According to Faculty Senate Bylaw II. N. The Instructional Academic Staff Committee
The duties and responsibilities of the committee shall include:
1. Studying, developing, and recommending policies and procedures used in the
university concerning salary, position types and titles, career progression, workload,
and general working conditions for Instructional Academic Staff.
2. Studying, developing, and making recommendations regarding the implementation
in the university of such policies and procedures.
3. Collecting and disseminating information on such policies and procedures and their
implementation in the university.
An additional charge was made to the committee to:
1. Create separate grids for the lecturer and clinical professor tracks. Since the two
tracks contain differing numbers of titles this avoids needing to align the two tracks.
It is also entirely possible that the clinical track might refer to requirements that
have no meaning for the lecturer track.
2. Remove the distinguished level from the grid for each track since this will not occur
as a result of the normal progression process. Guides for career progression should
note that the distinguished level occurs through a process separate from normal
career progression.
3. Consider whether the Clinical Instructor title is necessary or desirable. This title
appears to be infrequently used and it may be best for the campus to phase this out
and hire at the Clinical Assistant Professor level or higher.
4. Make sure the language used in the grid document is consistent with the other
documents (“Guide to Instructional Academic Staff Career Progression”), “Portfolio
Development at UW-L”, “Teaching/PD/Service Measures Worksheets” and “Career
Progression FAQ Sheet”).
The following is a summary of the activities of the 2012-2013 IAS Committee in accordance
with these standard committee duties:
1. To address special charges 1-3, the “Distinguished” titles were removed from both
the Lecturer and the Clinical Professor title series. Additionally, the Clinical
Instructor title was removed from the Clinical Professor title series. Each title series

2. It was proposed that the language “career progression” be changed to “career
promotion” throughout the guidelines. (passed Faculty Senate on 3/9/13)
3. The change to the new title series created unequal eligibility requirements for
promotion between the two titling series. The proposed changes made the years of
teaching in higher education and years in title the same as they are for the
promotion steps for faculty. Thus, to be eligible to move from Associate Lecturer to
Lecturer or Clinical Assistant Professor to Clinical Associate Professor candidates
must have 10 semesters of teaching and 6 semesters in rank. To be eligible to move
from Lecturer to Senior Lecturer or Clinical Associate Professor to Clinical
Professor candidates must have 20 years of teaching and 4 years in rank.
The eligibility change will be implemented in the Fall of 2014.

4. It was recommended to the Faculty Senate that salary increases awarded from
successful promotion be indexed as they are for faculty.
5. The IAS Committee recommends the following charges for the 2013-2014 IAS
committee:
a. that the salary increases for promotions be increased for the second
promotion. Currently they are both $1000.
b. The UW System has determined that the Distinguished prefix in not part of a
natural career progression track and is not intended to be the final stage of
progression for all academic staff. That being said, there do exist some
guidelines at other campuses for achievement of this title. We recommend
that the 2013-2014 committee investigate whether or not a policy
could/should be written for IAS at UWL.
c. Discuss with HR the tracking of IAS for purposes of eligibility for promotion.
