MINUTES

I. Roll Call

Present: Suzanne Boussaard, Jim Buffalo, Laura Caldwell, Carla Farniok, Richard Hamilton, Ed Lavin,

Greg Phelps, Lois Retherford, Jamie Shuda, Cerese Wright, Martha Youngmeyer, James Weaver, Pam

Absent: Tammy Hiel, Sam Marlow, Hilary Smith

II. Guest - Carol Harper-Experience working on the Provost Search Committee

Thank you for the experience of serving on this search committee. There were 20 people on the committee representing different departments. Steve Rock did an excellent job along with everyone else on the committee. There were a total of 78 applicants. Three of them were women. Two of the women did receive phone interviews but did not meet the criteria for the Provost position. One withdrew after the telephone interview.

III. Minutes (Carla Farniok)

Greg passed the motion to accept the December minutes. Ed seconded. The motion passed.

IV.

Treasurer’s Report

(Jamie Shuda)

A corrected November report was handed out. The council now has a PCard. A

“For Deposit Only” stamp was purchased for $23.74. The Endowment and Scholarship accounts have not changed. The raffle brought in $2,744.00. We paid Sodexho $3,324.76 for the luncheon. A total of $5,629.00 was deposited into the account. A vote passed to have $2,500.00 put into the scholarship fund. Greg passed to motion to accept and Ed seconded. The motion carried as amended.

V. President’s Report (Suzanne Boussaard)

The Board of Trustees meeting was held on December 14.

At the December IBHE meeting, the BSN program passed and should be open to students for Fall

2008. BA in Religious Studies is on the agenda for the next meeting.

Parental Leave – The first reading was heard for the Parental Leave package. There are very good benefits in the package. Information is available on the Board of Trustees and the President’s websites.

Comments are also encouraged.

VI. Civil Service Employee of the Month (Laura Caldwell)

Annette Davila in University Information Management Systems was the employee of the month. Her presentation is January 9, 2008 at 1:30 in Sherman Hall 212.

VII. Vice President for Administrative Services Report (Jackie Thompson)

The new smoking law went into effect on January 1. Smoking has to be at least 15 ft away from the buildings. There are smoking areas marked with ashtrays. There is a joint Committee of Administrative

Rules but there are no rules yet. It is a work in progress. Smoking complaints will go to each employee’s supervisor and then will go through the disciplinary process. The law does not allow for an appeal process.

Pay for performance-The President and Vice Presidents have an updated proposal and will meet again on January 14. They are hoping it will be ready early February for comments.

VIII. Director of Human Resources (Pam Bowman)

Bill Rupert is the Human Resource Associate - Benefits and he reported to the council that he is working on compliance with the new 403(b) regulations. The revised regulations require information sharing between deferred compensation providers and disbursement and contribution monitoring. The revised regulations go into effect January 2009 .

Anita Sells now does the development training. There are going to be classes on Microsoft Word 2007.

They will be about how to get the most use out of it. Human Resources would like to develop a focus group to develop an online training program. There will be a joint meeting of the EAC and the directors advisory committee on January 24. They will work together and problem solve.

IX. Employee Advisory Committee Representative (Sheila Kirby)

October-Carbondale

250 people took the secretarial pre-test.

20% of Civil Service tests are E-tests. There will be a new accounting series.

SURS report – re-doing participant page

SURS pays out $100,000,000 a month.

Parking at SIU in Carbondale is free after 20 years of service and Illinois State offers free parking after

25 years of service.

EAC meeting will be in the Quad Cities in October.

X. WIU Quad Cities Campus Report (Lois Retherford)

Busy preparing for new student orientation and book sales being held two days next week at the QC

Campus and for classes to begin. Still accepting and meeting with new students to start Spring 2008.

