Minutes
Board President Bastian asked for approval of the Minutes of the Regular meeting
of February 23, 1965. They were read and discussed.
Whereupon, on motion by M r . G e i l , seconded by M r , Williamson, and with the
unanimous aye vote of all members of the Board who were present, the Minutes of the
Regular meeting of February 23, 1965 were approved as submitted.

Board President Bastian welcomed M r . Joseph G . Stewart and M r . Fred M .
Reichman - candidates for member of the Board of Trustees; M r . Jim Heron - a reporter
from the St. Louis Globe Democrat; M r . Frc k F. Leeming - a reporter from the St.
Louis Post-Dispatch; M r . Walter Hunter - Meramec Community College campus; and

Communications
1.6.1
The President of the College announced that M r . Joseph G .
Stewart and M r . Fred M . Reichman, both residents of the City of St. Louis, have
filed Declarations of Candidacy with the Junior College District, and have been
certified with the city Board of Election Commissioners by the Secretary of the Board of
Trustees.
The election for one six-year term as a member of the Board of Trustees,
representing the City of St. Louis, w i l l be held on Tuesday, April 6th. The elected
candidate will replace M r . F. William McCalpin, whoso torm of office expires this
year.

ton. Mr. Gilligan expressed his appreciation and gratitude for the many kindnesses
which he was shown v/hen visiting in St. Louis recently.
He also expressed his apprecia-
tion for the assistance afforded him by Vice President Hobson. He was very impressed
with the capable and dedicated staff which the Junior College District has employed to
carry out the important assignment which it is undertaking.

PERSONNEL.
2.1
Certificated Personnel - Re-employment
In accordance with President Cosand's recommendation, after due discussion,
and upon motion by M r . G e i l , seconded by Mr. Williamson, it was unanimously
RESOLVED, That the Board of Trustees, having considered specifically its
action with regard to its teaching personnel, hereby authorizes the offering
of employment contracts to the instructors and administrative personnel listed
on the addendum attached to these Minutes, at the salary classification and
for the term indicated in said addendum.

FURTHER RESOLVED, That the President of the Board of Trustees be and hereby
is authorized to execute the Offer of Employment in the form attached to these
Minutes, which the Board hereby approves, for each of said instructors and
administrative personnel, which said offer of employment w i l l become an
employment contract when executed by the instructor or the administrative
staff member.
FURTHER RESOLVED, That in accordance with the policies and procedures
of the Board of Trustees, the President of the College is hereby authorized
and directed to notify in writing, on or before April 15, 1965, the instructors
whose contracts are not being renewed.

In accordance with President Cosand's recommendation, after due discussion, and
upon motion by Mr. Williamson, seconded by Mr. G e i l , i t was unanimously

and on motion by M r . Williamson, seconded by M r . Ruffin, it was unanimously

Board Member Williamson added that he, too, interviewed Mr, O ' N e i l l and
concurred that he would be qualified for the position of Co-ordinator, Physical
Facilities.
2.4
Enrollments for the Fall, 1965
The President of the College, Dr. Cosand, informed the Board that in order to
maintain adequate funds for construction purposes at the Forest Park campus, and for
architectural planning of the first core of permanent buildings at the Meramec and
Florissant Valley campuses, i t would be necessary to curtail orsoiIments, specifically in
those classes and programs where enrollments were too low to justify continuance of a

program or class. He pointed out that the staff has approved the establishment of

certain programs which appeared to be justified; and where this has not been the case,

American Association of Junior Colleges Conference

The President of the College, Dr. Cosand, reported briefly to the Board on several

points of interest which were discussed at the recent AAJC Conference held in Dallas,

Texas. HQ pointed out probably the primary concern of junior colleges today is accredita-

Hon - both Regional and National. He mentioned further that for the first time a law has

gone into operation which fragments accreditation in certain programs, which makes it

more difficult and increases the cost of accreditation.

Dr. Cosand also announced that the American Association of Junior Colleges

will hold its 1966 convention In St. Louis next March. The Missouri Junior College

Association w i l l serve as host, and Dr. Glynn Clark, as the State Association President,

v/ill be responsible for much of the convention planning.

Campus Director Libby, who also attended the Conference, reported that he

had attended an interesting meeting which concerned itself with Faculty Associations.

Presentations were made by faculty members who were involved in some phase of the

Faculty Associations; and the discussions which ensued were very enlightening.
Campus Director Graham mentioned that a coming trend in the Commission on

Administration is the formation of small groups of administrators from urban junior colleg s.

