MINUTES OF REGULAR MEETING
BOARD OF TRUSTEES
ST. LOUIS COMMUNITY COLLEGE
THURSDAY, JANUARY 19, 2006
The Regular Meeting of the Board of Trustees of St. Louis Community
College was held on Thursday, January 19, 2006, at the St. Louis Community
College Cosand Center, in the Large Boardroom, 300 S. Broadway, St.
Louis, MO 63102, pursuant to notice and in accordance with R.S. MO
610.020 as amended.
I.
GENERAL FUNCTIONS
1.
Call to Order/Roll Call
Dr. Dolores Gunn, President, called the meeting to order at 7:15 p.m. The
following members of the Board of Trustees were present: Dr. Dolores Gunn,
President; Dr. Joann Ordinachev, Vice President; Ms. Denise Chachere,
Trustee; Mr. Robert Nelson, Trustee; Mr. Michael Rohrbacker, Trustee, and
Ms. Lisa Taylor, Trustee.
Also present were Dr. Henry Shannon, Chancellor; Becky Garrison,
Administrative Associate to the Board and Ms. Tina Odo, General Counsel.

Citizens Desiring to Address the Board Regarding Agenda Items

4.
Adoption of Agenda/Revisions to Agenda
On motion by Mr. Rohrbacker and seconded by Ms. Chachere, the Board
unanimously adopted the agenda, as revised, said revisions all as more fully
set forth in Exhibit A attached hereto and by this reference incorporated
herein.
Approval of Tax Resolution
On motion by Mr. Rohrbacker and seconded by Ms. Chachere, the Board of
Trustees unanimously adopted the resolution to submit a tax rate increase to
the voters of the District on April 4, 2006 all as more fully set forth in Exhibit
A attached hereto and by this reference incorporated herein.
Waiver of Lodging and Approval of New Board Policy B.24 Use of Social
Security Numbers
On motion by Mr. Rohrbacker and seconded by Ms. Chachere, the Board of
Trustees unanimously waived lodging and approved New Board Policy B.24
Use of Social Security Numbers all as more fully set forth in Exhibit A
attached hereto and by this reference incorporated herein.
5.
Approval of Consent Agenda Items
On motion by Mr. Rohrbacker and seconded by Dr. Ordinachev, the consent
agenda items were unanimously approved, after pulling agenda item 4.1.1 for
discussion and removing item 4.3.3. from the agenda.
6.
Approval of December 15, 2005 Minutes
On motion by Mr. Rohrbacker and seconded by Mr. Nelson, the Board
unanimously approved the December 15, 2005 Board of Trustees minutes.
7.
Approval of Resolution Re February 23, 2006 Executive Session of the
Board of Trustees
On motion by Mr. Rohrbacker and seconded by Mr. Nelson, the Board
unanimously approved, by a roll call vote, the resolution scheduling an
executive session on February 23, 2006, all as more fully set forth in Exhibit
A attached hereto and by this reference incorporated herein.
8.
Recognition of Student, Staff and Trustee Accomplishments
Pat Matreci, Coordinator of Media Relations, read statements of
congratulations for students and staff on their recent awards and
accomplishments.

9. Authorization of Trustee Travel
The Board, by consent, voted unanimously to approve Trustee Chachere’s
travel to the AGB Conference and Trustee Rohrbacker’s travel to the ASACC
Conference.
10. Authorization of Chancellor Travel
The Board, by consent, voted unanimously to approve the Chancellor's
attendance at the League for Innovation Board meeting, the RC-2000 Spring
meeting and the AACC Annual Convention.
11. Appointment of Commissioner to Tax Increment Financing
Commission
The Board, by consent, approved the appointment of Mr. Kenneth
Schmalbeck as Commissioner to the City Bridgeton Tax Increment Finance
Commission.
12. Appointment of Commissioner to Tax Increment Financing
Commission
The Board, by consent, approved the appointment of Mr. Kenneth
Schmalbeck as Commissioner to the City Florissant Tax Increment Finance
Commission.
13. Appointment of Commissioner to Tax Increment Financing
Commission
The Board, by consent, approved the appointment of Mr. Bob Fant as
Commissioner to the City St. Louis Tax Increment Finance Commission.
14.
Approval of Advisory Committee Appointments
The Board, by consent, unanimously approved Advisory Committee
appointments all as more fully set forth in Exhibit A attached hereto and by
this reference incorporated herein.

