The Board was requested to approve the employment of Shirley Jo Holtzman as
a Political Science instructor at the Forest Park Campus on a prorated contract basis.
Whereupon, on motion by M r . G e i l , seconded by Mrs. Bastiarvand w i t h the
unanimous vote of approval of the Board, i t was
RESOLVED, That Shirley Jo Holtzman be employed by The Junior College
District on a prorated contract basis for the Fall Semester 1967-68 as a
Political Science instructor at the Forest Park Community College at the
salary classification of Instructor B - 1/2 of 14/l5ths - I V - 1 , to become
effective September 5 , 1967 and to terminate on January 19, 1968.

Leave of Absence for Mr. Brian M. Ryan, with the understanding that

Clossified Personnel - Correction O f Board Approval O f June 26, 1967
Based upon staff racommendations, Dr. Cosand recommended M r . William Reed,
Bookstore Manager at the Forest Park Campus, be granted a merit increase effective
July 1 , 1967, thus necessitating a change of employment previously approved by the
Board at its June 26th meeting.

4.
PHYSICAL FACILITIES
4.1
Construction Status
In the absence of M r . O ' N e i l l , who was on v a c a t i o n , M r . John Robertson reported
on the construction progress at each of the three campuses.
M r . Robertson reported that
although construction at the Meramec and Florissant Valley campuses is proceeding on
schedule, Forest Park construction is still of major concern.
The Library and first Wing section should be ready for occupancy i n August.
The
first three floors of the Wing Extension should be completed by September 17, 1967.
Harry Weese and Associates, architect for the Forest Park Community Coilege,
has recommended that a section of the concrete flooring on the fourth floor of the Wing
Extension be removed, and a meeting of the architect and concrete manufacturer has been
arranged to discuss the necessary procedure for removal.
Dr. Cosand explained that the
concrete deficiency in this section of flooring is in no way a safety hazard to the b u i l d i n g ,
but would create many inconveniences throughout the years of b u i l d i n g use, such as sticking
doors, e t c .

5.
BUSINESS A N D F I N A N C E
5.1
Warrant-Check Register
Approval of the Warrant-Check Register for the month of June, 1967 was deferred
to a subsequent meeting of the Board.
5.2
Preventive Maintenance Agreement - Addressogroph Multigraph Corporation
The Board was requested to approve an agreement w i t h Addressogroph M u l t i g r a p h
Corporation for preventive maintenance on District-owned m u l t i l i t h equipment.
Whereupon, on motion by M r . Williamson, seconded by M r . G e i l , and w i t h the
unanimous approval of a l l members of the Board present, i t was
RESOLVED, That the Board of Trustees does hereby approve entering into
a Preventive Maintenance Agreement w i t h Addressogroph Multigraph
Corporation for District-owned 2550 offset equipment for the period
July 1 , 1967 through June 3 0 , 1968 at a total cost of $671.28.
FURTHER RESOLVED, That the President of the Board be and hereby is,
authorized to execute said Preventive Maintenance Agreement on behalf
of the D i s t r i c t , i n the form attached as an addendum to these Minutes.
5.3
Approval O f Contracts For Rental O f Gymnasium Facilities
The Board was asked to approve contracts for the rental of temporary gymnasium
f a c i l i t i e s for basketball practice and intramural activities for the Florissant V a l l e y
Co- munity C o l l e g e .
Whereupon, on motion by Mrs. Bastian, seconded by M r . G e i l , and w i t h the
aye vote of a l l members of the Board present, i t was
RESOLVED, That the Board does hereby approve entering into contracts
with the f o l l o w i n g schools to provide gymnasium f a c i l i t i e s for intramural
activities in the total amounts i n d i c a t e d , each in the agreement form
attached as an addendum to these Minutes:

