations within the power of the people.
We, the Citizens for Constitutional Government and affiliated groups, are not repugnant to the changing of our constitution providing the changes are to make it a better and stronger constitution. To weaken the rights of the people and to increase the powers of government is not to strengthen the constitution.
As Jefferson stated: 'We must bind down the government with the chains and shackles of the constitution. " He thought it necessary then and we feel it to be necessary now. Let us end up with a strong constitution for the people of Montana. One the that will protect us from One World Government dictatorship and slavery.
6.
OUR PRESENT PREAMBLE!
"We, the people of Montana, grateful to Almighty God for the blessings of liberty, in order to secure the advantages of a state government, do, in accordance with the provisions of the enabling act of congress, approved the twenty-second of February, A. D. 1889, ordain and establish this constitution. " qOMMENT:
The present preamble gives an accurate picture of the people of Montana.
It shows the reason for our Constitution; to assure the advantages of a state government. The tax provisions, the debt provisions and the spending provisions being proposed for the new cons titution are not benefitial to these people; It is burdensome to say the least. The mention of the Almighty God represents all religions alike. It would only be offensive to idol worshipers or the people who do not permit God in their lives or the lives of others. Some feel that the mention of the enabling act of 1889 should be removed from the constitution preamble. Is it because they have prostituted the provisions of the enabling act of which the preamble makes reference? Read section 17 of that act. Then look at the facts. They have violated the school lands and have not invested the funds properly; they have depleted a good portion of the lands in violation of the enabling act; they have spent the proceeds in violation of the provisions of this act; Now, they wish to destroy the constitutional pro vision which refers to the provisions of this act. The cats seem to be scratch ing in the dirt again! That sounds about like making crime legal so as to cut the crime rate. Section 24 provides that the people elect officers for full state government. Now the United Nations, the Council of State Governments, and the proponents of constitutional change want to appoint all officers. WHY ?

IN CONCLUSION!
When the Constitutional Convention convened last week, the delegates were all pictured together in prayer. Were there actions just to impress the people of Montana, or were they sincere? If they were sincere, would they be voting to remove all mention of the Almighty God from the preamble?
It is our belief that these delegates were sincere in their act of prayer.
We believe that these delegates did recognize a supreme power. Wouldn't it be an act of hypocracy if they were now to feel that any mention of this
Almighty God, which they have asked to help them draft a constitution for the people, was repugnant to them? Could they really expect this God to help them, if they were tt/strike him out of the preamble and out of their constitution? in re: the sovereignty of
Montana"
There Is a definite move to destroy the sovereign status oi' the stores of the union. Each and every delegate should know the motives behind fhis move. This cannot be told in detail because of the time and the space-
However, we will try to give a brief outline of this subversive program of the Women League of Voters and their One World Counterparts.
The States, being independent sovereign states, are only bound by the laws and the treaties of the United States which are in pursuit of the Const itution of the United States.
The United Nations Charter is considered, by some, to be the law of the land. Experienced and informed constitutionalist know that it is not.. The U.S.
Constitution gives the Federal Government power to enter into a treaty with any other sovereign nation. The United Nations is not a sovereign nation. Trie result is; the complete act of such U.N. Treaty is null and void unless it-is ratified by the states.
AND NOW FOR THE MOTIVE BEHIND THE CONSTITUTIONAL REVISION:
The traitors who perpetrated the UN organization are deathly afraid of Jiit -Kn owing; (1) That the State Legislatures DO have the jurisdiction and power to repeal the illegal, unlawful, unconstitutional acts of the federal goveriuuenL
(2) And they are fully aware that if an individual State will enact : :h a Law, the State can stand upon that law. (3) The States were norttigna'x cv- to the UN
Organization in any manner. (4) Thus the people of the various Sta'ee- b.ye. never ratified the UN Charter, or Organizatk;;., in any manner, (n) Tne people of the various States have never ratified the UN Organization by referendum.. to which they dr-e constitutionally entitled\o) They, the conspirators, nniy know that the enactment of the UN "Participation Aot of December 20,1^45- ' as amended October 19,1949, cannot supersede the law of the individual Sov ereign State, acting in its highest sovereign capacity.
AND THERE YOU HAVE IT?
The founders of the United Nations also created the National Municipal
League. The Council of State Governments is the fronting organization kj destroy our constitutional barriars (with the hi/U-1 o!" iheiv publicity ar;V 'M"e

A GOOD EXAMPLE?
When City County Consolidation was placed on the ballot around the state, the people made it known that they did not wish to consolidate. The