15.
March 4, 2006 Board Retreat
The Board, by consent, approved the scheduling of a Board Retreat Session
on March 4, 2006 at 9 a.m. at the Cosand Center.
16.
Chancellor’s Report
Dr. Shannon gave an accreditation update, asking for Board involvement
during the self-study process. Trustees Ordinachev, Chachere and Taylor
agreed to participate in the process. He then reviewed an article from the
January 19, 2006 St. Louis Post Dispatch about the College’s plans for a new
Harrison Education Center. Next, he distributed copies of the FY 2007
Missouri Budget.
Dr. Gunn announced that the Presidents and the Deans of Student
Development have put in place a procedure for coaches to be reimbursed for
appropriate travel effective the Spring 2006 semester.
17.
Citizens Desiring to Address the Board Regarding Other Concerns
Joice Woods, of the Florissant Valley Student Government, addressed the
Board, asking them to appoint a committee to begin looking at a tuition
payment plan.
Sharon Atlas, of the Forest Park Student Government, addressed the Board
regarding the results of their survey of the students regarding a tuition
payment plan at Forest Park.
Additionally, Ruth Tanner, of the Meramec Student Government, addressed
the Board and reviewed statistics from a survey done at Meramec and asked
the Board to consider the results which were positive for a tuition payment
plan.
Dr. Gunn thanked the students for being proactive and appearing before the
Board.
On motion by Mr. Rohrbacker and seconded by Mr. Nelson, the Board moved
unanimously to authorize the Chancellor to continue with a committee to
study a tuition payment plan and also look at textbook costs and bring a
recommendation forward to the Board.

Mr. Nelson emphasized the importance of Faculty cooperation in a textbook
rental system, encouraging them to agree on textbooks for basic classes.
Mr. Ron Mozelewski, JCD-NEA, addressed the Board regarding the reading
prerequisite and asked that a study be implemented to assess the positives and
the negatives of this new requirement.
Mr. Arnie Dienoff addressed the Board concerning its policy regarding
completion of candidate petitions as a requirement to be placed on the ballot
when running for Trustee.
II.
INSTRUCTION AND STUDENT SERVICES
18.
Approval of Program Recommendations and Revisions
The Board, by consent, approved the following Resolution:
RESOLVED, that the Board of Trustees hereby approves the program
recommendations all as more fully set forth in Exhibit B attached
hereto and by this reference incorporated herein; and that, where
appropriate, said programs be submitted to the Coordinating Board for
Higher Education.
III.
HUMAN RESOURCES
19.
Human Resource Recommendations
The Board by consent approved the following Resolution regarding human
resource recommendations:
RESOLVED, that the Board hereby ratifies and/or approves
personnel actions for certificated, physical plant and classified
staff in accordance with established policies of the District, all
as more fully set forth in Exhibit C attached to these minutes
and by this reference incorporated herein; and
FURTHER RESOLVED, that, where appropriate, the Chancellor of
the District or his designee is hereby authorized and directed to
execute for and on behalf of the District, the appropriate contract or
amendment to contract for the affected personnel.

IV.
BID AWARDS
20.
Acceptance of Bids/Ratification of Contracts
The Board by consent approved the following resolution:
RESOLVED, that the Board of Trustees hereby accepts the bids
and/or ratifies the contracts set forth in Exhibit D attached hereto
and by this reference incorporated herein, to the lowest
responsible bidder for the amounts indicated thereon and all in
accordance with District specifications specified in the contract
numbers indicated; said funds to be paid from the funds set forth
in each item of Exhibit D; and
FURTHER RESOLVED, that the appropriate officer of the
Board or the District be and hereby is authorized and directed to
execute an appropriate contract in each instance.
4.1.1 Contract with World Wide Technology, Inc.
Following discussion, on motion by Mr. Rohrbacker and seconded by
Ms. Chachere, the Board unanimously approved a Contract with World
Wide Technology all as more fully set forth in Exhibit D attached to
these minutes and by this reference incorporated herein.

