CHABOT COLLEGE CAMPUS SAFETY MEETING Tuesday, March 8, 2005 1pm-2:30pm Room 2340 SAFETY IS EVERYONE’S JOB Present: Jimmy Rummelhart, Darrell Dolin, Bobbie Pratt, Jack Bishop, Bob Curry, Theresa Soto-Patchin, Kathy Linzmeyer and Glenn Comp from the Spectator. MacGreagor Wright Safety & Security Chairperson welcomed everyone. AGENDA #1 Mac passed out the minutes from February 8, 2005 meeting, and asked everyone to review them and let him know by e-mail or call if there are any corrections. No corrections made, the minutes were adopted. #2 The recent attack on campus the victim was able to get out of the room to let security know. The suspect is still unknown. The college was alerted to the incident. Information was given out approximately 2 hours after the incident. However there was 36 hour delay in dissemination of the information campus wide, this has been addressed. When serious incidents occur campus safety staff will immediately notify the Security Director, in his absence they shall notify, VP Bob Curry. If there is an on duty administrator [ODA}, they will be advised as a matter of course. Generally, there is no expectation for the ODA to do anything with the information unless they are asked for specific assistance. It is expressly the responsibility of the Campus Safety Officer to ensure that proper notifications are made in a timely fashion. Safety rules are in place see the safety section pages 125 & 126 in the SPRING Class Schedule. We can learn from the February incident and should routinely go over the safety rules. Jack Bishop mentioned a sign should be posted DO NOT ENTER CLASSROOM WHEN EMPTY in buildings for student to see. SAFE RIDE cards are given out to student to let them know that Security is available to do escorts. Mac is working on getting a couple of volunteers to work 4 days a week giving escorts. #3 Catalyst Consultant Services was selected and approved as the consultants for the Master Security Plan. Mac will invite them to the next safety meeting April 12, 2005. #4 Misconduct issues – non-student procedures are being worked out. Misconduct for students the unit supervisor should make the final decision. Crimes of Violence – will not be tolerated. The police will always be involved and a misconduct administrative process is in place for students. These processes will be bifurcated and will be processed independent of each other. Kathy Linzmeyer said staff needs to know what to do - when a student smell of alcohol, loud or disruptive, etc Security should be called. Faculty need to have something in place to communicate their concerns on student misconduct. Mac said students need to take full responsibility for their behavior. The students can redeem themselves after discipline/intervention from the VP Student Services Office. Mac also said, we must be respectful to each other, faculty and student alike. We ALL must be held accountable. As a proactive measure, Campus Safety personnel will be attending “Verbal Judo” training on March 25, 2005 and in April/May 2005. This training is designed to teach individuals how to better deal with “difficult persons” effectively. This training will be presented by Hayward PD Inspector Ruben Pola, a certified Tactical [interpersonal] Communications instructor. #5 Question: What if a person in the Admission & Records line has a snake, a live slithering reptile. Answer: Let the person know we don’t serve snakes ☺. We address the needs of people. Question: Bobbie Pratt asked if the victim of the attack could look at student pictures taken for ID cards. Answer: At this time, the college can’t allow this as it would violate FERPA.. Question: Theresa Soto-Patchin asked can student be cited for smoking out of smoking locations, because she tell students all the time them they cannot smoke outside Bldg. 2200 and give them the smoking locations. Answer: Mac said we are waiting for a decision from the CA State Attorney General opinion on citing and enforcement options, Closing Remarks: Mac mentioned, the safety committee meetings are not well attended. Additionally, many of the designated core people. He asked if it would be a good idea to change the meeting time from 1pm-3pm to 12noon to 2pm. The change would schedule the first hour during college hour, when basically no classes are in session and people can attend during their lunch hour. The meeting ended at 2:30pm.
