Exhibit 2.3.c Policies, procedures and practices for ensuring that key assessments of candidate performance and evaluations of program quality and unit operations are fair, accurate, consistent, and free of bias

The following excerpt is from the Kutztown University Assessment Handbook, which explains the policies, procedures and practices for ensuring that key assessments of candidate performance are fair, accurate, consistent, and free of bias.

Fairness, Accuracy, and Consistency

In order to ensure the fairness, accuracy, and consistency of the assessments throughout the unit, the Assessment Committee analyzes the assessments for bias. The Assessment Committee is comprised of members of the College of Education (COE) faculty, including the Associate Dean of the College of Education and a representative from the student body. This group reviews key assessments in the COE to ensure that the assessments align to the state and national standards for teacher candidates, as well as the unit’s conceptual framework. If needed, teacher assessments are revised to ensure fairness, accuracy, and representative of the teacher candidate as a lifelong learner. Key assessments within each program are evaluated by multiple raters in order to maintain and confirm consistent and fair scoring. Program faculty members, as well as the program chair, are involved in the assessment process for teacher candidates. The COE also maintains consistency with assessments through the transition points assessments that are administered at the same points within each program.