McCluer High School for the dates of November 3 0 , December 7 ,
December 14, December 2 1 , 1967; and January 4 , January I I ,
January 18, January 2 5 , 1968 - for a total cost of $200.00.
McCluer High School for the dates of October 5 , October 12,
October 19, October 2 6 , November 2 , November 9 , and
November 16, 1967 - for a total cost of S105.00.
Vogt School for the dates of October 3 , 1967 through January 3 1 ,
1968 (excepting those dates so specified in the contract) - for a
total cost of $560.00.
FURTHER RESOLVED, That the President of the Board be and hereby is authorized
to execute said agreements on behalf of the District.
5.4
Acceptance O f Bids For O f f i c e Supplies
M r . Robertson asked M r . Herbert Damron, Associate Coordinator of Purchasing,
to explain to the Board a newly developed procedure for blanket order purchase of office
supplies for a one-year p e r i o d .
M r . Damron explained that the quantity of office supplies
purchased on this blanket order basis would result in a savings to the District of $5,000
over last year's purchases.
Bids were received for the purchase of an annual quantity of office supplies,
and the Board was requested to accept the bid of Clark Peeper Company at 4 2 % off list
price.
M r . Williamson moved the following resolution, which was seconded by M r . G e i l :
RESOLVED, That the Board of Trustees does hereby accept the bid and
authorizes the issuance of a contract for one-year's supply of office
supplies, i n accordance with District specifications under Contract N o .
PR 1-67, from Clark-Peeper Company at 4 2 % off list p r i c e , and does
hereby authorize the purchasing agent for the District to purchase up to
$26,000.00 in supplies during the fiscal year ending June 3 0 , 1968,
said purchases to be divided among the campuses and central office
as follows:

FURTHER RESOLVED, That the President of the Board be and hereby is
authorized to execute the appropriate contract for and on behalf of the
District.
M r . Williamson commended the District staff for their e f f i c i e n t , conscientious
handling of District funds and this creative purchasing procedure.
The Board requested a report from the District staff w i t h i n ninety days concerning
the operation of this new purchasing orocedure.
5.5
Acceptance O f Bids For Electronic Music Laboratory
Bids were received for an electronic music laboratory to be used at the Forest Park
Campus of the District.
This electronic music laboratory permits several students to play
on electronic pianos simultaneously without disturbing one another.
The instructor can tune
in on any one piano without disturbing the performance of the students.
The Board was
requested to accept the bid of Ludwig Music House for this electronic music laboratory
in the amount of $ 6 , 2 9 0 . 0 0 .
Whereupon, on motion by M r . W i l l i a m s o n , seconded by M r . G e i l and w i t h the
aye vote of all members of the Board present, i t was
RESOLVED, That the Board of Trustees does hereby accept the bid for
an electronic music laboratory from Ludwig Music House, in accordance
w i t h District specifications under Contract N o . 6 7 - 6 1 , and authorizes
the purchase of said electronic music laboratory at a total cost of $ 6 , 2 9 0 . 0 0 .
5.6
Acceptance O f Bids For Special Audio Visual Equipment
Bids were received for special audio visual equipment for the lecture halls at each
of the three District campuses — two at the Forest Park Campus, one at the Florissant

V a l l e y Campus, and rwo ° t * n e Meramec Campus.
These special lecterns w i l l permit
instructors to control lighting and audio visual presentations from a single source.
Student responder units also w i l l be tied into these lecterns.
Whereupon, on motion by M r . G e i l , seconded by M r s . Bastian, and with the
unanimous approval of all members of the Board present, i t was
RESOLVED, That the Board of Trustees does hereby accept the bid for
special audio visual equipment for lecture halls at each of the three
District campuses, in accordance w i t h District specifications under
Contract N o . 6 6 - 7 8 , from MCS Engineers, for a total cost of $ 6 1 , 5 0 0 . 0 0 .
FURTHER RESOLVED, That the President of the Board be and hereby is
authorized to execute the appropriate contract for and on behalf of the
District.
5.7
Rejection O f Bids For Security Guard Service
Bids were received for contractual guard service at the Forest Park Community
College.
After careful review and evaluation of the bids r e c e i v e d , i t was found that
the cost d i f f e r e n t i a l between contractual guard service from a security agency and that
w h i c h could be provided w i t h District personnel was so minimal that Dr. Cosand recommended
the Board reject a l l bids for said guard service and investigate further the cost of employing
District personnel to perform this security service.
Whereupon, on motion by M r s . Bastian, seconded by M r . G e i l , i t was
RESOLVED,That the Board of Trustees does hereby reject a l l bids
received under Contract N o . M - 2 for security guard service for
the Forest Park Community C o l l e g e .
FURTHER RESOLVED, That the District staff be and hereby is authorized
and directed by the Board of Trustees to restudy its specifications for
contractual guard service and to investigate the cost of employment of
District personnel to perform said services, and thereafter to return to the
Board w i t h a recommendation.

