This publication is intended to complement the
General Services Administration (GSA) Supply
Catalog and provide selected information on
recreation maintenance supplies and equipment.
In addition it includes descriptions of specialized
recreation maintenance supplies and equipment
available only through the open market. This guide
is issued as a convenience to Forest Service
recreation personnel.

The Recreation Maintenance Supplies and Equipment (A Quick Reference) is a basic products and
supply publication for use by the Forest Service.
This guide contains descriptions and ordering information for equipment and supplies stocked and
available through GSA distribution centers and specialty products available through open market
purchasing. Items are indexed categorically by applications and alphabetically by name.

A. General Information
The purpose of this supply guide is to give the Recreation Field Manager a comprehensive recreation
products list for planning purchase orders. All routine orders for General Services Administration and
Open Market products must be procured with the help of your purchasing agent. If questions arise as to
how products can be purchased, please contact your Purchasing Agent or your Administrative Officer.
1. How to Read an Entry Item
a. Common Name
The common name of an item appears in large, boldface type. An effort has been made to
use the most common terms for all products. In most cases, common names appear in
alphabetical order. In other cases, it was deemed more important to keep the items grouped
together by usage.
b. GSA.
The GSA name appears in small, italic type following the common name. Some items
share a single common name but have more than one government name.
c. Description
The item description is a brief but comprehensive notation concerning the item’s possible
uses and characteristics, including color, size and capacity. It may include government and
industry specifications, standards and drawings.
d. Environmental Information Line
A black circle (●) calls your attention to environmentally beneficial qualities of the item.
The following data may appear here: percentage of recovered material, waste paper or
post-consumer recovered material; notations of energy efficient, water conserving, low
Volatile Organic Compounds or lead free; and any other pertinent environmental information.
When more than one consecutive item has the same environmental message, the NSNs will
be grouped.
e. Additional Information Line
On a separate line above the ordering information for a specific NSN is special information
about the item that is not included in the description. This Additional Information Line
begins with a black square and may contain one or both of the following elements: NIB/
NISH or UNICOR Mandatory Source Information and Quick Ship Program identification.
The information on this line pertains only to the NSN immediately following it and appears
in the catalog as follows:

2. How to Read the Ordering Information Block
a. National Stock Number (NSN)
The NSN is a unique 13-digit number assigned to each item. When ordering, the requisitioner
must identify the item by the correct NSN.
Note: GSA products only; open market products will not have a
National Stock Number.
b. Unit of Issue (U/I) and Packaging Information
The U/I is a two-letter designation that indicates the count, measurement, container or form
of an item of supply. It is the minimum quantity of the item that may be ordered. Like the
NSN, the U/I must be used on all requisitions for GSA stock items. Open market products
will have some U/I's for informational purposes only.
A list of the U/I abbreviations and their meanings is located on the General Information Section of
this Guide.
c. Price
Prices shown for stock items are effective at the time of publication and are for informational
purposes only and with time will vary. Customers will be billed at the price in effect when
the order is placed.
Prices shown for Direct Delivery items are estimates.
Prices are not shown for Buy on Demand items.
Note: Please verify all prices at order time, prices will change over time
and the buyer is responsible for current prices.

d. Mandatory Source
Some items identified in the catalog must be purchased from NIB/NISH or UNICOR by
law. They are Mandatory Source items if they meet the requirements of the ordering office.
(See How to Read an Entry Item [e]).
e. Quick Ship Program
The Quick Ship Program applies only to the Furniture section of the catalog. It provides for
the delivery of case goods within 30 days of vendor receipt of order and for delivery of
general office chairs within 45 days of vendor receipt of order. The Quick Ship Program is
not automatic. Rather, the requisitioner must specify “Quick Ship” when ordering or the
items will be shipped within 90 days. In some cases, a nominal charge will be assessed for
special handling. Items included in the Quick Ship Program are noted on the Additional
Information Line. (See How to Read an Entry Item Letter [e]).
3. Requisitioning from GSA-(Contact Your Purchasing Agent)
There are various methods or media by which requisitions may be submitted to GSA. Regardless
of media, however, the basic requirements, forms and coding structure are found in the Federal
Standard Requisitioning and Issue Procedures (FEDSTRIP). These procedures allow agency requisitions to be read and processed by the automated supply systems not only of GSA, but also of the
Defense Logistics Agency (DLA) and the Department of Veterans Affairs (VA). These are the three
principal supply sources that support both civilian and military agencies. (FEDSTRIP is compatible with the DOD Military Standard Requisitioning and Issue Procedures [MILSTRIP]).
a. Routine Orders
To place routine orders, contact your purchasing agent.
b. Requisition Priority Codes
The originator of a requisition is required to enter a priority designating code on each
requisition. This entry indicates the relative importance of the requisition. Standard delivery
days (SDD) indicate the elapsed time from the date GSA receives requisitions for stock
items, which are not backordered, to the date of delivery to destinations in the 50 states.

