Thrust 90° ahead of desired tilt. Effectiveness is ~ cosine of angular distance from node. Thrust 90° from flight path for pure plane change. If thrust arc is +/- 45° from node, effectiveness is 90%, thrusting is half the time (neglecting shadowing) A small tilt of thrust vector in direction of flight will raise orbit altitude. A 1 deg. tilt results in about 4 km altitude gain for each degree of plane change.