BUSINESS & FINANCE
21.
Budget
A.
Financial Reports
The following financial reports as of December, 2005, were submitted for the
Board’s information: executive summary, budget status report general
operating fund through December 31, 2005, budget status reports – auxiliary,
rental of facilities and agency: July 1, 2005 – December 31, 2005, student
financial aid fund, July 1, 2005 – December 31, 2005, Center for Business
Industry and Labor budget status report: July 1, 2005 – December 31, 2005,
and restricted general fund budget status report: July 1, 2005 – December 31,
2005.

B. Warrant Check Register - - December, 2005
The Board, by consent, approved all expenditures made in accordance with
the Warrant Check Register for the month ending December 31, 2005.
C. Investment Report
The Board, by consent, approved an investment report as of December 31,
2005.
D.
Transfer of Funds
The Board by consent approved the transfer of $60,000 from the General
Operating Fund to the Current Restricted Fund. The transfer is to move
some of the funds which the College received as a property insurance refund
for prior years to athletic scholarships. Each campus will receive $20,000.
E.
Ratification of Investments
The Board by consent ratified investments/daily repurchase agreements made
by the Treasurer of the District during the month of December 2005, for
which bids had been received in accordance with Board Policy, all as more
fully set forth in Exhibit E attached hereto and by this reference incorporated
herein.
VI.
CONTRACTS AND/OR AGREEMENTS
22.
Contracts and/or Agreements
The Board was requested to approve the acceptance on renewal of various
contracts, agreements and resolutions.
The Board by consent unanimously approved the following resolution
regarding the acceptance or renewal of various contracts, agreements and
resolutions between the District and various agencies, corporations and
individuals located throughout the District:
RESOLVED, that the contracts, agreements and resolutions set forth in
Exhibit F attached hereto and by this reference incorporated herein, are
adopted and approved; and

FURTHER RESOLVED, that the appropriate Officer of the Board or
the District be and hereby is authorized and directed to execute an
appropriate in each instance.
VII. EXTERNAL FUNDS
23.
Acceptance of External Funds
The Board by consent approved the following resolution regarding the
acceptance of grants, contracts and equipment donations:
RESOLVED, that the Board of Trustees does hereby accept the grants,
contracts, gifts and equipment donations for the College, all as more
fully set out in Exhibit G attached hereto and by this reference
incorporated herein; and FURTHER RESOLVED, that the Chancellor
be and hereby is authorized and directed to express appreciation, where
appropriate, for and on behalf of the District; and
FURTHER RESOLVED, that with respect to federal grants for workstudy programs, the Agency involved will be billed for matching funds
and for Social Security; and
FURTHER RESOLVED, that the appropriate Officer of the Board or
District be and hereby is authorized and directed to execute contracts
with said agencies in each instance.

A RESOLUTION CALLING AN ELECTION IN THE
ST. LOUIS COMMUNITY COLLEGE DISTRICT
(LEGAL NAME--JUNIOR COLLEGE DISTRICT OF ST. LOUIS,
ST. LOUIS COUNTY, MISSOURI).
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF ST. LOUIS COMMUNITY
COLLEGE (Legal name: JUNIOR COLLEGE DISTRICT OF ST. LOUIS, ST. LOUIS COUNTY,
MISSOURI, ) AS FOLLOWS:
Section 1. An election is hereby ordered to be held in the District on April 4, 2006 on the
following proposition:
PROPOSITION EJ
Shall the Board of Trustees of St. Louis Community College (Junior College District of St. Louis, St. Louis
County, Missouri) be authorized to increase the operating tax levy for the purposes of implementing
recommendations from the GROWTH community engagement process which includes implementing jobtraining programs, improving instructional programs, enhancing instructional staff, providing necessary
computer and technology infrastructure, repairing and replacing roofs, modernizing and replacing heating
and cooling systems, improving safety and security operations, and constructing and equipping new
instructional facilities by $0.12 cents per one hundred dollars of assessed valuation? If this proposition is
approved, the adjusted operating levy of the college district is estimated to be $0.3408 cents per one
hundred dollars of assessed valuation.
Section 2. The form of the Notice of Election for said election, a copy of which is attached hereto
and made a part hereof, is hereby approved.
Section 3. The Secretary is hereby authorized and directed to notify the Board of Election
commissions of the City of St. Louis, St. Louis County, Jefferson County and Franklin County, Missouri of
the adoption of this Resolution no later than 5:00 P.M. on January 24, 2006 and to include in said
notification all of the terms and provisions required by Chapter 115 of the Revised Statutes of Missouri, as
amended.
Section 4. This Resolution shall be in full force and effect from and after its passage.

