Introduction
America is a nation of volunteers. And not-for-profit organizations have an unending
need for the time and talents of volunteers. Organizations that are able to recruit and
make effective use of volunteer resources are positioned to make the greatest
contributions to those who need help. These organizations improve the quality of life of
volunteers as well as others.
United Parcel Service (UPS) has sponsored research among volunteer organizations that
shows that managing volunteers effectively is a problem for many not-for-profit
organizations. UPS recognizes that these organizations could accomplish even more if
they could better recruit, manage and recognize the work of volunteers. These
organizations often lack the resources to put systems in place that will allow them to get
the most out of volunteers and retain them as committed workers. UPS is addressing this
problem with major grants to deserving organizations.
To better understand consumer attitudes toward volunteering, UPS sponsored this
research on managing volunteers and obstacles to volunteering.
The findings reflect that the American public sees the inefficient
management of volunteer time as a basic obstacle to increased
volunteerism. Time is the most limiting factor in volunteering and
volunteers expect the time they donate to be well managed. The findings
substantiate a crisis in volunteer management. Too many potential and
active volunteers are turned off by what they regard as inefficient use of
their time.
This report summarizes the public’s answers to a series of questions about volunteering.
The survey questions were asked as part of the OmniTel survey conducted by
Bruskin/Goldring Research on February 13-15, 1998. A total of 1,030 consumers were
interviewed as part of a national telephone survey of a random-digit-dial national sample
of households with telephones. The questions were developed and this report was
prepared by Fleishman-Hillard Research.

An additional 1,400 interviews were completed in seven selected major metropolitan
areas to expand the scope of the study. Two-hundred supplemental interviews were
completed in each of the following markets. A summary of results for each market is
provided in the Appendix.

Three-fourths of American adults report that they have served as a volunteer during their
adult life (76%). People of all ages have experience as volunteers and they volunteer in
all regions of the country. Even our youngest citizens are likely to have volunteered as an
adult (64% of 18-24 year olds).

Volunteers most often report spending from 1 to 5 hours a month serving as a volunteer
(32% of the adult population, 58% of the people currently working as volunteers). This
leaves a significant 24% of the population who are currently putting in over 5 hours of
service work each month. This includes 4% of the population who report working at
volunteer work for more than 25 hours per month.
• On the one hand, this represents a huge investment of time and service by
American adults that goes beyond the demands of work and home.
• On the other hand, these figures help define the potential for increased
volunteerism. A fourth of the population has not yet been attracted to try out
for the team. One-fifth report they are currently sitting on the bench. Onethird are getting only limited playing time. Much of the action comes from the
remaining one-fourth of the population who volunteer over 5 hours a month.
For volunteerism to have its greatest impact, more people will need to be recruited,
become involved and, once involved, dedicate more time to working as volunteers.

This response shows how Americans respect the value of volunteerism. More is needed,
not less. Over half (53%) feel being a volunteer is more important today than five years
ago. Only 10% say less important.
The research does not probe into why being a volunteer is more important today, but
recent emphasis on volunteerism in our society tells part of the story.
The people who would like to be doing more volunteer work are among the most likely to
feel the importance of volunteering is greater now than five years ago. Those who have
never volunteered are among the least likely to feel this way; even so, half of those who
have never worked as a volunteer feel its importance has increased.

Note that only a fifth have increased the amount of time they spend volunteering despite
the majority agreement that volunteering is more important now than it was five years
ago. In fact, more people report decreases in their involvement than increases.
Public opinion of the general needs of the country are not easily translated into public
participation in personally addressing those needs. Saying that volunteering is more
important today is easy to do. To go ahead and actually volunteer more time presents a
greater challenge.

While about half are content with their current level of volunteer involvement, 38%
would welcome more. Level of current involvement helps determine where the potential
is for greater involvement.
• Most of the people who have increased their level of volunteer service over the
past five years continue to be willing to do more (60%).
• Those who have never volunteered are the least likely to be interested in
“more” involvement. Still, 31% of this segment of the population is willing to
get involved.
• Most of the more active volunteers are willing to continue at the present level
of involvement (59% say “about the same”). Even here, 34% would like to do
more.

• The greatest potential lies among the bench-sitters and those who are
volunteering on a limited basis; 46% of the bench-sitters are willing to do more
as are 39% of those who now spend one to five hours a month on volunteer
service.
• Young people, who naturally have less experience volunteering, are
particularly willing to do more.
The challenge to organizations that use volunteers is to understand and deal with the
obstacles that deter or discourage people from involvement as volunteers.