4. Mandatory Source Items (MSI)
Throughout the catalog you’ll find products classified as Mandatory Source Items. Such items are
mandatory procurements if they meet the requirements of the ordering office. By law, they cannot
be purchased from an alternative source. These items are marked on the Additional Information
Line, which begins with a black square (n). Mandatory Source items are supplied by NIB/NISH or
UNICOR.
a. NIB/NISH (JWOD)
The National Industries for the Blind (NIB) and the National Industries for the Severely
Handicapped (NISH) are nonprofit organizations that provide products to the federal government through procurement program established by the Javits-Wagner-O’Day Act (JWOD).
How Does It Help?
JWOD generates employment and training for blind and other severely disabled persons by
mandating that government personnel purchase items manufactured by NIB/NISH.
What Products Are Provided by NIB/NISH?
A wide range of items are provided, from common office supplies, such as ball-point pens,
clocks and paper clips, to paint products and cleaning supplies, such as dust mops and
scouring pads.
Are the Products High Quality?
All products made by NIB/NISH workers conform to the highest standards.
How Are NIB/NISH Items Ordered?
Items identified in this catalog as NIB/NISH Mandatory Source are ordered in the same
way as all other items in this catalog. Please contact your purchasing agent.
NIB/NISH items available from other sources are identified on the Procurement List, which
is available from the Committee for Purchase from the Blind and Other Severely Handicapped
(CPBOSH).
How to Buy from GSA
b. UNICOR
UNICOR is the trade name for Federal Prison Industries Inc. (FPI), a wholly owned
government corporation established in 1934 as part of the Federal Prison System. UNICOR
provides a variety of products and services to the federal government at fair market prices.
How Does It Help?
UNICOR is the Federal Bureau of Prisons’ major correctional program. Its mission is the
education, training and productive employment of inmates. The end result is the manufacture
of high-quality products known and used by government agencies for more than 50 years.
Is Bidding Necessary?
Title 18 of the United States Code allows for direct purchase from UNICOR without having
to obtain bids. Federal Acquisition Regulation (FAR) 8.6 identifies FPI as a mandatory
procurement source to all federal departments and agencies for products that meet the
requirements of the ordering office. By law, sales are restricted to federal government
departments and agencies.
What Services Are Available ?
FPI’s marketing consultants, with marketing centers in almost every GSA region, cover
territories nationwide, calling on customers, conducting procurement seminars and resolving
potential problems. They also arrange for technical assistance when needed.
How Are UNICOR Items Ordered?
Contact your purchasing agent for more information.
A variety of items are stocked by the federal supply system and are available through the
FEDSTRIP system. Contact your purchasing agent.
How is the Schedule of Products Ordered?
The Schedule of Products, a general listing of FPI’s products and services, is available from
GSA’s Centralized Mailing List Service in Ft. Worth, TX. Contact your purchasing agent.
5. Delivery
a. Delivery From GSA
GSA selects the mode of transportation and ships to the location specified in an agency’s
order on a first-destination basis. The first-destination terms include payment of line haul
transportation charges but do not include payment of detention, redelivery, storage,
reconsignment, extra labor for unloading or any other charges caused by the first-destination
consignee and not authorized by GSA.
b. Inside Delivery of GSA Items
Inside delivery to agencies of items ordered from GSA rather than delivery to a receiving
dock or platform is an extra cost service available from carriers only if all of the following
conditions exist:
(1) A request for inside delivery appears on the Government Bill of Lading (GBL).
(The GBL is normally prepared by GSA.)

