Minutes
I.
Roll Call:
Present: Sandy Blue, Suzanne Boussaard, Jim Buffalo, Laura Caldwell, Hilary Churchill, Amber Dodds,
Carla Farniok, Richard Hamilton, Sheila Kirby, Ed Lavin, Bill Rupert, Jamie Shuda, Jackie Thompson
Excused: Pam Bowman, Chris Brown, Dan Rathjen, Kim Sedgwick, Bill Rupert, Martha Youngmeyer
II.
Minutes (Suzanne Boussaard)
Minutes for the August meeting were officially approved via motion by Jamie and seconded by Rich.
Motion passed.
III. Treasurer’s Report (Jim Buffalo)
After Council’s decision last month to transfer $2,367.05 to the Endowment Fund, the new balance is
$102,000.00. The new balance of the Scholarship Fund is $11,131.56. The General Operating
Account balance is now $3,747.09. A motion to approve the report was made by Suzanne and
seconded by Bill. Motion passed.
IV. President’s Report (Ed Lavin)
President Ed reported he was unable to attend the last President’s Advisory Group meeting. However,
he did report on the recent golf outing. A final figure regarding the proceeds is not yet available.
Ninety-six units of blood were collected over the recent two-day event. Ed is working with the American
Red Cross to determine another date for late October.
V.
Civil Service Employee of the Month (Laura Caldwell)
September Employee of the Month is Allison Shook from the Quad Cities campus. Chris Brown made
the award presentation today. Remember to encourage individuals to nominate civil service
employees. The nomination form is on our website: www.wiu.edu/csec
VI.
Vice President for Administrative Services Report: Jackie Thompson provided Council members with
updated budget information and electrical outage report which occurred earlier this week. Great
appreciation goes out to Richard Leenerts and numerous others at Physical Plant for their quick
response and solution.
VII. Director of Human Resources: Pam Bowman – No Report
VIII. Employee Advisory Committee Representative: Sheila Kirby attended EAC meeting at Chicago State in
mid-July. She reported there is no new director of SURS as yet, and there was only a 10% voter
turnout. The state system office is working on combining classifications. The Merit Board Chair is
stepping down. Also, Sheila announced the Council of Councils meeting is coming up in October.

IX. WIU Quad Cities Campus Report (Chris Brown) : Class began on Aug. 24 – campus is busy and student
activity groups are planning several events for the fall. Alison Shook is the EOM for September
Lois Retherford has been busy getting settled at the Caxton Building. She is currently working as the
Admissions & Records Representative for the QC Campus and has also agreed to temporarily serve as
administrative support for the School of Engineering. As part of the Steering Team and Support team
Chris will be collecting the resource material for each chapter and consolidating all materials into a
“resource library” for each chapter. There will be a library for each campus to physically have as well as
electronic versions. The Support Team will meet later this month to discuss who will be doing what and

procedures for getting materials and links together. On September 1 the Quad Cities faculty and staff
had a picnic on the front lawn to welcome everyone back and it was a beautiful day and well attended.

On September 11 , the QC Campus will be holding its annual Block Party. Several people have been
involved with assisting the students in planning the event. On that same night the alumni will have a
tent set up for area WIU alumni. Congratulations to Chris. She has been promoted to Administrative
Aide.
X.
Representative Reports to Council
1. Affirmative Action Internship (Tishly Herrington) – No Report
2. Accreditation Committee (Martha Youngmeyer) – No Report
3. Women’s Center (Martha Youngmeyer) – No Report
4. Web Page (Jim Buffalo) – Jim will see that the luncheon poster is loaded onto the website as soon
as one is available.
5. Provost Advisory Council (Amber Dodds) – Amber announced a civil service representative is
needed for the University Diversity Council. Ed will follow up with this by contacting the committee
to find out more details.
6. Training and Development (Carla Farniok) – Carla announced three upcoming workshops: (1)
Professional Supervisor Training Certificate Program, (2) Let’s Cook and (3) Doing More with Less.
Details regarding dates/times/registration may be obtained by contacting Sharon Chenoweth in the
Human Resources Department.
XI.
Committee Reports
1. Appeals/Award Fund (Bill Rupert) – Bill reported his committee has three members so he’ll be
searching for two more members, and he will see about setting up a meeting.
2. Award Selection (Dan Rathjen) – No Report
3. Constitution / Election (Jim Buffalo) – No Report
4. Education (Hilary Churchill) – No Report
5. Mentoring (Kim Sedgwick) – No Report
6. Salary (Suzanne Boussaard) – No Report
7. Social Events & Development (Jamie Shuda) – Luncheon will be held on October 27.
8. Committee on Committees (Richard Hamilton) – No Report
XII. New Business:
1. Council of Councils: Southern Illinois University at Edwardsville will host this year’s state wide
civil service council meeting on Friday, October 23. President Ed and Dan Rathjen are the only two
planning to attend at this time.
2. Flower Bulb Sales: Sales are progressing. Orders should be submitted to Rich Hamilton no later
than September 21. Bulbs will be delivered to purchasers October 1 – 10.
XIII. Old Business:
1. Proposed Language for CSEC Actions for Constitution (Donation) – A first reading of a revised
version was read. There will be two readings of the language before an official vote can be taken.
XIV. Group Concerns:
Hilary reported that a civil service representative has been selected to serve on the Search Committee
for Vice President of Advancement and Public Services.
Suzanne reported that a Tele-STARS message has been sent to all civil service employees within the
College of Arts and Sciences to inquire about interest in serving on the Search Committee for Dean of
the College of Arts and Sciences. Interested parties need to submit a brief statement indicating why
they are willing to serve on the committee.
XV. Announcements: Next meeting October 1, 2009 in the Capitol Rooms in the University Union.