5.8
Approvol O f O p t i o n o l G e n e r o l Service Rate Contracts W i t h Laclede Gas Company
The Board was requested t o enter i n t o O p t i o n a l General Service Rate Contracts
w i t h Laclede Gas Company for Florissant V a l l e y , Forest Park, and Meramec Community
Colleges providing the installation of gas service and i n s t a l l a t i o n , o p e r a t i o n , and
maintenance of gas meters at each of the above-mentioned locations.
Whereupon, on motion by Mrs. Bastion, seconded by M r . G e i l , and w i t h the
aye vote of a l l members of the Board present, i t was
RESOLVED, That the Board of Trustees does hereby approve entering i n t o
O p t i o n a l General Service Rate Contracts w i t h Laclede Gas Company for
Florissant V a l l e y , Forest Park, and Meramec Community Colleges, in
accordance w i t h the conditions set forth i n said contracts.
FURTHER RESOLVED, That the President of the Board be and hereby is
authorized to execute said contracts on behalf of the District, i n the
form attached as. an addendum to these M i n u t e s .
5.9
Awarding O f Order For Maintenance Equipment
A t the Board M e e t i n g of June 2 6 , 1967 the Board accepted bids for maintenance
equipment to be used at the Forest Park and Meramec Community Colleges, and awarded
an order in the amount of $ 8 , 2 5 7 . 4 0 for the purchase of this equipment to F - H - W Equipment
Company.
Since that t i m e , F - H - W Equipment Company has requested that their b i d be
withdrawn because they are discontinuing business i n (he industrial market.
Therefore,
Dr. Cosand recommended that the Board rescind its previous action taken on June 2 6 , 1967
and accept the bid of the next lowest b i d d e r , Erb Equipment Company i n the amount of
$ 8 , 2 5 7 . 4 0 for said equipment.
Although $ 8 , 2 5 7 . 4 0 is a lower amount than the o r i g i n a l
b i d price of Erb Equipment Company, this concern has aar^ed to provide this maintenance
equipment to the District at the low bid p r i c e .

M r . G e i l moved the f o l l o w i n g resolution, w h i c h was seconded by M r . Williamson:
RESOLVED, That the Board of Trustees does hereby rescind its previous
a c t i o n of June 2 6 , 1967 for the acceptance of the b i d of F - H - W
Equipment Company i n the amount of $ 8 , 2 5 7 . 4 0 for maintenance
equipment, i n accordance w i t h District specifications.
FURTHER RESOLVED, That the Board of Trustees does hereby
accept the b i d of Erb Equipment Company for maintenance
equipment, i n accordance w i t h District specifications, and
authorizes the purchase of said equipment at a total cost of
$8,257.40.

Report On Financial A i d For Vocational-Technical Education
Dr. Cosand asked M r . Stone, Coordinator of Institutional Development, to report
to the Board concerning federal f i n a n c i a l assistance for The Junior College District v o c a t i o n a l technical e d u c a t i o n .
M r . Stone reported that last year the District received approximately
$100,000 in federal assistance for its technical education programs.
Applications in
equipment and teacher salary support totalling approximately $500,000 have been submitted for the fiscal year 1968.

and perhaps more, of this total amount would be granted to the District.

vocational education funds are distributed through the State Department of Education
in Jefferson C i t y , and the District staff has been working cooperatively w i t h the
administrative staff in Jefferson C i t y i n the preparation and submission of project
applications.
M r . Stone expressed his gratitude for the splendid cooperation which the District
has received from the office of Vocational Education in Jefferson C i t y .

C O M M U N I T Y RELATIONS

Proposed Information Center
In the absence of Mrs. Tygard, Assistant Coordinator of Community Relations,
Miss Janet Griesbaum, Community Relations Assistant, presented staff plans for a proposed
District Information Center.
Since the formation of the District, many visitors from across the nation have
toured the District f a c i l i t i e s , inquired of its creative and innovative teaching methodologies,
and requested copies of all its printed policies, procedures, and teacher research projects.
Although the District always welcomes these visitors and is anxious to share solutions it
has found to many multi-district problems, these frequent visits are time-consuming for
the staff.
To help alleviate this problem and yet make materials available to visitors,
the Community Relations Department has proposed a central Information Center where
visitors could go for general information about the District, its building programs,
educational offerings, printed booklets, brochures, e t c .
Miss Griesbaum presented
preliminary plans for this proposed Information Center for Board examination.
This
Information Center is to be located in the central office at 7508 Forsyth B l v d . , in the
facilities adjacent to the Community Relations Department.