He pointed out that most of the membership comes from people in small private junior

colleges, whose problems are somewhat different from those in urban community colleges.

Presentation from Forest Park Community College - Nursing Education
Dr. R. William Graham, Campus Director of the Forest Park campus, introduced
Dr. Oliver Duggins, Associate Professor at the Forest Park campus, and the faculty
representative who has worked most closely with the Nursing Education program at
Barnes and Jewish Hospitals, with specific interests in anatomy and physiology.
Dr. Duggins pointed out that for the past two years, the Junior College District
has been utilizing the facilities at Barnes and Jewish Hospitals for the students in the
Nursing Education program.
One of the major subjects common to all areas of the
medical profession is Anatomy and Physiology, v/hich is necessary to understand the
normal function of the human body - and its structure.

Various techniques are being used throughout the country to teach this subject,
such as - lectures without the use of
laboratories, which doesn't give the students a
chance to study the individual parts of the body; use of a cadaver, which is hard to
get, and can be used primarily for demonstration purposes; and by actual dissection of
an animal. Dr. Duggins mentioned that the students at the J . C D . use cats for
dissecting purposes.
He also panted out that in their lab periods they demonstrate
the various parts of the body with the showing of stereographic slides, which are
viewed through special glasses.
The students also have the aid of a book of anatomy
v/hich describes the various parts of the body and explains them In great detail.
Dr. Duggins demonstrated his point by showing a number of the stereographic
slides to the Board members. He further mentioned that the J . C D , students are

fortunate in that they have access to the facilities at the Medical School next door.

A general discussion ensued involving all Board members who were present.

was pointed out that the students from the Junior College District are also exposed to

courses in the Communications and Humanities fields in their course of study.

Dr. Cosand reported that building committees have been formed for each of th

building authorized by the Board for the two county campuses. The architects have

agreed that if the buildings are to be completed and ready for use by September, 1967

which means that preliminary plans should be completed and presented for Board

$100,000 in U. S/treasury Bills, purchased Fobruary U t h , due February 25th
from the First National Bank on a 3.65 basis for a total cost of $99,858.06.
$200,000 in U. S. Treasury Bills, purchased Fobruary 24th, due March 11th
from M e r r i l l , Lynch, Pierce, Fenner, Smith, Inc. on a 3.77 basis for a total
cost of $199,706,78.
Vice President Hobson pointed out that requests for bids had gone out prior to
the investment, in accordance with Board policy.
5.2
Ratification of Modification agreement between the JCD and U.S.Army
Support Center
The President of the College recommended the modification of the agreement
between the Junior College District and the U. S. Army Support Center, which would
supplement the basic agreement.
Vice President Hobson pointed out that this agreement

would permit the U.S.
Army personnel to attend the J . C D . at one quarter tuition, with the balance being paid
by the Federal Government.
A general discussion followed. Whereupon, on motion by Mr, Williamson,
seconded by M r . G e i l , and with the unanimous aye vote of all members of the Board
who were present, it was
RESOLVED, That the Board of Trustees ratify the modification of the
Agreement between the Junior College District and the U. 5. Army
Support Center.
FURTHER RESOLVED, That the President of the Board of Trustees be, and
hereby is, authorized to execute the appropriate modification agreement,
as outlined in the addendum attached to these Minutes.
5.3
Agreement between the J . C D . and Barnes Hospital
The President of the College, Dr. Cosand, recommended the approval of an

agreement between rho Junior College District and Barnes Hospital for the use of

clinical facilities for the forest Park Community College Nursing Program this f a l l .
Vice President Hobson pointed out that is contract contained all of the salient
points outlined in the existing contracts between St. Joseph's Hospital, Missouri Pacific
Hospital, and St. Louis County Hosital.
A general discussion followed. Whereupon, on motion by Mr, G e i l , seconded by
M r , Ruffin, and with the following aye votes: Mr. Williamson, Mr. G e i l , Mr. Ruffin,
Mrs. Bastion (Mr. McCalpin abstained from discussion and voting), i t was
RESOLVED, That the Junior College District of St. Louis - St. Louis County,
Missouri, enter into an Agreement with Barnes Hospital for the use of clinical
facilities for the Forest Park Community College Nursing Program, in the form
of the Agreement attached to these Minutes, and by reference incorporated
herein.
FURTHER RESOLVED, That the President of the Board of Trustees be and is
hereby authorized and directed to execute said Agreement on behalf of the