3. Women’s Center (Martha Youngmeyer)

The Women’s Center is seeking presenters for the “REAL Women: Women as R esearchers, E ducators, A ctivists and L eaders” presentation series. The WC is collecting information to be included in the Women's History Month 2008

Calendar of Events in March. We would like to have all relevant events listed on our calendar to help publicize campus and community programs. Deadline for submissions is January 18 . January is National Book Month, and the WC is seeking donations of books and/or financial contributions to purchase books for our Resource Library. See the

Dec./Jan. issue of the WC newsletter for a wish list and more information. We also invite and encourage everyone to come check out our Resource Library and the wonderful variety of books, videos, DVDs, magazines and newsletters that we have available. The Feminist Reading Group (FRG) will meet on Thursday, January 24 , at 7:30 p.m. in the WC to discuss the novel Love My Rifle More Than You by Kayla Williams, a young American woman who served in Iraq as an army translator. The WC is calling for submissions of poetry, short fiction, and other creative works for its first annual publication of the W omen’s Voices Journal . The journal will be released in March in honor of NWHM and this year’s theme, “Women’s Art: Women’s Vision.” Deadline for sumbissions is January 29 . National Girls and Women in

Sports Day is celebrated annually on the first Wednesday of February to acknowledge past and recognize current sports achievements, the positive influence of sports participation, and the continuing struggle for equality and access for women in sports. WIU's celebration is held in conjunction with the closest Westerwinds basketball game, which is

February 2, 2008 . Tickets for the Feb. 14 and 15 performances of "The Vagina Monologues" are on sale now in the

Women’s Center, as well as from members of the cast and crew. Tickets are $10 for students and $12 for nonstudents. The WC invites all local female artists(students, staff, faculty and community members) to display their works for our "Women's Art: Women's Vision" Women's Art Exhibit. Any medium is accepted. The works will be juried

and, if accepted, will hang in the University Library during the month of March in the first floor atrium/coffee bar area. Details about all of these events and more can be found on the Women's Center's web site at www.wc.wiu.edu

2. Award Selection (Ed Lavin)

Scholarship committee wants to start earlier. The retirement committee needs to be filled. He wants to be rolling by February.

3. Constitution / Election ( Jim Buffalo) – Gearing up this month to have election material out in

February.

7. Social Events & Development (Jamie Shuda)

– The next luncheon will be held the Friday after

Memorial Day. The theme is going to be “A Day At The Beach” and it will be held outside weather permitting. The menu is possibly Chicken or Beef Kabobs. The big drawing item could be a swimming pool. The Fall luncheon was great and there were a lot of compliments. We were charged for 305 people. It was a great success.

XIII. New Business

1. Phone-A-Thon

The letter is ready. It will be sent to all employees. Greg passed the motion to accept and Martha seconded. Hilary is working on the details.

2. Spring Open Forum

Martha volunteered to take care of getting some available dates and times from Dr. Goldfarb. We will try for 11:00 and 4:30. Janitorial supervisors did not realize that employees were supposed to get release time for this.

XIV. Old Business:

1.

Mr. Tom Morelock’s Visit – Release time will be granted for employees to attend. There will be a power point presentation and then a question/answer session. These sessions will be linked up to the Quad Cities and the handouts will be sent up before. The officers will have lunch with Mr.

Morelock and his assistants. Jamie will talk with Sodexho about lunch. Flyers are up in the

Physical Plant and they will see if it can be announced at their next meeting.

2. Binders Update

– We will work on the binders at the March meeting. Plan on bringing your lunch and starting at noon. The library has CSEC information from years past in the archives.

3. Computer Access for Physical Plant Employees

4. Payroll Deduction Plan – We need to figure out who gives through payroll deduction. A thank you through email also needs to go out to all who attended the luncheon. Ed will get the figures on the percent of employees who give so far.

5. Veteran’s Day Holiday – This needs to go through CSEC, Faculty Senate, Student Government, and COAP. Sheila will talk to other representatives about the holidays.

XV. Group Concerns:

Comments on the Strategic Plan need to be to Suzanne by January 18.

XVI. Announcements

The council is thinking about having another golf tournament mid-late April. It could possibly be held after work on a Friday.

Next meeting is February 7, 2008 at 1:00 in the Electronic Classroom in Horrabin Hall 60.
