• Prioritize out of Region nominations (Bob Cunningham) o The Spreadsheet format is working well with nominations, but we need a standard format for the nomination process, because in the future years there will be more trading between zones. A standard form will make the process more efficient. o Bob and participants prioritized nominations with the use of a spreadsheet shown on a screen. (
See spreadsheets for information.) Course Local Fire Management Leadership may be dropped because it can be done externally, and the needs analysis and the high cost were considerations.
Some courses may be held at the Zone level instead of at the Training Center.

One large Data base in Denver? Don’t know where yet, except not in Boise. Need center with security and protection. Access will be through controlled access based on agency and geographical location.
Certain levels—will all be able to access anything in MT. You can have access to your geographical area.
Supervisors may be able to access beyond that, such as to different Agencies, depending on customization requested.
Smart Card type system—each location may be able to print own red cards.
What is the cost for the IQCS Program?—5million dollars—10.6 million $ over 10 years.—has increased in size by 7 % and in time by 2% since conception of project.
Of the processes out there now, we do not all have access- can I access this? Original charter says that others may be able to access IQCS. It has to be requested, but can be done. Check with NWCG to have permission to do so. Financing spread among Agencies—BLM picking up 26% of cost..
Regarding the January-February timeframe to migrate data—do you have ability to run update in October?
Yes, we do, and we will be creating this in the next months.

Cunningham—.—Decided not to do numbers, but elements of design. Gary Boyd helped with the process.

--5109.17 is in process of revision—any comments welcome—course does not meet RXB1 requirements. Comments due November 1.
• Jeff Scussel: -made presentation to Bob Cunningham from RF and Chief for Bob’s area command team helping in New York after 9-11 o List of Regional Fire Trainees:
• Jennifer Borg, IPNF; Lonnie Newton, IPNF; Orlando Sandoval, IPNF; Megan Strom,
KNF; Tobin Smail, LNF; Tom Elliott, Clear/Nez. o Cooperating Agencies still have priorities over these persons.
• Diane Devine: Trainee Assignments---noticed mistakes on Equipment Timekkeeper, other positions on fire camps—AD’s used improperly by Team. Needed taskbooks and proper training. Who should sign off on AD’s taskbook-discussion involved difficulty of having each contractor evaluate his AD’s taskbook. Jeff suggested having a list of trainees and sponsors. Decision to make this an agenda item for the future. Bob Cunningham suggested a short issue paper addressed to Neil Nelson on this subject.
Kitty Ortman advised using computer modules to learn these rules.
• BAER Team Training (Diane Devine):--not handled correctly. At times, did not go through the team.
Jeff Scussel said that he would take this to the R-1 BAER team Coordinator.
• Course 260—who would like to have the downlink? If interested contact Kitty Ortman.
• Courses handed off to the Zones (Neil Nelson)
M-410 and S-390 are officially handed of to the Zones and the S-390 hand-off package will be give to each zone. Please give your zone training plans to the Training Center attention Rosie Lemire. March
10 is the date for the Spring Meeting of the Training Committee. The zones should develop draft zone schedules for the next training season from the needs analysis at this time if at all possible. Some are planning to rotate classes and do some evening and weekend classes. The Flathead Academy is scheduled for May-June for the temporary workforce. Don Reese is planning on giving S- 281 in
Kalispell and basic wildland fire training.
• Contract Association/Training Provider MOU update etc. (Neil Nelson)) o Sent out several drafts of this and presented it to NRCG board this week and requested them to act ASAP. The MOU must go to FS Grants and Agreements specialist for final approval. The training group had requested a position at training center for person to handle this training, but due to lack of funding at this time the position has been put on hold. Updates to the MOU will be sent out to same mailing list. Until the new MOU is in place use the old MOU or go through
Tracey Nimlos to get a new MOU. The new MOU places very high emphasis on operating plan provided by the provider. All courses may be taught by contractors that are listed in the MOU, but NRCG needs to give some consistent direction on the 300 and 400 level courses, this is because updates are often and necessary. Need to be consistent. The MOU must list courses taught and instructor qualifications. Cannot delete instructional materials from the NWCG package, but can add to it. o Mike Bournazian of Bozeman Bridger Fire, Inc. talked about MOU’s regarding training or follow-up not being done. NRCG folks should be checking these courses. Put the burden on the contractor—he should give an operating plan and have oversight. Liability insurance should be addressed by training provider.
• Smoke Modeling Nominations (Rosie Lemire) Still need ND nomination, need Central MT—Jeffrey
Stockwell nomination. Had 3 cancellations.
• Issues from NRCG Business Committee (Andy Randall/ Neil Nelson) o Faller/Sawyer Training—March 2002 meeting, a paper was presented to address the training and certification issue and some discrepancies in the process. BIA has good website to explain
qualifications for faller/sawyers. The FS does not accept a contractors or another Agencies’ certification to work as fallers/sawyers on green land. The committee felt that the training is already in place through NWCG (S-212) and that the problem lies in the Certification process. It was felt that this should go to the OPS committee and/or the NRCG BOD to come up with a process and/or direction that would allow the certification of sawyers from other agency’s and the private sector. o Check to see that the training matrix in Chapter 20 of Incident Business Management
Handbook is correct and get responses to Neil Nelson by December 15. o Inspectors Workshop in Missoula and Billings-late April and early May o Finance Logistics Workshop will be held this spring with dates and location to follow.
• Review NRCG Fire Training Program Guide (Bob Cunningham)—passed out NRCG Training Program
Guides, 10 copies of catalogs to each zone (also on web), it was suggested that there was no longer a need to print the NRTC catalog as it can be found on the WEB. Course Coordinators Guide also handed out.
• Responsibility of NRCG Fire Training Program Guide (Bob Cunningham)-see hand-out Fire Training
Program Guide and get any updates or corrections to Neil Nelson by January 15th.
• Update on Fireline Leadership Course (Bob Cunningham)—MCI Enterprises is giving the course 310-1
(Planned for replacing S-381 for OPS positions) at a cost of $16,000 per course. The new 310-1 update, planned for 2005, will probably require Fireline Leadership for strike team leaders. There will be 3 courses taught within the Region this training year (IPNF, GNF, and 2 in Missoula for the smokejumpers and hotshots). o May have to develop a cadre internally for this course for the future.
• Security requirements at AFD and NRTC (Bob Cunningham)-Security is addressed in the new Guide.
The Operations building is only accessible by keycard or the business office. ID badges and sign-in will be required by all that need access to the Operations building. Everyone will have a parking pass and nametag.
• NRCG training position update (Bob Cunningham)-Position description is in for classification, but there is no funding available at this time.
• Chair rotation of NRCG Training Committee (Neil Nelson)—Neil Nelson will continue as chair for at least one year.
