The University of Montana is working to increase awareness of how sexual violence occurs, to empower students—both male and female—to take action to prevent it, and to create a campus culture where sexual violence is unacceptable.
The Personal Empowerment Through Self Awareness (PETSA) online tutorial will provide a significant learning experience for students, but it represents just a starting point. There will be many other coordinated efforts and resources to achieve those objectives.
The “Personal Empowerment Through Self Awareness” or PETSA online tutorial has been designed to enhance student understanding of laws, behaviors and resources related to sexual assault. All UM students will be required to complete the tutorial before registering for spring semester, 2013 courses.
The tutorial consists of eight short videos and a quiz. Students will have to answer all quiz questions correctly in order to complete the training.
The tutorial will be available to students beginning Monday, August 27. There will be incentives to completing the course in the first three weeks of the semester. Registration holds for spring semester will apply to students who have not completed the tutorial. Spring registration period begins October 22.
While students are the primary target audience for the PETSA tutorial, there are many audiences internal and external to campus that will have an interest in the effort and can influence its success. This plan details the elements critical to communicating to those key audiences.
For internal audiences, (students, faculty, staff and administrators), the primary goals of this communication plan are:
• To motivate every student to complete course before registering for spring semester. o
NOTE: Students can register for spring until the third week of the semester in mid
February. Incoming new students register for spring in late January.
• To make faculty and staff aware of program and enlist their support in communicating requirements in a positive way.
• To develop and communicate a process for assisting students who are concerned about the experience.
• To provide easy access to additional resources.
• To provide regular reports to the President and cabinet regarding compliance and feedback.
For external audiences (news media, parents, alumni, community members, investigative agencies and other interested parties), the goals of this communication plan are:
• To provide readily accessible information about purpose, content and requirements of the
PETSA tutorial.
• To frame UM’s efforts to educate students in a national context.
• To develop and communicate a process for allowing external audiences to experience the tutorial.
• To provide access to additional resources.
• To provide reports to appropriate parties.
Internal
• The goal of the PETSA initiative is to make a safe campus safer. Proposed tagline:
“Working together to end sexual violence.”
• All UM students must complete the tutorial prior to registering for spring semester courses.
• The tutorial will take students approximately 25-30 minutes to complete
• Students who complete the tutorial in the first three weeks of the semester will be eligible to win a $500 Bookstore gift certificate.
• The tutorial is not a comprehensive training on sexual assault. It provides basic awareness and resources to learn more.
• Faculty and staff need to be aware of the training and be supportive of the effort.
Academic advisors in particular need to understand the requirement when working with students.
External
• PETSA is a proactive effort to educate students, change culture and make a safe campus safer.
• UM has an opportunity to be a national leader in its response to sexual assault.
Content to support communication
• Talking points to ensure clarity and consistency in all messages.
• A PETSA-specific website will serve as the anchor to explain the initiative to both internal and external audiences.
• A 1:30 minute informational video and 3-5 minute informational video about the purpose of the tutorial and how to process for completing it.
• Electronic advertisements for placement on various UM web pages and campus monitors.
• Articles for campus newsletters.
• Posters and other print materials.
Measures of effectiveness
Students will be asked to complete an exit survey at the end of the tutorial. Additional qualitative data will be collected through focus groups and a campus climate survey intended to measure effectiveness of all sexual violence awareness efforts.
In the next iteration of the tutorial, there will be focus on pre and post-test measures to gauge effectiveness of the PETSA tutorial.