Respect for time leads the list. Time is the limiting factor for many potential volunteers.
Assuming time was available, 58% of the public says they would be very likely to
volunteer more if “the volunteer organization made good use of volunteer time.” This
promise is particularly attractive to:
• people who would like to volunteer more (78%),
• people who already volunteer 6+ hours per month (72%),
• people in households earning $40,000 and over (64%), and

• people living in the Dallas area (70%) and Washington area (67%).
• Even 41% of those who have never volunteered find this attractive and respond
“very likely.”
An organization that “has a reputation for being well-managed” also has a distinct
advantage. Half (52%) say they would be very likely to volunteer more for such an
organization.” This promise is particularly attractive to:
• people who would like to volunteer more (73%),
• people who already volunteer 6+ hours per month (61%),
• people living in the Atlanta area (61%), Philadelphia area (61%) and
Washington area (61%).
Making “better use of talents, skills, or expertise” appears to be a bit less important to
attracting volunteers than making good use of time. Half (50%) say that, given available
time, they would volunteer more to this type of organization. People do not always
volunteer for activities that use their job skills. Habitat for Humanity uses many unskilled
“carpenters.” The people who volunteer at concession stands are not necessarily using
high-level expertise or talents. The expectation for efficiency is not as high for talents as
it is for time.
While each is needed in a well-operated volunteer organization, fewer Americans are
attracted by the propositions that:
• “Your volunteer tasks would be more clearly defined” (41% very likely to
volunteer more),
• “The experience would help your job or career” (39% very likely), or
• “You would be thanked and recognized for your efforts” (31% very likely).
This reminds us that while recognition is very important to retain volunteers, expectations
of “thank yous” are not what motivate people to serve as volunteers.

Clearly, the most common reasons people have stopped volunteering for an organization
include “there were other more important demands on your time” (65%) and “you lost
interest because you or your family were no longer involved” (32%). Time conflicts are a
particularly common reason for having stopped among:
• those who would like to volunteer more (72%), and
• those who are now volunteering less time than five years ago (78%).

These issues are somewhat beyond the control of volunteer organizations. What is of
interest is how many volunteers are lost as a result of poor volunteer management
practices. People who had volunteered at sometime in their life were asked about five
possible shortcomings in terms of how they deal with volunteers. Two out of five
volunteers (40%) have stopped volunteering for one or more of these reasons.
The most common reason someone has stopped working for an organization is that “the
organization was not well managed.” This was mentioned by a fourth of all volunteers
(26%) and by 65% of those who stopped for one or more poor volunteer management
reasons. This charge covers a wide range of possible problems, but points to the need for
organizations that use volunteers to be truly organized.
“The organization did not make good use of time” is the most popular specific reason
given for stopping work as a volunteer, mentioned by 23% of volunteers and 57% of
those who stopped volunteering for one or more poor volunteer management reasons.
The other three reasons were selected less frequently, yet still represent significant
elements of the volunteer stop-loss story.
• 18% of volunteers were disappointed and stopped volunteering because “the
organization did not make good use of talents, skills or expertise;” 45% of
those who stopped for poor volunteer management reasons mentioned this.
• 16% stopped because “volunteer tasks were not clearly defined;” 40% of those
who stopped for poor volunteer management reasons mentioned this.
• Only 9% stopped because they “were not thanked and recognized for their
efforts;” 23% of those who stopped for poor volunteer management reasons
mentioned this.
Bottom line: Poor volunteer management practices result in more lost volunteers than
people losing interest because of changing personal or family needs. The best way for
volunteer organizations to receive more hours of volunteer service is to be careful
managers of the time already being volunteered by people of all ages and from all strata
of our volunteer society.

• Even among employed people with higher incomes ($50,000 and up) less than
two-fifths (39%) claim awareness of a community service project organized by
their employer over the past year.
• This drops to 15% among employees earning under $20,000 annually.
These responses do not directly measure the level of employer involvement in organizing
community service projects. They do indicate that many employees do not perceive their
employers as setting an example for direct involvement in community service. This
serves as a reminder that employers involved in volunteer efforts need to conscientiously
and consistently communicate these opportunities to employees. Otherwise, they may go
unnoticed.
