I.
Roll Call
Present: Suzanne Boussaard, Laura Caldwell, Carla Farniok, Richard Hamilton, Ed Lavin,
Greg Phelps, Lois Retherford, Jamie Shuda, Hilary Churchill, Cerese Wright, Martha

II. Guest – Amber Dodds and Dan Rathjen – New committee members
III. Minutes (Carla Farniok)
Greg made a motion to accept the minutes and Ed seconded. The motion passed.
IV. Treasurer’s Report (Jamie Shuda)
There were a few returns to Oriental Trading for the spring luncheon. They were returned
through USPS. The balance in the general account is $3,594.28. When the scholarship
account gets to a certain amount, the excess is taken out of the Scholarship Account and put
into the Endowment Account. The interest for the Endowment Account goes into the
Scholarship Account quarterly. It was discussed to keep the scholarships in the general
account and transfer as needed. It was also discussed to see if they could notify before a
transfer like this is made. The summer book awards are $50.00 a piece. They are going up
to $100.00 for fall. The council gives out a maximum of 15 per year or 5 a semester. They
are selected by drawing numbers out of a hat. Ed is checking into the number of book
awards given out in the past.
Jamie made a motion of a maximum of 5 book awards will be given out per semester starting
fall semester with no rollovers and a maximum of 15 book awards per year.
Lois seconded the motion and the motion passes.
CSEC gives out 4 scholarships in the fall and 4 scholarships in the spring. Dr. Goldfarb gives
out 1 per year. Ed will let them know if they receive their scholarship in the fall or spring.
Suzanne will let Dr. Goldfarb know that there was an increase in the scholarships.
Payroll deduction goes into the scholarship account. It looks like there are 65 people who
give through payroll deduction.
FY08 - $6,238.92, FY07 - $5,177.67, FY06 - $5,620.38, FY05 - $6,293.34
Revenue comes in again in June. Jamie needs any receipts that members might have from
purchases.
Richard made a motion to accept the Treasurer’s Report and Greg seconded. The motion
passed.
V. President’s Report (Suzanne Boussaard)
Board of Trustees Meeting: (March 7, 2008)
The item of greatest interest to civil service employees was the Parental Leave policy which
was up for a second reading and action. It was passed and became effective immediately.
Tuition, Fees Room and Board/Housing Rates increases were also on the agenda. After
discussion, these rates will see an increase.
Presidential Assessment and Evaluation Committee is seeking comments from the
governance groups with regard to President Goldfarb’s performance. These comments from
Council members are due to me by end of day on April 18, 2008 and I in turn will submit a
written statement on behalf of the Council the Committee prior to the May 1 deadline.
President’s Advisory Group: (March 28, 2008)
Budget: Same story – no change basically. Students did a lobby day in March. All reports
are they left quite an impression in Springfield. April 3 (today) President Goldfarb is in
Springfield testifying before the state legislators.
Emergency Situation with regard to Threat: Communication issues of threat were discussed.
Reward is being offered. Administration is open to any recommendations from the
governance groups as to what transpired in own local areas of campus.

Lobby Day: April 9 – A bus will be leaving the northwest corner of the UU in order to arrive
in Springfield around 10:00 that morning. There will be speakers throughout the day, box
lunch provided and return by mid to late afternoon.
Other issues discussed:
Bob Fitzgerald came to the library to let them know things that can be done when a threat like
this happens. The library did lock some doors so the staff could monitor access. They are
encouraging the Library and Colleges to have a procedure in place for a threat like this.
Dr. Goldfarb personally called Suzanne since she was President of the Civil Service
Employees Council so she was aware.
The committee discussed inviting Bob Fitzgerald and Dr. Goldfarb to the meeting in July to
discuss the threat and what the campus wide committee is working on.
VI. Civil Service Employee of the Month (Laura Caldwell)
Donna Pestle in Agriculture is Employee of the Month for March. The presentation was April
4 in Knoblauch 145.
VII. Vice President for Administrative Services Report (Jackie Thompson)
No Report
VIII. Director of Human Resources (Pam Bowman)
There are Microsoft Word 2007 classes being offered in Morgan Hall. There are waiting lists for
these training sessions. More will be offered.