Recommended Waiver of Lodging and Approval of Proposed Board Policy B.24 Use
of Social Security Numbers
St. Louis Community College (“the College”) strives to protect the confidential nature of social
security numbers without creating unreasonable obstacles to the conduct of the College’s
business and the provision of services to its constituents. The College is committed to the proper
handling of social security numbers of its students, employees, and individuals associated with
the College and the maintenance of those numbers as confidential information.

Resolution Re February 23, 2006 Executive Session of the Board of Trustees
The Board is requested to approve the following resolution:
RESOLVED, that the Board of Trustees, pursuant to R.S. Mo. Section 610.022 (as
amended 2004), schedules the holding of a closed meeting, record and vote on
February 23, 2006 at 6:00 p.m., at the Cosand Center, 300 S. Broadway, St. Louis,
MO, in the Executive Board Room, for the following reasons:
1) to discuss legal actions, causes of action or litigation involving St. Louis
Community College and to hold any confidential or privileged communications
with the attorney for the College (Section 610.021 [1]), and the lease, purchase or
sale of real estate (Section 610.021 [2]); and
2) to discuss action upon any personnel matters relating to the hiring, firing,
disciplining or promotion of personnel, (Section 610.021 [3]); and
3) to discuss pending and future discussion and negotiations with employee groups of
St. Louis Community College and the work product related thereto (Section
610.021 [9]); and
4) to discuss individually identifiable personnel records, performance ratings or
records pertaining to employees or applicants for employment, (Section 610.021
[13]); and
5) to hold confidential or privileged communications with the auditor, including all
auditor work product (610.021 [17]), and
FURTHER RESOLVED, that notice of the closed meeting be given in accordance with
R.S. Mo. Section 610.020 as amended 2004.

Recommended Approval of Appointment of Commissioner of
of The City Bridgeton Tax Increment Financing Commission
It is recommended that the Board of Trustees:
Approve the appointment of Mr. Kenneth Schmalbeck, of the St. Louis
Metro Fire District Alliance, as a TIF Commissioner to serve on the City of
Bridgeton Tax Increment Financing Commission (TIF). Mr. Schmalbeck will
represent the College and the interests of the other affected public taxing entities:
Pattonville Fire Protection District, St. Louis County Library District, Metropolitan
St. Louis Sewer District, Metropolitan Zoological Park and Museum District, and
Productive Living Board of St. Louis County.

Recommended Approval of Appointment of Commissioner
of the City of Florissant Tax Increment Financing Commission
It is recommended that the Board of Trustees:
Approve the appointment of Kenneth G. Schmalbeck, St. Louis Metro Fire

Recommended Approval of Appointment of Commissioner
to the City of St. Louis Tax Increment Finance Commission
It is recommended that the Board of Trustees:
Approve the appointment of Mr. Bob Fant, Regional Liaison, Missouri
Family Support Division, as the TIF Commissioner to serve on the City of St.
Louis Tax Increment Financing Commission (TIF) for examining the feasibility
and advisability of an area designated as 4100 Forest Park and 2200 Gravois as a
redevelopment area pursuant to the Real property Tax Increment Allocation Act.
Mr. Fant will represent the College and the interests of the other affected public
taxing entities: Metropolitan Zoological Park & Museum District, St. Louis Office
for MRDD, St. Louis Public Library, and the City of St. Louis Mental Health
Board of Trustees.

Recommended Approval of March 4, 2006 Board Retreat
It is recommended that the Board of Trustees schedule a Retreat on Saturday,
March 4, 2006 at 9 a.m. at the Cosand Center.
II. Instruction and Student Services
It is recommended that the Board approve the revised Associate in Applied Science degree in
Biotechnology approved and submitted by the District Curriculum Committee.