(2) No item in the shipment exceeds 500 pounds
(3) The greatest dimension of any item in the shipment does not exceed 8 feet
(4) The items are structured so that they can be handled by one person.
(5) The facility to which the items are to be delivered has an elevator capable of
carrying the items if delivery is required to other than the level where the delivery
vehicle must park.
When conditions exist that prohibit one person representing the carrier from performing
inside delivery of items, and the agency receiving the shipment cannot furnish assistance,
the agency receiving the shipment must, upon receipt of the advance consignee copy of the
GBL containing the name of the carrier, contact the carrier and request extra labor to
accomplish inside delivery. The receiving agency must also advise the carrier that the
agency will pay for the extra labor. GSA will not pay for extra labor unless an agreement
has been reached with the receiving agency prior to shipment. The statement “Inside
Delivery” on a GBL does not obligate GSA to pay for extra labor. Purchase orders must
specify “Inside Delivery” to receive this service.
Note: To request inside delivery, contact your purchasing agent.
c. Direct Delivery From Contractor
GSA may arrange shipments of stock items from suppliers directly to consignees when it is
more economical to the government.
d. Out of Stock Items
When the stock of an item being requisitioned is depleted, GSA will back order the
merchandise and, if requested in the requisition, will so notify designated status recipients.
Customers notified of back order status may ask GSA to cancel their requisitions by
submitting appropriately coded cancellation documents.
e. Inspecting Shipments
Upon delivery from the carrier, shipments should be carefully inspected to determine the
number of packages and condition of the merchandise received. An accurate record must
be made of any discrepancies or variations between the data shown on the Bill of Lading (or
other transportation documents) and the quantity and condition of the merchandise actually
received.
Following verification of a shipment, the merchandise should be checked for damage,
shortage or overage, and to ensure that the correct items were received. If any of these
problems exist, SF 361 for transportation discrepancies or SF 364 for shipping (item)
discrepancies should be prepared by civilian agency activities and submitted in accordance
with the instructions contained in the GSA guide Discrepancies or Deficiencies in GSA
Shipments, Material or Billings.

