CSAC NEWS October 2013 Editors: Shelley Auer/Danielle Beschta It is a great time to be a classified staff member at UWSP. We are the group of employees who will help shape the future of classified staff at UWSP! While full implementation of the UPS system has been delayed until July 1, 2015, the Board of Regents authorized full governance rights to classified staff at the September 6, 2013 meeting. What does this mean, you might ask. It means we have the opportunity to get involved on campus and make an impact! More so than any time in the past. As we continue to evolve from an advisory council to a fully-participating governance body, perhaps it’s time to start the change with a new name. One suggestion is to change from Classified Staff Advisory Council to Classified Staff Council (until UPS is implemented in 2015). It’s a small change, but significant in getting campus to understand we are equal partners in campus-wide policies. What do you think? Please send your comments to classified.staff.advisory.council@uwsp.edu. (yes, we will need to change our mailbox name too!) With governance comes responsibility. Decisions cannot be made unless staff are willing to serve on committees and get involved. As co-chairs, we are working with Faculty Senate, Personnel and other campus groups to incorporate classified staff into the governance process. We’re not there yet, but get closer with each meeting we attend! Throughout the coming months, we will be communicating with you through a variety of ways (website, e-mail and in print) on the progress we are making. We will include information on opportunities for professional development, campus committee work and updating you on the progress of not only governance, but also continued work on the UPS system and how it will change our work lives. There will be many opportunities for you to get involved and I hope you say YES when asked to do so. The family, who resides in California, is hoping for a little boy as they have a little girl who is 15 months. Tammy Naczek welcomed a second granddaughter, Callie Veronica, born September 25th. She weighed eight pounds and three ounces and joins sister Ellyn who is four. 0 Department News The Budget Office is pleased to announce that Stephanie Pope has accepted the Budget and Policy Analyst position and her first day will be October 21st. Stephanie’s primary responsibilities will be working with Auxiliary units in the Student Affairs division, helping them both with annual budgeting and long term planning. The office is excited to have her join their team! As a reminder in January 2012, Multicultural Affairs changed its name to Diversity and College Access. The Personnel Services Office has changed its name to Human Resources. All departments should update their internal systems and documents to reflect the name change. In order to provide efficient services to the campus community, the University Centers took over responsibilities for campus wide reservations effective August 19, 2013. The Centers Reservations Office has been renamed Campus Reservations and the primary phone number is 715-346-4421. The email address for the Campus Reservations Office is Campus.Reservations@uwsp.edu. Danielle Beschta of the Conference and Reservations Office joined the University Centers team and is the primary contact for non-University Centers buildings reservations. Joyce Roth in Registration and Records will continue to be the contact for academic classes and exam spaces. As we move forward to develop the Campus Reservations Office, the staff will be looking at ways to improve service and to better utilize the EMS scheduling software features more fully. The Summer Conference program coordination and administration will be handled by Dining and Summer Conferences. Marshall Lee and his staff will be responsible for the Summer Conference Program. Activities eligible for this category must cost $500 or less, and they require at least a $100 match from the applicant's unit. This is called Uniform Dental Benefits. Your health plan still decides if you need to see certain dentists (in-network) to receive benefits. The Uniform Dental Benefit is included in your health insurance coverage at no additional cost to you. It is intended to provide coverage for diagnostic, preventive, and basic restorative services (such as fillings). It does not include coverage for major dental services, such as crowns, root canals or implants. This coverage may meet your needs. However, if you want additional vision and/or dental insurance, you have some choices. VSP Vision Insurance is offering an open enrollment and EPIC Benefits+ is offering a special enrollment. These are optional, employee-pay-all benefit plans. Changes for 2014 VSP Vision Insurance VSP Vision Insurance provides coverage for: Annual vision exam Eyeglass lenses every calendar year and eyeglass frames once every other year Contact lenses every year instead of eyeglasses or eyeglass lenses Also offers discounts on laser vision correction See the VSP brochure for more details. You may enroll, add/remove dependents or cancel coverage for 2014. EPIC Benefits+ Contact lens allowance increasing to $130 from $105 (in-network only). New KidsCare program added. Premiums will increase for 2014. Changes for 2014 EPIC Benefits+ provides coverage for: Major dental services Hospital/Surgical benefit Accidental Death and Dismemberment benefit. Vision discount program through Davis Vision. OR you may choose to add EPIC Benefits+ with vision, which provides you with vision insurance at an additional cost. EPIC Benefits+ is offering a special enrollment. If you enroll during the special enrollment, your maximum annual benefit will be limited during the first two years of coverage per the following: Annual Dental Benefit Maximum • 2014 - $750 • 2015 - $1,000 • 2016 - $1,500 (full benefit) Current members: The annual benefit maximum for dental benefits will increase to $1500 from $1000 per member. You may enroll in the vision insurance if you’ve never been enrolled in it in the past. Premiums are not increasing in 2014. *If you cancel the vision insurance, you may not be able to re-enroll in the vision insurance in the future. Cancelling Coverage for 2014 To cancel VSP, Dental Wisconsin or EPIC Benefits+ for 2014, submit an application to your local benefits office no later than 4:30pm on Friday, November 29th, 2013. If you use eBenefits, you can cancel VSP, Dental Wisconsin and EPIC Benefits+ online through November 1st but must use a paper application after November 1st. Use the WageWorks calculators to determine your annual expenses and tax savings. Your election is irreversible after the plan year has started, unless you have a qualifying Change in Status event. You have from January 1, 2014 - March 15, 2015, to incur expenses for the 2014 plan year and until April 15, 2015, to submit your claims. The Wisconsin Retirement System (with limited exceptions) covers Faculty, Academic Staff, Limited and Classified Permanent and Project employees. Most employees (except those who receive stipends) may also participate in the UW Tax-Sheltered Annuity (TSA) and Wisconsin Deferred Compensation (WDC) programs. The Annual Increase Option (AIO) allows employees that have coverage effective on or before October 1, 2013 to increase their current coverage for 2014. The AIO period is the same time as the ABE period. New Maximum Coverage Levels Available! Employee Coverage: new max = $300,000 Spouse/DP Coverage: new max = $150,000 Child(ren) Coverage: new max = $25,000 The Wisconsin Retirement System (WRS) – 2014 Contribution Rates During the AIO period, you may elect to increase coverage by the following amounts: The WRS employee contribution rate for 2014 will increase Employee: $5,000; $10,000; $15,000 or $20,000 from 6.65% to 7% for all employees except those covered by the Executive WRS category. This change will occur on Spouse/Domestic Partner: $5,000 or $10,000 your first check payable in 2014. See the UWSA website for Child(ren): $2,500 details. Spouse/Domestic Partner or Child coverage cannot exceed your total coverage. If you have Child coverage, Supplemental Retirement Savings Plans: Tax-Sheltered Annuity 403(b) and Wisconsin new dependent children are covered automatically. Deferred Compensation 457 Programs Both the Tax-Sheltered Annuity (TSA) and Wisconsin Deferred Compensation (WDC) program allow you to save money for retirement. Both programs are voluntary and there is no employer contribution. You may contribute to both plans and you may contribute on both a pre-tax and post-tax (Roth) basis. You can begin participating in either plan at any time. You can also change your contribution and investments at any time. See the chart below for more information.
