Call to Order The meeting was called to order without a quorum at 2:08 by committee chair Cindy Hicks. II. Business/Computer Application Systems/Computer Science Proposals COMPUTER APPLICATION SYSTEMS Dean’s Checklist: These courses do transfer. Correct Baccalaureate-level column to read “Yes.” CAS 8, Computer Literacy, 3 units Removes cross listing; removes advisory statement. Gaila Moore said that the cross listing was being removed because Computer Science was not going to offer Computer Science 8 any longer. She asked how long the statement “May not receive credit if Computer Science 8 has been completed.” should remain on the outline. Consensus is that it should remain for 2-3 years, minimum. Before ultimately removing the statement, the department should consult with Counseling. Needed: • Remove the check by “Title Change” on the Rationale page. CAS 54A, Microsoft Excel I, 3 units Description change; request to offer in Distance Education. The DECSC recommends approval, but the signed tracking form has not been received. Needed: • Signed DE Tracking Form. (DECSC will forward this to Cindy Hicks who will forward it to Academic Services.) CAS 55, Microsoft Office Integration, 3 units Title change from Microsoft Office Integration and Advanced Topics. Unit change from 4 to 3. The lecture is being reduced to 2 hours, and the laboratory to 2 hours with an expected additional hour of homework required. Prerequisites are being changed to CAS 54A and CAS 88A. The committee approved the prerequisites. Curriculum Committee 11-23-04, page 2 CAS 84, Designing Business Graphics, 3 units New course; 2 hours lecture, and 2 hours laboratory with an expected additional hour of homework required. Regarding the Advisory Content Review Form, Bill McDonald commented on the number of items rated as #1. Judi Odom replied that she will reduce some of the numbers to #2. Request to offer in Distance Education. The DECSC has not ruled on this request. Cindy will follow up. Articulation Form #2 submitted and approved. Needed: • Revised Advisory Content Review Form • Signed DE Tracking Form. AS Degree, Software Specialist Changed from AA Degree, Computer Software Applications. Reduces core units from 38-41 to 30-33. Various course substitutions and deletions were made to accommodate changes in curriculum. Needed: Add Business 95/96 as alternatives to Work Experience 95/96. There was discussion on whether the outlines for Business 95/96 and Work Experience 95/96 are the same. They vary slightly. Cindy asked Dmitriy to be sure that the outlines are aligned for cross listing and brought forward in the next curriculum cycle. AS Degree, Administrative Assistant Reduces core units from 35-38 to 32-35. Various course substitutions and deletions were made to accommodate changes in curriculum. Needed: Add Business 95/96 as alternatives to Work Experience 95/96. Certificate of Achievement, Administrative Assistant Reduces core units from 27-28 to 21. Various course substitutions and deletions were made to accommodate changes in curriculum. No changes suggested. Certificate of Completion, Office Technology Certificate of Achievement, Office Technology Deletes Computer Science 8. No changes suggested. Curriculum Committee 11-23-04, page 3 Certificate of Achievement, Software Specialist Title changed from Computer Software Applications. Increases units from 23 to 24-25. Various course substitutions and deletions were made to accommodate changes in curriculum. Certificate of Achievement, Business Graphics New certificate. Needs labor market research in order to present to state for approval. Will be listed in the catalog as “Pending State Approval.” It was noted that Photography 31A, 31B, 32A, and 32B are cross-listed courses. This needs to be reflected on the program page. Needed: Add “Pending State Approval” to the program title. Add “or Architecture 31A, or Interior Design 31A,” etc., to the cross-listed courses. AA Degree, Computer Programming Request to eliminate program; remove from the catalog. BUSINESS It was noted that none of the degrees and certificates that are being revised have been submitted to the state for approval. They will be submitted in their revised form. Business 1A, Principles of Accounting I, 4 units Dmitriy reported that the Expected Outcomes and Typical Assignments sections will be rewritten. Denise stated that to be eligible for articulation to San Francisco State the outline needs some additional content items. Cindy asked that the revised outline be brought back to the committee on December 14. Request to offer in DE format. The DECSC will approve the request at their next meeting and send the signed tracking form to Cindy. Needed: • Signed DE Tracking Form. Business 6, Introduction to Quickbooks Accounting I, 1 unit Cindy commented on the lack of consultation with LPC. She stated that it is good practice to let them know what we are doing even though they are not teaching the course or have a separate rubric. Articulation Form #2 submitted and approved. Curriculum Committee 11-23-04, page 4 AS, Business (Emphasis in Management)S Revises required courses. Reduces number of units from 40-43. Discussion resulted in the recommendation that the option should be listed as a minimum of 6 units, which makes the new core total 37-38 units. Needed: • Change Option* to 6 units. • Correct Total to 37-38. • Rewrite Option footnote to read “*Select a minimum of 6 units from the following:” • Add Business 95/96 to the list of options. AS, Business (International Business) Discussion on whether a student can get this degree in addition to the AS, Business (Emphasis in Marketing) by taking just one additional course. As they are listed, there are four degrees for which this is true. Dmitriy stated that the intention was to have one degree in Business with the emphasis printed on the diploma. Edna Danaher explained that this is technically possible to accomplish, but it must be stated clearly in the catalog that only one Business degree will be awarded. Cindy asked Dmitriy to rewrite the program page to include all areas of emphasis (Management, International Business, Marketing, and General Business) and to include a statement that only one degree will be awarded, with one area of emphasis to be listed on the diploma. She asked that the new program page be brought back to the committee on December 14. Needed: • Change Option* to 6 units. • Correct Total to 37-38. • Rewrite Option footnote to read “*Select a minimum of 6 units