IMPACT STATEMENT
There is a growing community emphasis on making the St. Louis region for plant and life sciences.
The proposed changes in the Biotechnology program will expedite and enhance the training of
technicians to help meet this demand by:
ƒ requiring students to have a chemistry prerequisite prior to enrollment in Basic Laboratory
Methods, the first core biotechnology course in the program
ƒ requiring General Chemistry I and II of all graduates
ƒ allowing high school graduates who have recently completed high school chemistry with a
grade of A or B to enter the program without first taking Fundamentals of Chemistry at the
college
ƒ requiring College Algebra for graduation, rather than Intermediate Algebra
ƒ adding the new course, Introduction to Bioinformatics, as an elective.
Of special importance is the fact that our Advisory Committee, representing the Biotechnology
Industry, have applauded these changes and given us their unanimous approval.

Impact Statement:
Changes in the industry due to changing technology have rendered the AAS degree in Commercial
Photography obsolete. Student interest in recent years has dropped off sharply. In anticipation of
deactivating the degree the faculty have steered the few inquiring students elsewhere so that we are not
aware of any declared majors at the Forest Park campus. If there are a few students still seeking the
degree in the district they can be accommodated with course substitutions and/or an Independent
Study if necessary.
Deactivation of this program will have a funding effect for the Art Dept. at Forest Park. The AAS in
Commercial Photography was eligible for voc-ed reimbursement funding; the AA in Photography is
not.

Description
This contract will allow College TESS departments at all locations to quickly order materials and services required to maintain
operational and performance standards of the College’s wide area and local area networks. Immediate access to parts and service is
a critical component in maintaining delivery of high quality data service to students and staff. The contract will also be used to
purchase maintenance agreements for repair and replacement services for the full range of CISCO SMARTnet components in the
College’s microcomputer network system. Maintenance is purchased for items that are costly to replace or critical to the
performance of the network. Bids were evaluated on hardware, software, Smartnet and installation price (70%), Cisco certifications
and specializations (10%), services (10%), and references (10%). The recommended bidder achieved the highest score and meets

Description
This contract will provide all College sites with access to programs offered by MICROSOFT CORPORATION, through a districtwide agreement for selected products, original software media and licenses for reproduction and distribution – all at preferential
pricing. In addition, the program allows the College’s Bookstores to purchase selected Microsoft software products for resale to
students, faculty and staff at reduced prices. These programs are administered through Microsoft’s’ distributors who are allowed to
offer additional services and discounts. Bids were evaluated on campus agreement price (70%), license price (25%), and additional
services offered (5%). The recommended bidder achieved the highest evaluation score and meets all specifications and

Description:
The current reheat boxes have limited control and are inefficient. This project involves replacing heat valves and adding
controllers on (15) reheat boxes throughout the Social Science Building. The heat valve controllers will be connected to the
existing campus HVAC control system and be programmed.
This is a sole source contract because American Automatrix by Automation Solutions Group is currently in use campuswide

Description:
This project will renovate the building at 5435-5439 Highland Park Drive, which was purchased by the College in 2005. To alleviate
crowding in the existing art department studios at Forest Park, the Ceramics and Printmaking programs will be moved to this new
facility. In addition, space will be available for future expansion of the ceramics program and the addition of other art programs. The
renovation includes a new printmaking studio, a new ceramic studio, clay mixing area, and kiln room. The existing equipment from
these areas will be relocated under this contract, and access from the campus will be improved. All modifications will include
provisions to accommodate students and staff with disabilities.

Description:
This project, bid on a time and material basis, will complete the final clean-up of contaminated equipment on the 2nd floor of the
Student Center. The selected contractor has already been approved by the Board to perform the abatement of the second floor,
under Contract F 06 608. Breakdown of the contract amount is as follows: $3,520.00 for supervision; $10,176.00 for laborer hours
and $1,200.00 for four weeks rental on five negative air machines.
Plans and specifications were prepared by NPN Environmental Engineers, Inc., and the Physical Facilities/Engineering.

Due to roof work on the Meramec Student Center, the 2nd floor had to be closed as soon as possible. Cardinal Environmental
Operations was called in on an emergency basis to erect containment barriers and to immediately clean items as needed. Cardinal
was chosen because they were immediately available and have been competitive in their pricing in the past. During the bid walkthrough for the overall abatement, the contractors were invited to submit bids for more extensive cleaning services. Cardinal was
selected for this phase of the work as the best bid given their price, familiarity with the process, and their ability to meet the time
constraints for the work.
This project covers these cleaning activities, construction of a decontamination area, and equipment rental (air purifying machines
required by regulatory authorities) from September 6th through November 18th, 2005.