When the League of Cities and Towns and the League of Women Voters were defeated in their efforts, Dan Mizner gave a statement to the Newspapers that he would return and make up for this loss by getting it into the Constitution Convention. The Citizens For Constitutional Government have more than 5,000 direct member and indirect associated or affiliated members. We are not a political organization and we represent only the interests of the citizens in general. We are not lobbying for any business concerns and we do not receive money from any big business.
Our main purpose in supporting a lobby to the convention is to keep the delegates informed on our views; to keep our members informed on your views and to hope for proper representation in the constitution. We are, by no means, adverse to change. We do not object to changing the constitution.
However, we do object to its destruction by the proposals of the League of
Women Voters and the like. We do not feel we are obligated to settle for a partial representation of t&e people. The oneworlders have no place in our constitution. Most of the Metropolitan programs they represent are being brought into the United States by subversive elements. It is not, and it never shall be, an
American idea. We do not feel obligated to accept it. We do, however, hope the delegate body of the convention will not accept it either. If they do, perhaps the voters will let them be stuck with it.
We have put good money and a lot of effort in these presentations. You stated that the delegates want our views. Now that you have them consider them as a constructive light, and construct a good, strong and representative constitution.

The proponents of this type of proposal is not a threat to a creation of a super government! What, then, is Metropolitan Government, Urban Renewal, United

Why is it. thai so many bills have boon introduced in the Congress and in the
Montana Slate Legislature providing for irRegionaI" government and arrangements?
Why is it that public officials of our cities, counties and of the state cannot operate the government of this state ? ft cannot be denied that we are giving enough tax dollars to support our state. Why aren't our officials able to mannage?
All of the functions of the cities and counties are being consolidated. There will be no need for local government under such a system* The people should be aware that THIS j£ REGIONAL GOVERNMENT; The states are rapidly on their way out. Tins is REGIONAL GOVERNMENT and a creation of a world government*
This is a planned dictatorship they are talking about, creating, AHhough this is not the sole reason ior revising our Siaie Constitution, it is the reason why these proponents of Qnewortdism are so actively interested in this revision process.
These people wish to revise our constitution so thai it will conform to the appli cation of the- one world government program. This is all being done by innocent dupes and in consort and conspiracy with the United Nations, tax-free foundations,

This is a designed plot and a PLANNED POLITICAL REVOLUTION. This is being done through the ballot box to destroy our st^te constitution and our state goveroment while we are kept busy fighting brushfires and fanning windmills on lessor matters of importance or of no significance.

After checking these sections of the Constitution you should begin to see that
10 something is wrong. It such proposed changes are aliowee in the final product of
11 this convention, and if these proposed changes are voted for by the people, then
12 our government (state and ioeaJ) will be destroyed by our own votes.
13 There is no question in my mind and in the minds of ihe people who sent me
14 here that fraud and deceit of the worst kind is being perpetrated upon the people.
15 The people have not been told the truth (by the proponents of oneworldism) as to
16 the inteni and ihe purpose of these suggested changes in our State Constitution and
17 what i:he actual result of these suggested changes will be.
18 The mail order constitutions which are being slipped over on the people violate
19
20 and contravene our present slate constitution and the United States Constitution.
The prohibitions in the State and the United States Constitutions are clearly defined
21 and impregnable. The only way that these changes can be made, of course, is to
22
23 allow for the change in our new constitution. The perpetrators of Regional and world government well know this. They well know that the S;f;ate Governments
24

GOVERNMENT IN THE UNITED STATES. If we are nof careful, this will be done
3.
The revolutionary reformers of government intend, by these proposed changes, to prepare th« way for (he overthrowing of our state government. It is the transfer of the powers of city county and state government to the regional, national and world government. The revolutionary reformers are using the Constitutional
Convention and proposed changes in the various state constitutions for a peaceful takeover without firing a shot. It is the. intent and purpose of These revolutionary reformers to set up the provisions for the iaicr introducuon ot a super dictator regional metropolitan government with sub-centers of control in every form, shape and fashion. This is what they call the peaceful revelation.
there is certainly no need for this type of destruction. There ar e many proposed changes being made that are not needed. The repeal ot certain laws can cure or remedy any existing situation which may not be right without complete destruction of the principles of constitutional government in general.
EVERY DELEGATE SHOULD READ THE FOLLOWING DOCUMENTS:
1. Advisory Commision on Intergovernmental Relations

The Public Works and Economic Development act of 1964 , rhe economic opportunity act of 1964, the Civil Rights Act of 1968, The Model Cities Aci of 1968, The Civil Rights Act of 1964, and after checking these instruments it will be very clear as to what these people are up to. We feel that the delegates on this convention should be aware of the things contained in those acts. It would help you to write a constitution which would protect the people of this state. It would also help you to write a constitution acceptable to the common cause of the people of this state. Only an informed delegate body can stop this march of regional and world government domination, dictatorship and enslavement oil the people. Do nor remain misquided and divided.