Zonya Foco will be on campus on April 30 during Western Walks. Zonya tours with Oprah
and Bob’s Best Life Challenge. She talks about healthy eating. The first session is at 9:00 and
Is the Power of One Good Habit. The second session is at 10:30 and is Surefire Solutions for
De-Stressing and Balancing your life.
Secretary exams are now Office Support Series. This was announced through Tele-stars and
the bulletin boards.
Human Resources offered a program about Bright Start. This is an educational savings plan.
Long term disability has open enrollment in May.
Interviews are going on for the Assistant to the Human Resource Director.
Civil Service application is now online. Jeremy did an unbelievable job getting this up and
going.
IX. Employee Advisory Committee Representative (Sheila Kirby)
EAC meeting is on April 17 and 18.
X. WIU Quad Cities Campus Report (Lois Retherford)
Currently our campus is in the process of intervewing and hiring a Director of Academic &
Student Services. Two have been interviewed this week and two will be interviewed next
week.
Testing has been done for a Secretary III Learner/Trainee position and will be hired soon. In
other areas some duties and responsibilities have been realigned.
On Tuesday 4/1 a new front reception area was installed to complete the update for the
painting and lettering done earlier. It looks very attractive and is a great first impression when
you enter the building.
More faculty are being hired by various departments and will be in place Fall 2008 so there
continue to be more office changes and rearrangements.
Grad Prep Day at the QC Campus will be next Thursday 4/10.
XI. Representative Reports to Council

3. Women’s Center (Martha Youngmeyer)
The Women’s Center is seeking presenters for the “REAL Women: Women as R
esearchers, E ducators, A ctivists and L eaders” presentation series. The WC is
collecting information to be included in the Women's History Month 2008 Calendar of
Events in March. We would like to have all relevant events listed on our calendar to help
publicize campus and community programs. Deadline for submissions is January 18.
January is National Book Month, and the WC is seeking donations of books and/or
financial contributions to purchase books for our Resource Library. See the Dec./Jan.
issue of the WC newsletter for a wish list and more information. We also invite and
encourage everyone to come check out our Resource Library and the wonderful variety
of books, videos, DVDs, magazines and newsletters that we have available. The Feminist
Reading Group (FRG) will meet on Thursday, January 24, at 7:30 p.m. in the WC to
discuss the novel Love My Rifle More Than You by Kayla Williams, a young American
woman who served in Iraq as an army translator. The WC is calling for submissions of
poetry, short fiction, and other creative works for its first annual publication of the W
omen’s Voices Journal. The journal will be released in March in honor of NWHM and this
year’s theme, “Women’s Art: Women’s Vision.” Deadline for sumbissions is January 29.
National Girls and Women in Sports Day is celebrated annually on the first Wednesday of
February to acknowledge past and recognize current sports achievements, the positive
influence of sports participation, and the continuing struggle for equality and access for
women in sports. WIU's celebration is held in conjunction with the closest Westerwinds
basketball game, which is February 2, 2008. Tickets for the Feb. 14 and 15 performances
of "The Vagina Monologues" are on sale now in the Women’s Center, as well as from
members of the cast and crew. Tickets are $10 for students and $12 for non-students.
The WC invites all local female artists (students, staff, faculty and community members)
to display their works for our "Women's Art: Women's Vision" Women's Art Exhibit. Any
medium is accepted. The works will be juried and, if accepted, will hang in the University
Library during the month of March in the first floor atrium/coffee bar area. Details about all
of these events and more can be found on the Women's Center's web site at

6. Salary (Suzanne Boussaard) – Salary committee meeting on Tuesday April, 8 with Pam
Bowman and Jackie Thompson for the Pay for Performance proposal.
7. Social Events & Development (Jamie Shuda) – The invitation went around for everyone
to look at. The menu is 1 chicken and pineapple kabob, 1 beef and portabella kabob,
coconut rice, honey glazed carrots, and key lime pie. There will be games. The prizes
will be $25.00 gift card for R&R Spa, a beach towel, and a wind chime with sea shells. A
pool is still the idea for a large prize for the raffle. Martha will make a wall hanging.
Jamie will pick up the Chamber Gift Certificates and the parking permits. Richard is
going to check on Fun City gift cards. The luncheon is on May 30 in the plaza behind the
University Union.
Greg made a motion for the council to give away the large garden from the spring bulb
sales as a raffle prize. Richard seconded and the motion passed.
8. Committee on Committees (Greg Phelps) – No Report

New Business:
Golf Outing Fundraiser: Gold Hills is $22.00 per person and $6.00 per person for a meal.
The meal could be hamburgers, hot dogs, and beans. Possible dates are June 7 or June 28.
There is another date that might have a cancellation that is being looked at. There will be
Hole and Tee Sponsorships, it will be advertised in the Chamber News, and 550 fliers will be
made up.
