The meeting was called to order at 2:10 p.m. by committee chair Patricia Shannon.
Approval of Minutes of October 21, 2008
It was discovered that the secretary sent out the minutes of October 14 with the agenda
packet. Vote on the minutes of October 21 will be deferred to the next meeting.
Applied Technology and Business Presentation
ELECTRONIC SYSTEMS TECHNOLOGY
Wayne Phillips presented. Wayne explained that the Electronics and Computer
Technology (ELEC) program has undergone the program discontinuance and
revitalization process. The decision was that a new program with a new rubric,
Electronic Systems Technology (ESYS), should be created. The packet has been
reviewed by the revitalization committee and by the advisory councils of both Chabot
and Las Positas. The new program contains sixteen new, 2-unit courses, an AS degree,
and two certificates. Wayne added that over the past two years he has been involved in a
NSF-funded project: Electronics Curriculum for the 21st Century. Part of the program
objectives have been copied from that project.
In answer to a question from Patricia Shannon, Wayne replied that the previous program
had its foundation in the 1960s, and was an outgrowth of the military programs of the
time. Over the years the program failed to address the way the electronics industry has
transformed itself. Technicians are no longer working at the component level (TV
repairs, etc.). They are now working at the systems (manufacturing) level.
Jim Matthews noted the textbooks listed from open source, available online. Since these
are current, no publication date is needed.
Wayne Pitcher asked for an explanation of the “yes” under “Changes faculty load” on the
Deans Checklist. Wayne Phillips replied that the change amounts to about 1 FTEF.
Lecture will be taught online with combined lab sections. The expense will be covered
by either the NSF grant or VTEA.

There was discussion on how to word the prerequisite in view of the fact that many
students who previously took ELEC courses may want to take the new courses. It
was decided that the wording would be “ESYS xx or equivalent.” Tom Clark noted
that the equivalent ELEC course can be set in banner as a prerequisite.

Wayne Pitcher asked how you can take ESYS 55A and 55B in the same semester,
since one is prerequisite to the other. Wayne Phillips replied that they are being
taught as 8-week express courses. Discussion on how the computer will handle the
fact that grades are not posted until the end of the semester.

Jane suggested that since the discipline has already done a survey for the AS degree,
these certificates might be presented to the state as Certificates of Achievement. If
approved, they would be listed on students’ transcripts. Wayne Phillips agreed to
this change.
MS (Matthews/Pitcher) to approve the Electronics Systems Technology packet with
corrections. Carried with one abstention.

A request to remove the suspended Electronics and Computer Technology (ELEC)
discipline from the catalog was presented. This would include the AS Degree and
Certificate of Achievement, Electronics and Computer Technology; the Certificate of
Completion, Electronics Assembly; and courses listed in the 2006-08 College Catalog.
The request was approved by consensus.
IV.
Good of the Order
Patricia asked approval to appoint a vice chair to serve as chair beginning in February.
She announced that Wayne Pitcher has agreed to the position, pending the approval of the
committee.
Jim Matthews nominated Wayne Pitcher to the position. The nomination was
seconded by Ernesto Victoria and approved by the committee. The chair will forward the
election results to the Faculty Senate for ratification.