6. Resolving Problems with Orders
a. Returning Merchandise
Contact your purchasing agent for help.
The return of merchandise (GSA stock items only) may be authorized by GSA for any of the
following reasons:
(1) Ordered in error by the agency.
(2) Shipped in error by GSA.
b. MRA Program (FPMR 101-26-310)
GSA may authorize agencies to return for credit material that has been ordered in error by
the agency or shipped in error by GSA. Credit will be based on the selling price billed the
agency at the time the shipment was made, with the adjustment reflected in current or future
billings. Material must not be returned until documents authorizing such action are received
from GSA. It is possible that a region other than the shipping region will issue the MRA.
The DRC is the central location to receive and process MRA requests. The DRC’s (6FRQ)
complete address is in the upper left-hand corner of this page.
The return of material by an agency to correct ordering/shipping errors may be authorized
and later accepted by GSA provided that the following conditions are met:
(1) The value of the material exceeds $25 per line item based on the selling price
billed the customer.
(2) Authorization to return the material is requested from the DRC within 60 days
overseas-30 days domestic of receipt of the shipment. The request should contain a
complete explanation for the return of the material.
(3) Each item is in “like-new” condition and is identified by an NSN in the current
edition of the GSA Supply Catalog.
(4) Each item is identified with a specific requisition number.
(5) The condition of the material is acceptable on inspection by GSA. When it is
not acceptable, disposition, without credit, will be made by GSA.
(6) The merchandise to be returned will not adversely affect the GSA nationwide
inventory situation.
(7) The return transportation costs are not excessive in relation to the cost of the
material.
Transportation costs on authorized return of material shipped in error will be paid by GSA.
Transportation costs on all other returned material will by paid by the agency. Claims
against carriers for discrepancies in these return shipments will also be the responsibility of
the agency in accordance with the provisions of FPMR 101-40.7.
How to Buy from GSA
c. Material Returns Program (MRP) (FPMR 101-27.5)
GSA stock items for which no current or future agency requirements are anticipated are
eligible to be offered to GSA for return provided that the following conditions are met:
(1) Minimum dollar value per line item based on current GSA price is $450 for all
Federal Supply Groups or Classes (FSGs or FSCs), except $130 for 51 and 52.
Items classified under the following FSG or FSCs are not authorized for return and
shall be considered for excess and processed in accordance with FPMR 101-43:
FSCs 2610, 5180, 6630, 6640, 7540, 8010, 8030, 8040, and 8115 and FSG 89.
(2) Shelf life items are coded for more than 12 months and will have a minimum
remaining shelf life of 12 months when received by GSA.
(3) Items are not coded terminal or discontinued.
(4) Items are in acceptable condition.
(a) Condition A-New
(b) Condition E-Material that involved only limited expense to restore to
serviceable condition, such as repacking or repackaging.
Materials received in other condition code categories are handled as
unauthorized receipts and will be disposed of in most instances.
(5) Offers of excess should be prepared in accordance with chapter 4 of the
FEDSTRIP Operating Guide or chapter 9 of MILSTRIP (DOD 4140.17-M).
(6) Offers for return must contain Routing Identifier Code GGO and/or GSA
Document Identifier Code FTE. Offers may be directed to GSA through the Defense
Automatic Addressing System (DAAS), Dayton, OH, using the Communications
Routing Identifier Code published in Allied Communications Pamphlet (ACP) 117.
Offers may be mailed to the GSA regional office supporting the activity making the
offer.
GSA will reply to the offer, and credit will be granted only for material authorized
for return.
d. Filing Complaints
Contact your purchasing agent.
e. Formal Complaints about Product Quality
Quality deficiencies are defects or non conforming conditions that limit or prohibit the item
received from fulfilling its intended purpose. Quality deficiencies include deficiencies in
design, specification, material, manufacturing and workmanship.
How to Buy from GSA
Timely reporting of all quality deficiencies is essential to maintaining an acceptable quality
level for common-use items. GSA relies on agency reporting of quality deficiencies in
order to remove the defective items from the supply system, as well as to document contractor
performance for use in future procurements.
f. Types of Complaints
(1) Category I Complaints-A product deficiency that may cause death, injury or
severe occupational illness or directly restrict the mission capabilities of the using
organization.
(2) Category II Complaints-Quality complaints that do not meet Category I criteria.
Standard Form (SF) 368, Quality Deficiency Report, or a message in the format of
SF 368 is used to report quality deficiencies.
g. Complaints Not Covered Above
For items ordered from a GSA Federal Supply Schedule contract when the inspection is
performed by an activity other than GSA or when the items are purchased by GSA for the
user but not inspected by GSA, activities should initially attempt to resolve all complaints
on these items directly with the contractor. If the contractor refuses to correct or fails to
replace a defective item, an SF 368, along with copies of all correspondence, should be
forwarded to the GSA office executing the contract (address will be contained in the pertinent
contract/purchase order). An information copy of the SF368 should also be submitted to
DRC (6FRQ).
Information submitted to the DRC regarding defective items will be maintained as a quality
history file for use in future procurements.
7. Environmentally Sensitive Products
On a separate line above the Additional Information Line is environmentally beneficial information
about the item that is not included in the description. This Environmental Information Line begins
with a Black Dot and may contain any of the following elements: percentage of recovered material,
waste paper or post-consumer recovered material; notations of energy efficient, water conservation,
low VOC or lead free; and any other pertinent environmental information. When more than one
consecutive item has the same environmental message, the NSNs will be grouped. A group is
indicated with green lines above the first and below the last NSNs, within a column. The
Environmental Information Line appears in the catalog as follows:

a. Percentage of Recycled Materials
Paper and paper products that contain a percentage of recycled materials are noted on the

b. Low VOC
Volatile organic compounds (VOCs) are a source of pollution that require emission control.
Paints and coatings that have been reformulated to comply with low-VOC requirements are
beneficial to the environment. The GSA catalog contains many reformulated paints,
preservatives and cleaning agents that are lower in volatile organic compounds (VOCs).
Among these products are low-VOC aerosols, marine coatings and architectural coatings.
Many of the paints and preservatives we offer meet the most stringent air quality standards
in the nation, including those for the state of California. Additional information about the

Paints and coatings that are required to have less than 0.06% lead by weight in dry film
form are identified as “Lead Free.”
d. Energy Efficient
Products that use less energy or are more energy saving than similar products are identified
as energy efficient.
e. Water Conserving
Water conserving products are those that are designed to restrict water flow, thereby saving
water.
f. Environmental Items
(1) Environmentally Beneficial Items
Items deemed environmentally beneficial (i.e., those
containing recycled materials, energy efficient or water
conserving items or items containing reduced levels of
environmentally detrimental materials) are highlighted in
green on the Environmental Information Line. In particular,
specific information about post-consumer recovered
material in paper and paper products has been added.
(2) Cross-references to Environmentally Sound Alternatives
Another improvement is the identification of items in other GSA buying programs
such as Federal Supply Schedules that are potential alternatives to the catalog items
or are environmentally less detrimental or more economical in some applications.
An example is batteries under Federal Supply Schedule 61 III, which includes
rechargeable batteries in common dry cell sizes that may be more economical than
the dry cells in some applications.
(3) Caution Statements
Caution statements are included in descriptions of items known to be particularly
detrimental to the environment. Also included are notices of the availability of
more appropriate alternatives for these items.

