Service First Field Advisory Board Friday, June 21, 2013 – 1:00 p.m. – 2:00 p.m. EST Attendees Forest Service Amber Watson NPS Paul Roelandt Trish Kicklighter BLM Chris Moyer FWS Cindy Barry Shaun Sanchez Topics for Discussion • • • Welcome Amber Watson, Service First Liaison - Amber will be serving a one year term. Phone and FS email has not been established as of yet. Temporary E-mail: amber.watsonfs@gmail.com - Amber will be reaching out to everyone to get better acquainted with the team Discussion of scheduled conference calls - Group agreed to keep the conference calls scheduled for the 3rd Friday of every month. If a project requires more time and attention, the group can opt to create a subgroup, or schedule additional conference calls Service First Incentivized Program – There was a lengthy conversation reviewing the 3rd draft of the Concept Paper sent out by Paul Roelandt. - Build it and they will come. The group agreed that it is important to focus on the program first (goals, purpose, objectives), rather than directing attention to amount of funds needed to attract attention. - Clarification of goals to include a focus on both the public and staff awareness of Service First. Examples of types of projects would be good to include More emphasis on interagency collaboration, effectiveness, customer service, and efficiency of requested proposals - Group agreed that funds should be used to support new projects, or projects that are tweaked to achieve SF established goals/initiatives. - It would be a great idea to have a consensus from leadership to commit to longterm projects. Everyone agreed that it would be beneficial to have both single year and multi-year project funding to incentivize ongoing agency collaboration. Multi-year commitment adds complexity to the funding/matching process. - There was discussion as to whether the SFFAB members should be able to vote on projects that were submitted by their agencies staffs. The general thought is that members cannot vote on proposals submitted by their agency’s staffs, but they are involved in the discussion about projects submitted (this maintains equity, fairness, and open dialogue). The representatives from SFFAB should serve as the liaison to their agency’s staffs that submit proposals. - Ideas were thrown around regarding the logistics of the process. How should projects be submitted? (with director approval, straight from field agents to SFFAB, using SF website, through SFFAB rep. then to SFFAB) SF Website could serve as collection point / Upload mechanism - Funding: Streamlining fund process Possibly assign SF Acct# and track money Funds can reside with the National Service First Coordinator / Using one account code (SF) For all intents and purposes, all funds would be considered SF Money – Leaders should use SF to Work Together Full project may not be up and running by the end of this FY; however, it would be a good idea to start pooling money for early FY13. Action Items: - Paul and Amber will be working side-by-side to collaborate on notes and provide updated draft based on this call. SFFAB members are encouraged to send revisions in the upcoming weeks, leaving Paul and Amber enough time to make amendments prior to July call.