DENTAL HYGIENE AND NURSING
Patricia stated that the changes to these courses are minor with the exception of Dental
Hygiene 71C and the Nursing Degree page.
Articulation forms need to be added to the packet, and JoAnn Galliano brought them to
the meeting. In answer to Dale Wagoner’s question of why the forms are needed for
courses that have already been articulated, Patricia replied that revisions can affect
articulation. Dale asked whether there has been any discussion about aligning
articulation requests with Program Review. Gene Groppetti suggested that he talk with
Wayne Phillips about Program Review. Jane stated that people need to be aware of the
articulation timeline and requested that changes not be made without her knowledge and
input.
The following courses do not need in depth review. They do require rationale statements
for textbooks older than 5 years.
Dental Hygiene 57, Expanded Functions for the Dental Hygienist, 2 units
Dental Hygiene 58, Dental Office Practice, 1 unit
Dental Hygiene 60, Dental Anatomy and Morphology, 1.5 units
Dental Hygiene 61, Head and Neck Anatomy, 2 units
Dental Hygiene 80B, Advanced Clinical Topics, 1 unit
Dental Hygiene 82A, Clinical Experience Seminar I, 1 unit
Needed:
 As applicable, asterisk textbook dates older than 5 years and provide a statement
of rationale, such as, “*Standard text in the field.”
Dental Hygiene 71C, Advanced Periodontal Procedures, 0.5 unit
New course. No articulation being requested.
Needed:
 Add the Expected Outcomes from the prerequisite courses to the Prerequisite
Skills section.
 Provide content review forms for the prerequisite courses.

Provide a statement of rationale for the textbook date, such as, “*Standard text in
the field.”
Begoña Cirera-Perez asked whether the Special Student Materials need to be
mentioned in the catalog description, as outlined in Title 5 changes regarding
requirements that might pose a burden to students. Patricia answered that she views
Title 5 as referring to unexpected requirements. Certainly, students in the dental
hygiene program must expect the need for these materials.
Nursing 64, Pharmacological Basis of Therapeutics, 2.5 units
Prerequisite change. No changes suggested.
Physiology 2, Pathophysiology, 2.5 units
Prerequisite change. No other changes suggested.
Physiology 2L, Physical Assessment, 0.5 – 1 unit
Prerequisite change. Dale explained that prerequisites are being removed because the
course is being offered earlier in the program. There was discussion on the
relationship between Physiology 2 and 2L. We need clarification about
concurrent enrollment.
AA Degree, Nursing
It was noted that the page included in the packet is what is currently in the catalog. It
was approved by the Curriculum Committee last spring just before the catalog
deadline. Nancy Cowan agreed that this is what will be offered; therefore the degree
page is unnecessary in this packet.
Needed:
 Remove the AA Degree request from the packet.
MSC (Pitcher/Matthews) to approve the Dental Health and Nursing packet with
recommended revisions.

MASS COMMUNICATIONS
Patricia noted that these are mostly minor changes, due to a renumbering of the
disciplines courses. She listed the following as needing little or no discussion: Mass
Communications 41, 42, 43, 50, 60, 61, 62, 63, and 68.
Jane voiced strong opposition to doing a blanket approval of these courses before seeing
the articulation forms. She has noticed many discrepancies, such as Mass
Communications 5 being on the CSU GE list but not on our AA/AS list. Patricia stated
that she would not be opposed to increasing articulation after the vote; she might find
removing articulation more problematic.
Jane reiterated that there are courses that are not included in our AA/AS lists that she
thinks should be.
Jim Matthews suggested presenting the packet today and voting next week, asking Chad
Mark Glen to come back next week with the articulation forms.

Jane initiated a discussion on whether the renumbered courses are essentially the same as
the courses they are replacing. If so, then we should add the statement, “May not receive
credit if xxxx has been completed.” Chad agreed.
Mass Communications 40, Introduction to Broadcasting, 3 units.
Renumbered from Mass Communications 31.
A discussion was held regarding the use of measurable verbs in Expected Outcomes.
Consensus was that while the Outcomes in this course are technically correct, they
would be more interesting, and thus make the course more “saleable” if they were
more varied.
Needed:
 Add “May not receive credit if Mass Communications 31 has been completed” to
both the Abbreviated Course Description and the Catalog Description.
Mass Communications 44, Radio and Television Announcing/Performance, 3 units.
Renumbered from Mass Communications 32. Addition of a lab hour (no change in
units.)
Hilal Ozdemir asked whether the course content merits the additional lab hour. Chad
replied that the students are currently doing this work without the benefit of
scheduled time in the studio.
Needed:
 Add “May not receive credit if Mass Communications 32 has been completed” to
both the Abbreviated Course Description and the Catalog Description.
