Pursuant to a Notice Of Special Board Meeting called by the President of
the Board of Trustees, a copy of which is attached as an addendum to these Minutes
and in accordance with Section 1.4.2 of the District Board Policies And Administrative Organization Manual, a special meeting of the Board of Trustees of The Junior
College District of St. Louis, St. Louis County, Missouri was held on Monday,
April 11, 1966, at the Central Office of the District, 7508 Forsyth Blvd., St. Louis,
Missouri.

Roll Call
The Board President, Mrs. Joseph C. Bastian, called the meeting to order at
8:35 a.m. The following members were present:

of the election to Mildred E. Bastian and Donald M . Witte, certifying that
they have been elected as Trustees of this District for a 'six year" term. .

Mildred E. Bastian and Donald M . Wiife w i l l be duly sworn in and seated as
County members of the Board of Trustees of The Junior College District of
St. Louis, St. Louis County, Missouri, for a six year term, at the next
Regular Meeting of the Board of Trustees, April 18, 1966

The President of the District recommended the acceptance of bid and

Acceptance of Bid - Metolab Equipment Company
awarding of an order fo Metalab Equipment Company for the purchase of laboratory

equipment for the Forest Park Campus, in the amount of $196,990.00.
Vice President Robertson explained to the Board that bids had been received

in accordance with Board policy. Mr. Robertson further explained that the low bid
B
in the amount of $173,916.00 from Royal School Laboratories had been rejected
B
due to qualifying statements on their bid and an improperly attested-to bid bond.
B
Due to the disqualification of this b i d , the Board was requested to approve
B
the next lowest bid in the amount of $196,990.00 received from Metalab Equipment
B
Company.
B
Whereupon, on motion by Mr. Williamson, seconded by Mr. Glaser, it was

RESOLVED, That the Board of Trustees of The Junior College District of

St. Louis, St. Louis County, Missouri accept the bid of Metalab Equipment

1.1.6 of the District Board Policies and Administrative Organization Manual specifically
stipulates c e r t i f i c a t i o n of e l e c t i o n results as follows:

"Upon receipt of the o f f i c i a l e l e c t i o n results from the appropriate Board of Election
Commissioners. A t least a majority of the then q u a l i f i e d members of the Board of
Trustees shall w i t h i n f o r t y - e i g h t (48) hours tabulate the results so received and
declare ond certify the candidate or candidates receiving the greatest number of
votes and the result of b a l l o t i n g upon any proposition. Said c e r t i f i c a t i o n shall be
authorized by the Board, signed by the Secretary, affixed w i t h the o f f i c i a l seal,
lodged i n the o f f i c i a l records of the District and f i l e d w i t h the Clerks of the C i r c u i t
Courts of the C i t y and County of St. Louis. The Secretary s h a l l , upon such c e r t i f i c a t i o n , issue certificates of e l e c t i o n on forms to be approved by the Board of
Trustees whose e l e c t i o n has been c e r t i f i e d . "

Further business to be conducted at this special meeting w i l l be a recommendation to the
Board to authorize a letter of intent to be sent to the Department of Housing and Urban
Development indicating the Board's desire to enter into a contract w i t h M e t a l Laboratory
Equipment Company for laboratory equipment at the Forest Park Campus, i n the amount of
$196,990.00.