The < umpany agrees to perform preventive maintenance service and furnish necessary replacement parts on the
Addrcssograph-Multigraph equipment listed by model and serial number and for the prepaid fees shown on the
reverse hereof, subject to the following:
1. The equipment will b* cleaned, lubricated and adjusted periodically, at the frequency shown on the reverse
hereof. Any necessary suggestions to the operator will also be furnished at the time service i s performed.
The cleaning referred to herein, to be performed by the Addressograph Multigraph Corporation Service Representatives, i s cleaning necessary to keep the equipment in good, efficient mechanical condition. Cleaning
which i s necessary to keep the equipment in good operating condition, between regularly scheduled maintenance calls, i s the responsibility of the o p e r a t o r s ) of the equipment.
T. This Agreement includes replacement of STANDARD PARTS necessary to maintain said equipment in good
i-onditinn and i.AHOK necessary to make such replacement of parts, technical adjustments, cleaning and
lubricating. Exposure lamps for copiers are also included.
\. This Agrermcnt includes " s p e c i a l c a l l s " (service calls made between the regularly scheduled preventive
maintenance calls) requested by the customer and found by the service representative to be necessary to
keep equipment in good condition.
i. This Agreement includes all travel expense EXCEPT on special service calls requested by customers located more than 25 miles from source of service, in which c a s e a charge will be made for travel expense
only (not for labor).
V This Agreement includes labor for replacement of motors, but docs not include the cost of motors replaced
due to changes in power line specifications.
6. Labor, parts and expense necessary to repair damage caused by accident, fire, water, or necessary for major
repairs, overhauling or altering equipment are not included in this Agreement. When such service i s required,
an estimate of charges will be submitted for approval before work i s started,

for other reasons. A regular service charge will be made if a special call is requested only for the purpose
of installing these items.
'•' Any new at-.chment added to a machine covered by this Agreement will be maintained for the additional fee,
if any. a s shown on the Company's schedule of rates. Machines used for multiple shift operation are subject
to an extra charge.
!0. It i s understood that the equipment covered by this Agreement i s in good condition on the date this Agreement becomes effective. All service under this Agreement will be performed on the customer's premises
during regular business hours of Company's s a l e s office. If service outside of such hours is requested, service
will be rendered at Company's regular hourly rates plus 5 0 " , subject to availability of service personnel.
i'.. This Agree, cm shall remain in effect until canceled by either party on 30 days advance written notice to the
Mranch rendering the service, provided that after the end of any prepaid period, the continuance of this Agreement shall be at Company's then current races. Such cancellation may be effected as to the entire Agreement
or a s ti- any one or more of the machines covered hereby. Upon such cancellation prior to the end of any
prepaid period. Customer will be refunded the pro-rata amount based on the number of regularly .scheduled
service calls paid for but unperformed.

s u i t a b l e c a p a c i t y and d e s i g n t o measure the gas s u p p l i e d hereunder.

of gas measured s h a l l be a d j u s t e d t o a base t e m p e r a t u r e of 60° F a h r e n h e i t and
an a b s o l u t e base pressure equal t o 3 0 " of mercury, in accordance w i t h B o y l e ' s

Vendor a g r e e s t o i n s t a l l , o p e r a t e and m a i n t a i n a meter c c.eters o f
s u i t a b l e c a p a c i t y and d e s i g n t o measure t h e gas s u p p l i e d h e r e u n d e r .
The volume
o f gas measured s h a l l be a d j u s t e d t o a base t e m p e r a t u r e of 60° r n h r e ^ e i t and
an a b s o l u t e base p r e s s u r e e q u a l t o 3 0 " of m e r c u r y , i n a c c o r d a n c e wit!-. S o y l o ' s
law f o r t h e measurement of gas at v a r y i n g p r e s s u r e s and t e m p e r a t u r e s .
The number
of therms s h a l l bo computed a c c o r d i n g t o t h e r e g u l a r and p r o p e r p r a c t i c e s o f
vendor.

SERVICES
McDonnell Automation Company will make the necessary curriculum code modifications
to the Grade Reporting and Registration Procedures a s requested by the customer,,
The cost for making these modifications will be $ 1 , 8 5 0 . 7 5 . This cost includes the
man-hours and machine time required to change existing layouts, create test
data, modify ten programs, check results, write special routines to McDonnell
Automation Company owned utility programs and modify keypunch instructions.
Transportation of all input and output data will be provided by the Customer or,
upon the Customer's request, by M.A.C. at cost plus 20 percent to cover handling.
Services requested in addition to those set forth above will be furnished, subject
to the availability of facilities, at McDonnell Automation Company standard
hourly rates in effect at the time,