When Cardinal subsequently withdrew their bid for the large abatement job (F 06 608), Spray Services, the bidder approved by the
Board of Trustees, was contacted to complete the cleaning services.

Revenue
The Budget Status Summary Report shows revenue of $86.1 million or 58.2% of
the budgeted revenue as compared to $81.4 million or 56.1% of the budget for the
prior year. Increases in local taxes and student fees are the primary reasons that
total revenue for this year is greater that last year’s.
Expenditures
Expenditures are $62.6 million or 47.6% of the budgeted expenditures as
compared to $59.4 million or 45.8% for the prior year. Increases in all three of
the main categories of expenditures are causing this year’s expenditures to be
greater than the prior year’s.
Transfers
Transfers are at $14.4 million or 86.7% of the budgeted transfers as compared to
$13.6 million or 86.3% of the budgeted transfers for the prior period. The
increase in the transfer amount is due primarily to the increase in additional
planned leasehold bond payments.

Contracts and/or Agreements
6.1.1
Agreement between St. Louis Community College and Grace Hill
Settlement House
It is recommended that the Board of Trustees ratify a subcontract
agreement between St. Louis Community College and Grace Hill
Settlement House. Grace Hill Settlement House shall provide to St.
Louis Community College at Forest Park Harrison Education Center
services relating to the Head Start Higher Education Hispanic/Latino
Services Institutions Partnerships grant that was awarded to the College by
the U. S. Department of Health and Human Services. The term of this
agreement shall be from September 30, 2005 through September 30,
2006. Funding for these services will be provided through the grant for an
amount not to exceed $70,710.72.
6.1.2
Agreement between St. Louis Community College and Citizens for
Community Improvement, Inc.
It is recommended that the Board of Trustees approve an agreement
between St. Louis Community College and Citizens for Community
Improvement, Inc. St. Louis Community College at Forest Park
Harrison Education Center will provide instructors for a non-credit
plumbing and welding program at Citizens for Community Improvement’s
location at 4500 Washington Avenue. Citizens for Community
Improvement, Inc., agree to pay the College a maximum of $75,356 to
cover instructional costs only. This contract is for one year beginning
February 13, 2006 and ending February 13, 2007.
6.1.3
Agreement Between St. Louis Community College and Kirkwood
Community College
It is recommended that the Board of Trustees ratify an agreement between
St. Louis Community College and Kirkwood Community College in
support of the implementation of Kirkwood’s Hazardous Materials
Training and Research Institute, project entitled, “Worker Health and
Safety Training Cooperative Agreement,” funded by the Department of
Health and Human Services, National Institutes of Health, National
Institute of Environmental Health Sciences. St. Louis Community College
will be responsible for the implementation of a Brownfields Minority
Worker Training Program in conjunction with several partners, including
Saint Louis University’s Center for Environmental Education and training
and case management agencies to be determined, who will be funded
through this program under the terms of subcontract agreements to be
negotiated with SLCC. The term of this agreement with Kirkwood
Community College shall be from September 6, 2005 through July 31,

2010, and the funding shall be $106,675 per year, contingent upon the
funding dependencies outlined in the agreement.
6.1.4
Contract Between St. Louis Community College at Florissant Valley
and American Red Cross
It is requested that the Board of Trustees approve a contract between St.
Louis Community College at Florissant Valley and the American Red
Cross that allows the agency to partner with the College to provide
disaster services on the campus. The agreement will permit use of campus
buildings, grounds, and equipment as deemed necessary to conduct Red
Cross disaster service relief activities for individuals, families, and other
entities that are victims of designated disasters such as earthquakes,
floods, and terrorist attacks that may affect the area. The Red Cross agrees
that classes and other College services take priority, and that officials at
Florissant Valley will designate areas that may be used during disaster
relief situations. The College will not be responsible for planning nor
providing any disaster relief services or activities, and the Red Cross will
bear all liabilities for use of the campus during the duration of any use of
the campus for such relief activities. The contract will commence January
20, 2006 and has no end date.

