The Heppner Ranger District will soon be filling 1 GS-0462-04/05 Forestry Technician
(Senior Firefighter) this is a permanent seasonal position, with a tour of duty of 13
guaranteed pay periods full time. You may be in pay status for additional pay periods for
purposes such as training or short periods of work provided you and the Forest Service are in
mutual agreement regarding the number of additional pay periods. This position is a primary
firefighter position, under the provisions of 5 USC 8336(c) 5 USC 8412(d). Wildland fire
suppression experience is a requirement of this position.

All applicants must meet the OPM qualifications standards to be eligible for this position. The
incumbent will also be required to meet the standards as defined in the Interagency Fire
Program Management Standards and Guidelines. In summary, the following NWCG
qualification and training course are minimum requirements:
Red card: FFT1 (currency required)
Training course: S-290 “Intermediate Fire Behavior”

THE POSITION:
Serves as senior wildland firefighter on a wildland fire engine. Independently performs engine
operation duties in the suppression of wildland fires and prescribe fire. Drives engine to fire
locations in consideration of safety of crew and equipment, and how the equipment can be
best used in control and mop-up operations. Personally performs and may direct others in
starting pump engine, priming pump, adjusting engine speed and pump valves, laying hose,
and using appropriate nozzles and nozzle adjustment in effective use of water and additives.
Has specialized duties such as water handling specialist, fully qualified chain saw operator, or
responsible for maintenance of specialized equipment used to respond to wildland urban
interface/intermix situations. May serves as Incident Commander on initial attack.
Incumbent participates in wildland fire and safety training in the techniques, practices, and
methods of fire suppression and in the safe, efficient operation and use of tools, equipment,
and vehicles used in fire suppression activities, with emphasis on those used for the particular
function assigned. Participates in crew proficiency checks and drills, safety sessions, and fire
critiques. Ensures own and other's welfare and safety in all aspects of the assignment.
Other wildland fire related duties may involve fire prevention, patrol, detection, or prescribed
burning. The incumbent may be assigned for varying periods of time into one or more types of
positions within the wildfire program where the specialized skills are required.
Completes and performs misc. project work including wildlife, timber, range and various facility
maintenance tasks duties as required.
Must possess a valid state drivers license
PHYSICAL DEMANDS:
The duties require that the incumbent meet prescribed physical requirements as measured by
the Work Capacity Fitness Test at the arduous level. To meet the arduous level the incumbent
must be able to walk 3 miles within 45 minutes while carrying 45 pounds.
THE ORGANIZATION:
The Heppner Fire Management Team consists of: a District Fire Management Officer; an;
AFMO-Fuels; Fuels Tech; AFMO-Suppression; 3 type 6 engine modules; 1 - 5-person IA
Handcrew; 1- type 7 Patrol; and a look-out. District resources respond to an average of 20-30
fires on forest as well as providing assistance to it’s cooperators.

IA modules are all currently stationed at an out station, Tupper Work Center, during fire
season, which is generally from the end of June through the second week of October. Tupper
Work Center is located on National Forest Lands approximately one hour from the Heppner
District Office. It has bunk house type quarters with satellite TV.
There is no government housing available outside of fire season.

Heppner is a small community of approximately 1,400 people and is the county seat of Morrow
County. It is located approximately 45 miles south of Hermiston (population 10,000) and 65
miles southwest of Pendleton (population 15,000), and is situated in the rolling wheatlands
which are foothills to the Blue Mountains. Heppner has one elementary school, one junior high
school and one high school. The housing selection is affordable ($45,000-$125,000) but can
be limited. Rentals are very limited. Local services include a hospital and medical clinic,
approximately seven churches, a library, two banks, a drug store, as well as other locally
owned businesses. Agriculture is a primary industry. County services have offices in
Heppner. Heppner has a golf course, a new water park, and Willow Creek reservoir nearby.
There is another lake, Bull Prairie, approximately 40 miles south on the District. Snowmobiling
is popular in winter and there is a local nordic club which uses the District for its cross country
skiing activities. Hunting and fishing opportunities are plentiful.