g. Recycled Paper and Paper Products
There are more than 700 kinds of paper and paper products in the GSA catalog that were
made using recovered materials. The three kinds of recycled materials, extracted from EPA
Procurement Guidelines, 40CFR, Section 250.4, are defined as follows:
(1) Post-Consumer Recovered Material (PCRM)
Paper, paperboard and fibrous wastes from retail stores, office buildings, homes,
etc., after they have passed through their end usage as a consumer item. Includes
used corrugated boxes, old newspapers, old magazines, mixed waste paper, tabulating
cards and used cordage. Also includes all paper, paperboard and fibrous waste that
enter and are collected from municipal solid waste.
(2) Waste Paper (WP)
Any of the following materials:
(a) all post-consumer materials and manufacturing, forest residues and other
wastes, such as dry paper and paperboard waste generated after completion
of the paper making process (that is, those manufacturing operations up to
and including the cutting and trimming of the paper machine reel into smaller
rolls or rough sheets), including envelope cuttings, bindery trimmings and
other paper and paperboard waste resulting from printing, cutting, forming
and other converting operations; (b) bag, box and carton manufacturing
wastes; (c) butt rolls, mill carton manufacturing wastes, mill wrappers and
rejected unused stock; and (d) finished paper and paperboard from obsolete
inventories of paper and paperboard manufacturers, merchants, wholesalers,
dealers, printers, converters or others.
(3) Recovered Material (RM)
Waste material and by-products that have been recovered or diverted from solid
waste. Recovered material does not include those materials and by-products generated
from (and commonly reused within) an original manufacturing process. In the case
of paper and paper products, it includes post-consumer materials, waste paper and
fibrous by-products; it includes post-consumer materials, waste paper and fibrous
by-products of harvesting, manufacturing, extractive or wood cutting processes, flax,
straw, linters, bagasse, slash and other forest residues; material (e.g., waste rope
from cordage manufacture, textile mill waste and cuttings); and fibers recovered
from waste water that otherwise would enter the waste stream.
Of these three kinds of recycled materials, post-consumer recovered material is the
most beneficial to the environment. If products that are used as post-consumer recovered
materials were not recovered and reused, they would be dumped in a landfill or other
disposal site. This further aggravates an already serious environmental problem.
Product quality is not reduced or adversely affected in any way by the use of recovered
materials. The performance requirements we specify for the items are not changed,
even though a requirement for recycled material content is stipulated. All federal
agencies are reminded that Resource Conservation and Recovery Act (RCRA) Section
6002 may apply to their purchases of paper and paper products.

h. Energy-Saving Bulbs
Through a combined effort, GSA and the Department of Defense (DOD) have produced a
separate catalog titled “Energy Saver Bulbs.” This catalog contains all the energy-saving
light bulbs likely to be needed by federal agencies. The Defense General Supply Center
(DGSC) in Richmond, VA is responsible for supplying light bulbs to all federal agencies.

i. Appliances
GSA uses Life Cycle Cost (LCC) procedures in the procurement of household appliances
shown in the catalog. By using LCC, GSA obtains the best performance for the lowest total
cost of ownership for the expected life of the product. Energy efficiency is the major cost
element in LCC analysis. Since the award is to the low LCC, bidders make every effort to
keep this factor as low as possible. The result is that the awarded items, shown in the

j. Retread Tires
GSA offers retread tires under Federal Supply Schedule 26 II. Agency orders are filled
through the tire retreaders or local dealers or may be shipped directly to the agency. There
are 232 different retread tires on this schedule, and all have passed the same tread wear and
durability tests required for new tires. All federal agencies are reminded that Resource
Conservation and Recovery Act (RCRA) Section 6002 may apply to their purchases of

k. Building Thermal Insulation
In the building products line, GSA also offers thermal insulation containing 9 to 50%
recovered materials. Products include cellulose insulation, which is ground-up scrap
newspaper treated with a chemical fire retardant, mineral fiber insulation, commonly called
rock wool and fiberglass, with scrap glass being a major component. These products are
available in loose fill, sheets and rolls under the Special Order Program. These items are