Agreement Between St. Louis Community College and International
Write Now
It is recommended that the Board of Trustees approve an agreement
between St. Louis Community College and International Write Now
for two days of writing workshops and workbooks for 600 students in the
Riverview Gardens School District. This project is funded through
restricted state aid allocations to North County Cares. The total cost is
$12,000. The program is scheduled for March 28-30, 2006.

6.2.2
Professional Services Agreement - David Brown
It is requested that the Board of Trustees ratify a professional service agreement with David
Brown for a period of six months (November 1, 2005 through April 30, 2006)
in an amount not to exceed $34,500. Mr. Brown will provide design, development and delivery of
Advanced Numerical Control Machining instruction for Pioneer Machine Products through the
Center for Business, Industry & Labor. These services will be paid through a purchase order from
Boeing. Pioneer Machine is a supplier to Boeing and participates in their Mentor-Protégé
program. St. Louis Community College provides assistance to Boeing suppliers through this
program.
6.2.3
Microsoft Certified Solution Provider and Microsoft Certified Partner
for Learning Solutions
It is requested that the Board of Trustees approve the Center for Business, Industry and Labor’s
(CBIL) renewal of the Microsoft Certified Solution Provider Agreement, and the included
Certified Partner for Learning Solutions (CPLS) addendum, for the amount of $2,000. This
agreement provides support, software, and marketing assistance for training offered by the
Downtown Education Center and to support other CBIL and WCD externally-funded programs
and projects. CPLS status is required for the Microsoft Official Curriculum courses offered by the
Downtown Education Center. In conjunction with training provided by CBIL under the CPLS
addendum, CBIL will purchase Microsoft Official Curriculum courseware (student and trainer
workbooks) with cost recovery from the participating students and clients. Duration of this
agreement is February 18, 2006 to February 17, 2007.

CONTRACTS AND/OR AGREEMENTS
7.4.1
Adult Basic Education (ABE) Program
It is recommended that the Board of Trustees authorize the College to accept funds from the
Department of Elementary and Secondary Education (DESE) to enable Meramec campus to
administer an Adult Basic Education (ABE) Program for the Affton 101, Bayless, Hancock Place,
Lindberg R-VIII, Kirkwood R-VII, Mehlville R-IX and Valley Park, and Webster School
Districts. These funds will provide instructional services and classroom materials for the
participants in the ABE program. The project period is July 1, 2006 through June 30, 2007. This
extends the program begun in 1995-96 with DESE funding. It is anticipated funds will not
exceed $111,000.

Resolution for Productive Living Board
It is recommended that the Board of Trustees approve the following resolution that will authorize the
submittal of an application for funds from the Productive Living Board for St. Louis County Citizens
with Developmental Disabilities (“PLB”) and if the application is approved by the “PLB” further
authorizes a contract with the “PLB” for acceptance of funds and establishment of a program for
individuals with developmental disabilities during the period July 1, 2006 through June 30, 2007.
Resolution
With Respect To
Productive Living Board
For St. Louis County Citizens
with Developmental
Disabilities Contract
WHEREAS, the Board of Trustees wishes to authorize the College to submit an
application for funds from the Productive Living Board for St. Louis County Citizens with
Developmental Disabilities (“PLB”) in the amount of $103,000 to continue the program
established in 1993-94 which provides campus based support services for individuals with
developmental disabilities who desire to participate in appropriate continuing education classes
offered to the general public by the College; and
WHEREAS, the Board of Trustees wishes to authorize the College to accept funds if the
application is approved by the “PLB” and to enter into a contract with the “PLB”, as submitted by
the “PLB” for the period July 1, 2006 through June 30, 2007.
NOW THEREFORE, BE IT RESOLVED, that St. Louis Community College is hereby
authorized to submit an application for funds from the “PLB” and further authorized, if the
application is approved by “PLB”, to enter into a contract submitted to the College by the “PLB”
for the period July 1, 2006 through June 30, 2007 in a form approved by the College
Administrator; and
FURTHER RESOLVED, that the Chancellor for the College, or any Vice Chancellor, is
hereby authorized to execute any said contract and related agreement for and on behalf of St.
Louis Community College in order that the College will be fully bound thereby.
