Paper godown at NCERT Campus, Sri Aurobindo
Marg, New Delhi-110016
The condemned damaged paper as mentioned
above can be inspected on any working day
between 10.30A.M. to 12.30P.M. at NIE Paper
godown. The sealed tender can be submitted up to
1.00P.M. on or before 04.06.2013, to Head,
Publication Division, NCERT in room no. 102 in
Publication Division. The tender will be opened on
the same day at 3.30P.M. in the chamber of Head,
Publication Division. The details and quantity of

Terms & Conditions of Tender
The Head, Publication Division, invites sealed tender for the auction/disposal of
condemned damaged papers lying at NIE Godown, NCERT, from reputed bidders on “As
is where is basis”. The details of terms and conditions are given under:
1. The auction is to be held for the condemned material on “ As is where is basis” as
per the list enclosed.
2. The Bidders will have to deposit “Bid Security” of Rs.25000/- with the cashier in
Publication Division.
3. The intending bidder shall be required to deposit Bid Security to entitle them to
participate in the bidding by way of Pay Order/Demand Draft payable at Delhi
favouring Head, Publication Division, New Delhi drawn on any
nationalized/scheduled Bank. The Bid Security shall be refunded to the
unsuccessful bidders without any interest.
4. The successful bidder has to deposit the full payment, i.e. the residual amount after
adjusting the bid security for the condemned material, with the cashier, Accounts
Section of the Publication Division. The bidder will be responsible to deposit the
VAT amount as applicable by Govt. of NCT in the treasury and the proof to this
effect may be deposited in Publication Division before taking the delivery of
Condemned items/paper.
All the statutory dues/attendant charges/other dues
including registration charges, stamp duty, taxes etc. shall have to be borne by the
purchaser.
5. The successful bidder has to remove the items, on its own, within the next seven
working days, failing which Rs 2000/- per day shall be charged from the bidders as
a godown rent.
6. The possession of condemned items will be given to the highest bidders on
payment of sale/bid value and completion of paper formalities.
7. In case, if the highest bidder fails to submit full amount of the bid for the
condemned items within the specified period, the bid security/EMD
deposited
by him shall be forfeited and liable for taking action against him i.e. for re-sale of
condemned items at the risk and cost of the depositor.
8. The bidder will not sublet the bid or any part of the work to any other person/party
in the premises of Publication Division, NCERT.
9. Any condition imposed by the bidder will not be entertained. The bidder will have
to follow the terms & conditions as specified in this document.
10. The Head, Publication Division, NCERT reserves the right to accept any bid or
reject any or all bids or to postpone the auction at any time without assigning any
reason whatsoever and his decision shall be final.
11. The condemned damaged papers will not be sold below the reserve price.
12. In case of any dispute arises relating to any aspects of this contract between the two
parties, the decision of the Head, Publication Division, NCERT shall be the final
and in all the matters of dispute.