l. Alternative Fuel Vehicles
In an extraordinary environmental partnership between the Department of Energy and GSA,
alternative fuel vehicles are being introduced to governmental users in an effort to encourage
and create the market for the automobiles of the future. By design, these vehicles are being
delivered with manufacturer’s original equipment (MOE), providing greater fuel efficiency,
causing less air pollution and lessening our dependence on foreign oil.
8. Special Item Information
a. Material Safety Data Sheets (MSDSs)
Certain items acquired for storage, distribution and use by our customers require special
transportation, handling and disposal due to hazardous materials being used in their
manufacture. Special instructions for handling these items are contained on MSDSs.
When an NSN supported through the stock program is considered a hazardous material, the
Federal Supply Service provides an MSDS in or on the individual shipping container. FSS
also requires contractors to include on MSDS with all shipments of products that contain
hazardous materials delivered directly from the contractor’s plant. It is the contractor’s
responsibility to determine whether the product may be defined as hazardous material.

a. Cautionary Data for Hazardous Materials
Items described in this section contain chemicals that may be hazardous. The user of this
catalog should understand the dangers inherent in paint. Paint and/or its vapor concentration
may burn or ignite when exposed to spark, flame, fire or any other ignition source. Flash
point measures the ease of catching on fire or the ability to burn. Many of the paints may
contain flammable substances and are indicated as such just above the NSN. The data are
accurate to the best of our knowledge at the time of publication. We are not liable for
misprints or changes in the specification or any inaccurate information on the Material
Safety Data Sheet (MSDS) provided by the manufacturer with each shipment. The need for
an MSDS is determined by the contractor, based on the ingredients contained in the final
product.
In its supply programs, GSA makes every effort to ensure that materials that may affect the
safety or health of users are identified and labeled with full instructions on safe and proper
use. Many catalog items within this category can be dangerous if handled, used, stored or
shipped improperly. Be cautious. Read and follow all label instructions. Safety officers
and supply management personnel should instruct agency operating personnel to pay strict
attention to shopping and container labels to ensure safe and proper handling, storage and
use of materials classified as hazardous.
b. Lead in Paint
Paint is required to have less than 0.06% lead by weight in the dry film and is identified as
“Lead Free.” Paint required to have more than 0.06% lead is identified as “Containing
Lead.” All other paints in the GSA catalog are neither required to have lead nor restricted
from having lead; therefore, there is no indication of lead content for those products.
Unless exempted, paint must comply with the consumer protection ban on lead in paint (16
CFR, Part 1303), which states that lead-containing paint cannot be produced or distributed
for use, consumption or enjoyment of consumers and cannot be used in buildings or areas
where consumers have direct access. Consumers are defined as general public householders,
Exemptions to this ban include industrial paints and coatings for boats, vehicles, industrial
building and equipment maintenance. Paints containing more than 0.06% lead by weight of
the dried film must have a specified warning on the label (16CFR, Part 1303). GSA contracts
also require that this warning be placed on the label in accordance with CFR, part 1303.

c. Volatile Organic Compounds (VOCs)
Due to the requirements of the Clean Air Act, most states are required to attain National
Ambient Air Quality Standards within a specified time period. One source of pollution

requiring emissions control is VOCs, which are emitted upon the application of various
paints, varnishes, shellacs and adhesives.
To assist agencies in the procurement of VOC-compliant material, VOC content is listed as
a part of the product description under the following categories:
(1) Maximum VOC
Specific VOC limits are required by the specification.
(2) Typical VOC
VOC is not restricted by the specification. The value indicated is based on typical
manufacturer’s formulation.
(3) VOC Exempt
Materials are exempt by regulation.
(4) VOC Not Applicable
Materials have no VOC.
Most VOCs are regulated in grams per liter (g/l) as applied, excluding water, exempt solvents
and colorant added to tint bases. Aerosols are regulated as percent VOC by weight of
product. NSNs that have been reformulated to comply with VOC requirements are
highlighted in the Paints/Coatings category of the GSA catalog. It is GSA’s intent to provide
the VOC content for informational purposes only. To determine if usage of the material is
permitted in your area, please contact your local air quality management district.
d. Mercury Removed From Latex Paints
In August 1990, the Environmental Protection Agency issued a directive to eliminate the
use of mercury in interior latex paint. GSA has extended this requirement to exterior latex
paint as well and has specified that no mercury-containing materials shall be used in the
formulation of latex paint.