District.
5.4
Treasurer's Report
The Board President, Mrs. Bastion, called upon the Treasurer, Mr. Hobson, to
present the Treasurer's Report for the month ending February 28, 1965.
A general discussion followed. Whereupon, on motion by Mr. McCalpin,
seconded by M r , G e i l , and with the unanimous aye vote of all members of the Board
who were present, the Treasurer's Report was approved as submitted, and is attached
as an addendum to these Minutes.
5.5
Warrant-Chock Register
The Treasurer of the College, M r , Hobson, presented the Warrant-Check
Register for the month ending February 28, 1965. The expenditures for this period, as

listed in the above-mentioned Warrant-Check Register are as listed in the addendum
to these Minutes.
A general discussion followed. Whereupon , on motion by Mr. Williamson/
seconded by Mr. Geil, and upon the aye vote of all members of the Board who were
present, the Board ratified and approved the payment of all expenditures made in
accordance with the Warrant-Check Register, for the month of February, 1965.
6.
STUDENT PERSONNEL SERVICES

Vig't by Dr. Jane Motson, recognized leader in Student Personnel work
Dr. Cosand told the Board members that Dr. Jane Mats on, Professor at California
State College, Los Angeles, and a recognized leader in Student Personnel work served
as a consultant to the District staff on Thursday, February 25, 1965, with all counselors

and Dsons of Student Personnel Services In attendance.
Dr. Cosand called on Mr.
Paul Connole, Coordinator for Student Personnel Services to report to the Board.
Mr. Connote told the Board that Dr. Matson's visit fit very well into the overall in-service training and research - involving the entire staff in both factors. The
entire day was spent in discussion and conversation with Dr. Matson about the J . C D .
counseling program, pointing out the role of the counselor on the intake of the student,
attesting to place the student in the most appropriate phase of the training program,
and me follow-up contact by the counselor. He pointed out that it is necessary t know
not only the student, but also his background as reflected by record, the community
and neighborhood cut of which he comes, social background, etc., which affected his
performance at the post-high school level.

M r . Connole also mentioned that discussion ensued on the philosophy of the
junior college, pointing out that the junior college has a unique job to do in a community
such as St. Louis. It is committed to offering a flexible program, including transfer,
technical, remedial, and developmental programs, with the counselors being responsible
for counseling the students into the proper program.
Mr. Connole further pointed out that the methodology which the counselors are
using is that the counselors and the students have a problem to be solved together.
He
also mentioned the case method which is being used to attack and solve the problems.
The Junior College counselors have a job to perform. The educational program
is here at the demand of the public to meet a specific need, and the counselor is there
to see that the student gets as much out of the program as he is capable of getting.

A general discussion followed involving all Board members and the staff which
was present. The danger of grouping students into too many varying classifications
was pointed out, and w i l l be carefully watched.
Mrs. Bastion thanked Mr. Connole for his report.
7.
COMMUNITY SERVICES
7.1
Governments at the Gateway exhibit
Mrs. Dolores
Tygard reported that she had met with Mr. Andy Comerford
regarding the "Governments at the Gateway" exhibit to be held April 26 - 29, 1965.
She said that 1,000 schools have been contacted and asked to f i l l out entrance forms for
scheduling tours - allowong each tcur 1-1/2 hours on a very tight schedule. The Junior
Colloge District will have 16 x 20 feet available for its exhibit, which will contain an

audiovisual tape telling the Junior College District story.
writing the copy for the exhibit, and Mr. Drury in

is preparing the slides.
Mrs. Tygard also reported that this exhibit will be placed in bank lobbies
when this is over. Twenty-five or thirty banks have replied that they are interested in
using the exhibit - with the Bank of St. Louis requesting that they be able to use it first.
9.
ADJOURNMENT
Board President Bastian asked i f there were any further business to come before
the Board. There was not, and Mr. Williamson moved that the meeting be adjourned.
Mr. Ruffin seconded the motion, and the meeting was unanimously adjourned at 10:25 p.m.

REKEGOTIATION (OCT. 1959)
(a) To the extent required by lav, this contract is
subject to the Renegotiation Act of 1951 (50 U.S.C. App. 1211, et seq.),
as amended, and to any subsequent act of Congress providing for the
renegotiation of contracts. Nothing contained in this clause shall
impose any renegotiation obligation with respect to this contract or any
subcontract hereunder which is not imposed by an act of Congress heretofore or heresifter enacted. Subject to the foregoing this contract shall
be deemed to contain all the provisions required by section 1C4 of the
Renegotiation Act of 1951/ and by any such other act, without subsequent
contract amendment specifically incorporating such provisions.
(b) The Contractor agrees to insert the provisions of
