These changes reflect guidance received during 2013 and are described in Section 3 and Appendix 1 to this paper. Recommendation The Trust Board is asked to review these proposed changes and adopt the revised document. Introduction 1.1 It is good practice to keep Standing Orders, the Scheme of Delegation and Standing Financial Instructions for the organisation under review and to update these as and when required. 1.2 Since the adoption of the current Standing Orders, Scheme of Delegation and Standing Financial Instructions by the Trust Board in January 2013, a number of changes to internal and external guidance have taken place and these should be reflected in corporate policies. 2. Proposed Changes to Standing Orders / Scheme of Delegation / Standing Financial Instructions 2.1 It is proposed that the January 2013 document should be amended to reflect:a. The implications of the introduction of the TDA Accountability Framework. b. The updated statutory framework resulting from the Health & Social Care Act 2012. c. The update of the Terms of Reference for the Audit Committee from November 2013 d. The adoption of the Declarations of Interests, Declaration of Gifts, Hospitality and Sponsorship Policy e. The update of the OJEU thresholds from January 2014. 2.2 A schedule of the proposed changes is attached at appendix 1. 2.3 The Audit Committee held on the 16th September considered the proposed changes related to points a and b above and recommended their adoption. 2.4 A full version of the revised Standing Orders / Scheme of Delegation / Standing Financial Instructions is available on request and, subject to Trust Board approval, will be uploaded to the intranet. 3. Conclusion 3.1 This paper has identified a number of changes required to the January 2013 documents, in order to bring them up to date. 3.2 Subject to the approval of the recommendation outlined above, the master copy of the document held on the intranet will be updated and divisional teams and corporate managers will be alerted to the updated document.
