Walker-Andrews Chair Tangedahl called the meeting to order at 2:10 p.m. The minutes from 10/11/11 were amended and approved. Communication Items: The Special Topics / Experimental Courses Procedure (201.90) was sent back to the committee by the Faculty Senate. There was concern regarding the added language that the courses may not be part of major or minor requirements. Specifically, Philosophy allows Special Topics courses taught at the 400-level (PHL 491 [PHIL 495]) to count as upper-division core courses provided that they have a suitable content (consult the department advisor). Physics Experimental Engineering Statics course is recommended for Pre-engineering majors. It seems that the Philosophy’s wording should be acceptable, but the procedure language will need to be revised to allow for such a requirement. However, the Physics course should be made permanent to be required since it is not an option from a group of courses. Chair Tangedahl wants to make sure the language is acceptable when it goes back to the Faculty Senate for vote. The experimental courses proposed for the Global Leadership Initiative were reviewed by the General Education Committee. The course list is appended. One course was not approved for a general education group. The department will likely resubmit. The courses will be offered this spring. The General Education Chair will present them with the other items reviewed by the committee in November. The Forestry and Biomedical Subcommittee has run into an issue with regard to non-tenure track faculty member proposing a minor. In accordance with the criteria for adding a new course (Procedure 201.30.1) - if the course is not proposed by a tenure-track faculty member the department chair or director should make the proposal and stipulate that the course will be taught with existing resources at least once every three years. This statement was added to ASCRC’s policies 2/5/08. In this case, the department, College and Dean are very supportive of the proposal and are likely to supply a letter confirming their ongoing commitment to offer the courses. Subcommittee chairs should consult the committee with any review difficulties. Business Items: Curriculum Review The Science and Math Subcommittee did not have any additional items to approve. The proposal for GEO 161, Power of Numbers was withdrawn. The Math department contends that the course is equivalent to MATH 105 Contemporary Mathematics. The course was accepted as a Global Leadership Course and will be offered this spring as GEO 191. It was noted that statistics courses are offered in many majors. Several additional Humanities Courses were approved (appended below). Follow-up is pending for the reasons listed last week. The courses in Irish will be sent to the Chair of Modern and Classical Language as information. The French department will be contacted to consider changing the title of 313. Since 310-313 is a sequence, but the title of 313 listed on the OCHE’s course equivalency guide is Literature and Culture III. The Honors College courses will be sent to the full ASCRC for consideration. Education and Fine Arts consent agenda items were presented. Those approved are appended. The course is taken for 23 credits by active militiary personnel. It is an intense defense critical language program. The course is limited to grant eligible students. This would likely exclude most UM students, but there does not seem to be a campus or Board of Regents policy that prevents this. The course/ program starts in January. ASCRC questioned whether the course is self-supported and whether a non academic unit with no unit standards should be offering courses and hiring faculty. The Registrar will contact SARS to get the enrollment history / credits for the courses. Associate Provost Walker Andrews will discuss the proposal with the Provost. It may be helpful to invite the Director of the Mansfield Center to the committee to discuss his general plans for the future focus of the Center.