from the following:” • Add Business 95/96 to the list of options. • Rewrite Business Program page per the discussion above. AS, Accounting Adds Business 15 as an option. This will be submitted as a non-substantive change. Transfer Program and AA Degree, Business Administration Discussion on putting a “Transfer Program” in the catalog; consensus was that it must be made clear that the sequence is written for a specific school. Needed: The last paragraph of the program page should read, “This transfer program is written…” Curriculum Committee 11-23-04, page 5 AS, Retail Management New. No changes suggested. Certificate of Completion, Management Revises course sequence. It was noted that at 18-20 units the course has too many units to qualify as a Certificate of Completion. To remedy the situation, it was suggested that the options be changed to “a minimum of 6 units.” Needed: • Change Option* to 6 units. Correct Total to 18-19. Rewrite Option footnote to read “*Select a minimum of 6 units from the following:” Add Work Experience 95/96 to options. Certificate of Achievement, Retail Management Request to delete CSCI 8 from the list of required courses due to changes in the CSCI curriculum packet. Dmitriy stated that gathering our own data for approval by the state (for this certificate and the AS degree) may be comparatively easy because the Western Association of Food Chains has done research. Certificate of Achievement, Accounting Technician Revises certificate to better align with the AS degree. No changes suggested. Certificate of Achievement, Small Business Management New. Needed: • Change Option* to 6 units. Correct Total to 17. Rewrite Option footnote to read “*Select a minimum of 6 units from the following:” Add Work Experience 95/96 to options. Nolly Ruiz asked if the Curriculum Committee determines whether a program is feasible. Cindy replied that the committee relies on the discipline and the dean to provide feasibility information so the committee can affirm feasibility. The discipline and the dean should have done that research before sending the proposal to the committee and should note feasibility questions on the Statement of Rationale. COMPUTER SCIENCE The Computer Science packet as presented does not remove any courses from the catalog, only programs. It was noted that a number of deletions and changes were Curriculum Committee 11-23-04, page 6 made to Computer Application Systems programs due to the belief that certain courses, particularly CSCI 8, were being deleted. Ron Taylor will check to see whether any courses are being deleted. If they are not, CAS program pages will need to be adjusted. The Computer Science discipline requests the removal of the following programs from the catalog: AA/AS, Linux Administration and Web Site Management AA/AS, Linux Systems Programming Certificate of Achievement, Linux Systems Administration Specialist Certificate of Achievement, Linux Systems Programming Specialist Certificate of Achievement, Oracle/SQL, SQL Server Specialist Certificate of Achievement, Web Site Development Specialist Certificate of Completion, Microsoft Access/SQL Database Specialist III. Approval of Minutes of November 16, 2004 A quorum having been achieved, it was MSC (Chun/Ortiz) that the minutes of November 16, 2004, be approved as presented. IV. Changes to Nursing Program Admissions Cindy Hicks reported that the Nursing Program has changed its enrollment selection criteria. She added that if this is a prerequisite change, Title 5 requires that it be a Curriculum Committee process. The committee is charged with determining whether there is a challenge mechanism in place and that there is not a disproportionate impact on certain groups of students. Carolyn Arnold stated that she regards the selection criteria as essentially prerequisites and added that she does not see the new process as impacting any group over another. Ron Taylor added that there is a difference between a prerequisite and a limitation on enrollment. Carolyn described how the research was done. Ten years ago she and the Nursing discipline did research on the GPAs required for admission. This year they added a formula that combined the research variables. The major change is in the calculation paragraph of the admissions criteria. The new admissions process is based on the new formula. Bill McDonald expressed a concern that students will alter their study habits to meet the new criteria, to the detriment of their overall studies. Anyone from the pool established by the formula should be able to succeed in the program; students are picked randomly from the pool. There was also discussion on giving priority to district candidates and how alternates are chosen. Openings that come about by attrition are filled from the alternate pool. It is hoped that the new process will lessen the attrition rate. Cindy stated that because changes are being implemented prior to Curriculum scrutiny and prior to publication of the changes in the catalog, we will be making an exception to our policy if we approve implementation. We are considering approval because the Nursing Program cannot go through another three years allowing the numbers of failures that now occur. Curriculum Committee 11-23-04, page 7 Gayle Hunt asked if there is any possibility that students will sue because “they didn’t know.” Nancy Cowan replied that they are trying to minimize that possibility by honoring the old criteria along with the new for one year. At 4:00 it was MSC (McDonald/Ortiz) to extend the meeting by 10 minutes. Discussion ensued on whether a course or program must appear in the catalog before it can be offered. Ron said that it is not mandated. All that is required is reasonable advertisement. Cindy replied that the committee’s policy has been for many years to implement after the change has appeared in the catalog. Consensus was that the committee is willing to acquiesce in this case, but we would prefer not to be forced to act after the fact again. Cindy asked that the Nursing discipline please keep the committee informed. She added that she appreciates the pressure the discipline is under. Nancy said that the last time changes were made they did not come before the committee, and the discipline did not realize it was necessary. Any slight to the committee was unintentional. Cindy acknowledged that the policy regarding when Title 5 applies to such decisions and when not has been unclear. She thanked Nancy and Carolyn for coming to the meeting. V.
